Transport Systems Practice<br />

<strong>IBI</strong> <strong>Group</strong> is a recognised leader in planning, design,<br />

deployment, and operation of Intelligent Transportation<br />

Systems (ITS), including traffic management, traveller<br />

information, commercial vehicle operations, transit<br />

management, traffic management centres and tolling.<br />

The ITS practice incorporates all user service areas,<br />

The EKPPT (Elefsina-Korinthos-Patra-Pyrgos-Tsakona)<br />

motorway is an integral part of the national transportation<br />

network of Greece. It has a total length of 365 km inclusive<br />

of 46 Interchanges and 28 km of tunnels (the longest<br />

tunnel having a length of 4 km). The motorway includes<br />

284 km of new construction.<br />

<strong>IBI</strong> <strong>Group</strong> has been retained to provide the Motorway<br />

Management and Communications System for the<br />

motorway. <strong>IBI</strong> <strong>Group</strong>’s scope includes preliminary<br />

design, detailed design and equipment specifications,<br />

development of the MMS (Motorway Management System)<br />

software, installation supervision and integration services.<br />

The EKPPT MMS is a fully integrated Traffic and<br />

Facility Management (SCADA) System, providing Traffic<br />

Monitoring, Incident Detection and Response, information<br />

dissemination and device monitoring and control<br />

functionality under a single User Interface environment.<br />

The telecommunications network is a fiber optic system<br />

based on 10Gig Ethernet backbone. The network supports<br />

data transmission for device control and administrative<br />

needs, as well as real time digital video and Voice over<br />

IP transmission for CCTV surveillance and emergency<br />

communications respectively.<br />

Attiki Odos Motorway Integrated<br />

Toll & Motorway Management<br />

System (ITMMS)<br />

Athens, Greece<br />

Attiki Odos is the first design, build, finance, and operate<br />

roadway concession awarded in Greece. The motorway<br />

opened in 2002 and is 65km long, including 16 km of tunnels/<br />

covered area and 32 interchanges. There are 5 administration/<br />

customer service buildings and 1 operations center.<br />

The Attiki Odos ITMMS (Integrated Toll & Motorway<br />

Management System) provides integrated Facility<br />

Management (via a SCADA interface), Traffic Monitoring,<br />

Incident Detection and Response, as well as Traveler<br />

Information functionality for open road and tunnel sections.<br />

The ITMMS telecommunications network is a fiber optic<br />

system based on SDH and Ethernet technologies. The<br />

network supports low speed data for motorway dynamic<br />

signage, video transmission for CCTV surveillance and voice<br />

communications for the Emergency Roadside Telephones<br />

installed on the motorway and in the tunnel portions.<br />

<strong>IBI</strong> <strong>Group</strong> was the overall system integrator of the ITMMS<br />

and was responsible for functional and detailed design<br />

of the Motorway Management, Toll and Communications<br />

Systems. <strong>IBI</strong> <strong>Group</strong> also provided the software for the<br />

Motorway Management and Toll Systems.<br />

Idaho Traffic Management System<br />

Idaho, USA<br />

<strong>IBI</strong> <strong>Group</strong> built on the Treasure Valley ATMS that was<br />

delivered for Ada and Canyon Counties and delivered<br />

a statewide ATMS called the Idaho Traffic Management<br />

System (ITMS). The primary purpose of the ITMS was to<br />

assist with AMBER alerts, however the ITMS also includes<br />

event declaration and system generated responses for<br />

VMS located throughout the state. VMS control and<br />

event management is shared between District, AHCD<br />

and State Comm users based on user rights. The system<br />

continued to expand with the integration of RWIS stations<br />

and a centre-to-centre interface, using NTCIP standards,<br />

with Idaho’s 511 system. Current expansion includes the<br />

integration of travel-time and statewide HAR.<br />

Connecticut Department of<br />

Transportation CRESCENT System<br />

Hartford, Connecticut<br />

CRESCENT is the culmination of efforts by the<br />

Connecticut Department of Transportation (ConnDOT)<br />

seeking a full-featured, cost-effective and reliable traffic<br />

management system for the state. <strong>IBI</strong> <strong>Group</strong> undertook<br />

the lead technical role in the design and specification of<br />

the communications and central systems. Our work and<br />

responsibilities included:<br />

• Design and specification of central computer system<br />

and local area network;<br />

• Design and development of ATMS software for the<br />

Hartford System, known as the CRESCENT system;<br />

• Construction administration, technical support and<br />

oversight during installation and testing of outstation<br />

equipment and communications systems;<br />

• Integration and testing of CRESCENT software and<br />

field systems;<br />

• State-wide expansion; and<br />

• Start-up support and maintenance of CRESCENT<br />

deployed as part of the Treasure Valley ATMS in order to<br />

<strong>IBI</strong> <strong>Group</strong> is partnered to deploy Infoviaje, a national<br />

traveler information system for Mexico. <strong>IBI</strong> <strong>Group</strong> has<br />

primary responsibility for delivering key components of<br />

<strong>IBI</strong>’s commercial-off-the-shelf (COTS) traveler information<br />

systems platform. The system, delivered in Spanish<br />

language, will be configured to cover the national freeway<br />

network in Mexico. The components to be provided include:<br />

• <strong>IBI</strong> <strong>Group</strong>’s iGO Event Reporting System (ERS) - is a<br />

nationwide web-based system for entering events and<br />

road conditions. The goal of the ERS is to improve intra<br />

and inter-agency coordination through the sharing of<br />

real-time traffic information. Activities include software<br />

modification and configuration of the iGO ERS product<br />

for geographic elements, such as the user interface map<br />

and the road network configuration within the ERS.<br />

• <strong>IBI</strong> <strong>Group</strong>’s “511” traveler information website -<br />

