Hurontario Street / QEW Interchange<br />

Interchangethis MTO project requires the reconstruction<br />

of all existing interchange facilities while safely maintaining<br />

the traffic volume (in excess of 170,000 vehicles/day) and<br />

pedestrian traffic through the site with minimal disruption.<br />

to achieve this, a complex construction staging sequence,<br />

including delay and queuing analysis, was developed and<br />

utilized. Major elements of the project included:<br />

• Roadwork: reconstruction of interchange ramps, removal<br />

of sub-collectors on the QEW, median barrier and width<br />

upgrades and the re-alignment of service roads.<br />

• Structural: design deck and girder replacement for<br />

overpass, box culverts and retaining walls.<br />

• Pedestrian Underpass: decommissioned and replaced<br />

with a barrier-separated walkway.<br />

• Drainage Systems: existing systems assessed including<br />

video inspection of median sewers and control measures<br />

improved (new storm water management pond.)<br />

• Lighting: high mast illumination on the highway and<br />

municipal lighting on sideroads.<br />

• Signals: three new traffic signals were designed at ramp<br />

terminals (2) and Pinetree Way.<br />

Brant Street to Burloak Drive<br />

This project is one of the three major QEW widening projects<br />

for the provision of High Occupancy Vehicle (HOV) lanes on<br />

QEW from Trafalgar Road to Guelph Line. This project being<br />

the last of the three projects, requires a highly compressed<br />

design schedule in order to meet the targeted HOV lane<br />

opening date of the two adjacent projects. The major work<br />

Mississauga Road Widening - Hwy 401 to Hwy 407<br />

This project was a joint venture between the Region of<br />

Peel, the Ontario Ministry of <strong>Transportation</strong>, the Province of<br />

Ontario and the City of Mississauga. The project consisted<br />

of widening Mississauga Road from Highway 401 northerly<br />

to Highway 407; adding auxiliary lanes on Highway 401;<br />

modifications to the existing Parclo-A interchange with<br />

Highway 401; and new structures over Highway 401 and<br />

over Syntex Court. The project included:<br />

• Complex construction and traffic staging on Canada’s<br />

busiest freeway to ensure continuous movement of<br />

people and goods.<br />

• Design liaison and coordination with senior staff at the<br />

three levels of government (MTO, Peel and Mississauga).<br />

• Structural design of a 3-span, 116m long bridge with<br />

a composite reinforced concrete deck on six lines of<br />

structural steel box girders, with spans to accommodate<br />

future expansion of Highway 401, including collector<br />

lanes.<br />

• Electrical Design for full illumination of Mississauga<br />

Road and adjacent roads; permanent traffic signals and<br />

temporary traffic signals to suit traffic staging.<br />

• Construction administration included the demolition<br />

and replacement of the Highway 401/Mississauga Road<br />

underpass structure while maintaining Highway 401 traffic<br />

during various construction stages.<br />

Hespeler Road/Railway Grade Separation - Class EA<br />

Rail operations through the study area create significant<br />

delays to the public and raise safety concerns due to<br />

unscheduled road blockages.<br />

To eliminate this major conflict, the Region of Waterloo<br />

retained Giffels Associates Limited/<strong>IBI</strong> <strong>Group</strong> to carry out<br />

a Class EA for this key junction. The assignment included<br />

coordination with key stakeholders, including the Region<br />

of Waterloo, City of Cambridge, CPR, authorities having<br />

jurisdiction and adjacent property owners and businesses,<br />

development of alternatives for grade separation and<br />

also included consideration of operational improvements<br />

and relocation of rail operations. After consideration and<br />

evaluation of all reasonable alternatives a grade separation<br />

with rail tracks lowered and the road profile raised over the<br />

tracks is was considered to be the technically preferred<br />

alternative at this site. The work included an extensive public<br />

participation program and liaison with the local business<br />

owners due to the potential impacts on their properties.<br />

Mill Creek Bridge Rehabilitation<br />

The Mill Creek Bridge at Soper Park in the City of Cambridge<br />

represented the oldest functional bridge within the Region<br />

of Waterloo. The original bridge was a stone masonry arch<br />

structure carrying Highway #8 over Mill Creek. Deterioration<br />

over a period of some 70 to 80 years resulted in the<br />

addition of a reinforced concrete liner arch (and pedestrian<br />

walks) around the turn of the last century. Increased traffic<br />

volumes and continued deterioration, particularly of masonry<br />

components raised the need to replace the crossing. In view<br />

of the heritage significance of the structure it was decided to<br />

replicate the form of the original arch using a cast-in-place<br />

reinforced concrete arch. The arch profile was selected to<br />

duplicate the original profile to permit inclusion of the original<br />

stone in the reconstruction. All stones were numbered<br />

and replaced as a facing to the new bridge maintaining<br />

the context of the original site. The parapet walls were<br />

constructed in reinforced concrete again faced with stone<br />

to replicate the original 1830’s construction. To facilitate<br />

construction a full creek flow by-pass was constructed<br />

under approval of the Grand River Conservation Authority<br />

(GRCA). Giffels Associates Limited/<strong>IBI</strong> <strong>Group</strong> worked closely<br />

with the GRCA to ensure full environmental mitigation<br />

measures were in place throughout the construction and<br />

that the reconstructed creek bed through the site replicated<br />

accurately the original streambed. The selected solution<br />

accommodates 21st century vehicle loads while maintaining<br />

the original 19th century aesthetics and heritage context of<br />

Repairs to the concrete deck surface were required in the<br />

form of either concrete patching of deteriorated areas or<br />

placement of a concrete overlay. The results of the deck<br />

condition survey determined the appropriate repair strategy,<br />

in addition to providing accurate repair quantities for<br />

preparation of a construction cost estimate. GAL/<strong>IBI</strong> <strong>Group</strong><br />

also considered the elimination of expansion joints, as the<br />

bridge skew does not exceed the maximum skew of 20<br />

degrees recommended by the MTO semi-integral Abutment<br />

Manual.

<strong>Transportation</strong> Corridor Protection Plan<br />

Giffels Associates Limited/<strong>IBI</strong> <strong>Group</strong> was retained by the<br />

City of London to provide engineering and planning services<br />

pertaining to developing a long term transportation corridor<br />

protection plan of the Airport Road (renamed as Veterans<br />

Memorial Parkway) from Highway 401 to north of Kilally<br />

Road within the jurisdiction of the City of London.<br />

The study was intended to identify and preserve options for<br />

the City’s long term transportation needs to accommodate<br />

full build-out of the urban growth boundary along the study<br />

corridor. The undertaking involved evaluation of exiting<br />

conditions along the corridor; evaluation of future conditions<br />

under varied and viable alternative solutions; comparative<br />

analyses of all alternatives, and recommendations of the<br />

preferred alternative. The analysis and recommendations<br />

were followed through to develop a functional design of the<br />

preferred alternative. The study identified property protection<br />

as an important element accommodating a 4-lane freeway<br />

from Highway 401 to beyond Kilally Road, complete with<br />

eight diamond interchanges connecting major arterials<br />

including modification of exiting trumpet interchange of<br />

the VMP onto Highway 401. The design of the diamond<br />

interchanges involved an innovative approach to avoid<br />

further property acquisition in the future. Responsibilities<br />

also included coordinating and conducting full public and<br />

stakeholder consultation that meets the requirement of a<br />

concurrent Class Environmental Assessment Schedule C<br />

Study and Official Plan and Zoning Bylaw Amendments.<br />

Rehabilitation of Three Transitway Structures<br />

Giffels Associates Limited/<strong>IBI</strong> <strong>Group</strong> (GAL/<strong>IBI</strong> <strong>Group</strong>) was<br />

retained to provide consulting engineering and related<br />

architectural services, pertaining to three transitway<br />

structures at the Ottawa Train Station and identify proper<br />

rehabilitation measures for the structures.<br />

The two east transitway structures carry the west and east<br />

access road to the train station over the east transitway. The<br />

three span bridges have a number of deficiencies including<br />

damaged joints, cracking in pavement and sidewalks, cracks<br />

of various degrees on the abutments, piers, wingwalls,<br />

ballast walls and parapet walls. Some rusting was observed<br />

on the pot bearings and some settlement had occurred at<br />

the approaches.<br />

There is also a pedestrian bridge that provides passage<br />

of pedestrians over the east transitway to the train station.<br />

This two span steel truss structure covered with glazing has<br />

deficiencies that include; paint failure, rust on joints, cracking<br />

in the curbs, blocked drains, minor cracking on the piers and<br />

concrete surface. Some settlement had also occurred at the<br />

Homer Watson Bridge<br />

Homer Watson Boulevard is one of two major roadways<br />

linking the City of Kitchener to Highway 401. The project<br />

involves widening of the road from two to four lanes, the<br />

construction of a new bridge crossing at Balzer Creek, and<br />

rehabilitation of the existing Balzer Creek Bridge.<br />

The new crossing was a single span precast girder bridge<br />

with integrated abutments. Rehabilitation of the existing<br />

bridge included new parapet walls, new sidewalk and<br />

median concrete deck overlay and conversion to semiintegral<br />

configuration to eliminate expansion joints.<br />

The Creek protection program included the implementation<br />

of extensive protection measures prior to construction of the<br />

single span bridge. Trail linkages were provided at Balzer<br />

Creek and creek improvements including landscaping were<br />

implemented downstream of the bridge. The drainage<br />

design included storm scepters to ensure the water quality<br />

in the Creek was not diminished.<br />

Bridge Replacement<br />

The replacement of the 401-Mississauga Road Underpass is<br />

but one component of a larger project to widen Mississauga<br />

Road from a 4-lane rural section to a 6-lane urban section,<br />

from Highway 401 northerly to Highway 407. Included is<br />

reconstruction of the 401-Mississauga Road Interchange<br />

Ramps and the addition of several local streets.<br />

The widening of Mississauga Road is necessary to<br />

handle increased traffic volumes generated by extensive<br />

development along the corridor in the last few years,<br />

including retail and office development, and notably several<br />

corporate headquarters including Royal Bank, Microsoft<br />

Canada, Glaxo, DuPont, and the newer pharmaceutical<br />

companies of Biovail and Patheon.<br />

The recommended arrangement for the bridge replacement<br />

was a 3-span, 116 m long structure, with a composite<br />

reinforced concrete deck on six lines of structural steel box<br />

girders. The spans, which are 35.5 m, 45 m and 35.5 m<br />

were set to accommodate future widening of Highway 401,<br />

including collector lanes.<br />

Markham Bypass Interchange<br />

Giffels Associates Limted/<strong>IBI</strong> <strong>Group</strong> was retained to provide<br />

engineering consulting services for the new interchange<br />

along Highway 407 at the Markham Bypass. This project<br />

included the construction of a Parclo ‘A’ interchange with<br />

4 ramps, including the sections of Markham By-pass from<br />

north of the interchange to its interim terminus immediately<br />

south. The Markham by-pass is a four lane divided arterial<br />

road with a 2m wide raised median.<br />

The design included a 2-span pre-cast concrete girder<br />

(CPCI 1600mm) structure that spans the ultimate<br />

configuration of Hwy 407 required to carry the Markham<br />

By-pass. The cross-section accommodates the 6 lanes,<br />

2 m raised median and 2m sidewalks on both sides. Two<br />

concrete culvert structures were also included in the design<br />

of the interchange drainage system.<br />

The infrastructure for electronic toll collection (tollgates) at<br />

ramp exit and entrance points was also provided. Each toll<br />

Beaver Creek to Major Mackenzie Drive<br />

For several years, the pace of growth in York Region, north<br />

of Toronto, has been among the fastest in Canada. But while<br />

rapid development has helped York Region’s economy to<br />

grow by leaps and bounds, it has also created significant<br />

pressure on Highway 404, one of the main north-south<br />

routes serving the area. To reduce congestion on the<br />

highway and stress for the tens of thousands of private and<br />

commercial drivers that use it every day the Ontario Ministry<br />

of <strong>Transportation</strong> hired Giffels Associates Limited/<strong>IBI</strong> <strong>Group</strong><br />

(GAL/<strong>IBI</strong> <strong>Group</strong>) to design interim upgrading to one of the<br />

busiest stretches of the route, a four-kilometre section<br />

running north from Highway 7 to Major Mackenzie Road.<br />

This Highway 404 widening project involved basically<br />

adding lanes into the existing median (one lane in each<br />

direction). The project also included widening of four<br />

structures (16th Avenue and Rouge River twin bridges),<br />

comprehensive stormwater management assessments,<br />

a detailed assessment of potential traffic delays during<br />

construction and full illumination, including special highway<br />

lighting designs in recognition of the adjacent airport’s<br />

height restrictions. Work was subject to MTO’s Class EA<br />

procedures requiring the production of an Environmental<br />

Study Report. The carrying out of a full public participation<br />

program, external agency involvement and the direction of a<br />

multi-disciplinary team of specialists.<br />

Deck Replacement<br />

As part of the structural design retainer service with MTO<br />

Central Region, Giffels Associates Limited/<strong>IBI</strong> <strong>Group</strong> (GAL/<br />

<strong>IBI</strong> <strong>Group</strong>) provided engineering services for the detailed<br />

design of a post-tensioned concrete deck replacement and<br />

associated details for the North Bridge of Bridge No. 7 at<br />

Highway 420 and QEW interchange, and deck repairs for the<br />

South Bridge of Bridge No.2.<br />

During the rehabilitation of the deck of Bridge No. 7, further<br />

deficiencies became apparent to the Ministry.This warranted<br />

a switch to deck replacement as a more economical long<br />

term solution. GAL/<strong>IBI</strong> <strong>Group</strong> was brought on board under a<br />

Retained Services Agreement to expedite design of the deck<br />

This project, for City of Mississauga and Ontario Ministry of<br />

<strong>Transportation</strong>, involved the 2.5 km extension of Mavis Road<br />

from Britannia Road to north of Fletcher’s Creek. The project<br />

included a new four lane arterial roadway, a full Parclo A-4<br />

interchange with Highway 401, a multi-span structure over<br />

Highway 401, a new watercourse structure over Fletcher’s<br />

Creek, municipal services including storm sewers, sanitary<br />

sewers and watermains, conventional and high-mast lighting<br />

and complex Highway 401 detours and traffic staging to<br />

accommodate the construction of the interchange.<br />

Work included engineering surveys, supervision and<br />

coordination of a team of multi-disciplinary engineering<br />

specialists; liaison and negotiations with external agencies;<br />

working cooperatively with a variety of interest groups and<br />

approving authorities: and dealing with numerous utility<br />

companies to resolve/coordinate relocations. Contract<br />

Highway 11 - Preliminary & Detailed Design<br />

Giffels Associates Limited (GAL/<strong>IBI</strong> <strong>Group</strong>) was responsible<br />

for the preliminary and detailed design for the twinning of<br />

Highway 11 from Powassan to Callander, Ontario, a distance<br />

of approximately 18.0 km. This required the generation of<br />

alternative 4-laning and local access schemes involving<br />

4 major interchanges and 8 intersections. The planning<br />

work included full public participation components and<br />

environmental assessment work involving the consideration<br />

of both natural and socio-economic aspects of highway<br />

expansion. Factors such as aquatic environment, vegetation<br />

and wildlife, heritage resources, noise and land use were<br />

considered in determining the impacts of alternatives and in<br />

developing mitigating measures to be incorporated into the<br />

recommended design.<br />

The assignment covered 3km of Highway 401 from<br />

Highway 427 to Kipling Avenue in the City of Toronto. The<br />

project included comprehensive construction staging for<br />

pavement, structural rehabilitation to 8 bridges, noise wall<br />

replacement and the implementation of high mast lighting.<br />