provides both real-time dynamic and static traveler<br />

information, utilizing both map-centric and list-based<br />

display for an easy to navigate, accessible interface.<br />

Using a state-of-the-art design and presentation, the<br />

website will effectively communicate traffic and road<br />

conditions, event information, transit disruptions,<br />

weather information, and other important advisory<br />

information for key travel corridors within Mexico.<br />

The project includes parallel streams of consulting and<br />

software development activities. The consulting activities<br />

are as follows:<br />

• Completion of an industry scan examining the state-ofthe-art<br />

in traveler information, with a focus on revenue<br />

generation opportunities, governance models and the<br />

role of the private sector;<br />

• Development of a feasibility analysis assessing the<br />

different traveler communications options, including<br />

web, IVR, highway advisory radio, SMS, etc.;<br />

• Preparation of a Strategic Plan and Marketing Plan for<br />

roll-out of the desired system; and<br />

• Establishment of a Service Concept Plan that<br />

examines operations, maintenance, staffing, and facility<br />

requirements.<br />

London Travel Information System<br />

London, England<br />

<strong>IBI</strong> <strong>Group</strong> worked with the Highways Agency and Transport<br />

for London (TfL) to provide a facility that provides a unified<br />

view on travel information held by both organisations. The<br />

facility shows the current travel information for the key<br />

routes in the South East of England, including London.<br />

Information will be available to mobile devices and<br />

conventional Internet equipped PCs. An early prototype<br />

of the mobile-ready application was demonstrated at the<br />

IEE’s recent RTIC conference. As part of this work, <strong>IBI</strong><br />

<strong>Group</strong> investigated some institutional and operational<br />

aspects by developing ways to better define the quality of<br />

data being exchanged via the TIH. This built on proposals<br />

made as part of the DTLR’s UTMC Programme. This<br />

element of the work will ultimately demonstrate the role<br />

that data quality can play in an information service by<br />

allowing users of the information facility to refine what<br />

information they receive based on its quality as well as its<br />

content. The project provides a stimulus for closer links<br />

between source data providers (such as the Highways<br />

Agency and TfL) and Value Added Services Providers<br />

(VASPs) to further enhance the traveller information market.<br />

The SR 91 Express Lanes are internationally recognized<br />

as a leading-edge implementer of open-road tolling (ORT)<br />

and congestion pricing. As part of an on-going program<br />

of improvements to the operation of the corridor, the<br />

Orange County Transportation Authority (OCTA) reviewed<br />

opportunities for more advanced forms of value pricing<br />

based on changing traffic conditions and is seeking to<br />

enhance the travel time and traffic monitoring on the facility.<br />

<strong>IBI</strong> <strong>Group</strong> conducted a study to assist OCTA in evaluating<br />

value pricing (including dynamic pricing) options for the SR<br />

91 Express Lanes, assisted OCTA in successfully applying<br />

for FHWA Value Pricing Pilot Program funds and is currently<br />

leading a cross-departmental team providing support on<br />

the planning and design phases, including:<br />

• Developing requirements and recommendations for<br />

advanced travel time and speed monitoring systems;<br />

• Developing methodologies and rule sets for moving from<br />

schedule-based time of day pricing to near real-time<br />

<strong>IBI</strong> was heavily involved in the development and deployment<br />

of the I-95 Express Lanes HOT project north of Miami, FL.<br />

This project includes the conversion of 21 miles of high<br />

occupancy vehicle (HOV) lanes along I-95 from Miami<br />

to Fort Lauderdale into variably-priced high occupancy<br />

toll (HOT) lanes. The system will eventually include two<br />

Express Lanes and four General Purpose lanes over four<br />

segments in each direction. <strong>IBI</strong> developed requirements<br />

and validated new modules for the statewide SunGuide<br />

advanced traffic management system (ATMS.) This system<br />

is used to control the facility in terms of daily operations,<br />

incident management and toll rate setting and is integrated<br />

with the statewide SunPass electronic toll system for<br />

collection of the tolls. <strong>IBI</strong> developed requirements to deal<br />

with a wide variety of issues including toll rate signing<br />

versus toll rate charged, failure modes, travel time from<br />

entry to toll gantry, and the customer service information<br />

necessary to deal with customer enquiries.<br />

of Transportation (WSDOT) as the Owner’s Engineer for the<br />

Currently, WSDOT is implementing a new variable<br />

electronic tolling system on the SR 520 corridor which<br />

crosses Lake Washington and connects the City of Seattle,<br />

I-5 and I-405 with the region’s high tech center located<br />

east of Lake Washington. This project is being developed<br />

as part of the Lake Washington Urban Partnership, which<br />

is a cooperative agreement to manage congestion and<br />

improve traffic flow along SR 520.<br />

The tolling system will have variable toll rates which<br />

are intended to move discretionary trips out of the<br />

peak hours, thus optimizing vehicle throughput in the<br />

corridor. Applying tolls to SR 520 would also encourage<br />

drivers to shift to carpools or transit and this would<br />

have the environmental benefit of reducing greenhouse<br />

gas emissions. Transit service enhancements and<br />

telecommuting programs are also part of the overall<br />

congestion management package for the corridor.<br />

The Interagency <strong>Group</strong> (IAG), consisting of 24 member toll<br />

agencies in 14 states, operates an electronic toll collection<br />

system known as E-ZPass that utilizes a common<br />

technology to enable seamless collection of electronic tolls<br />

throughout the member states. The existing AVI equipment<br />

(transponders and roadside readers/antennas) contract<br />

was about to expire; therefore, IAG commissioned a study<br />

to investigate alternative technologies, feasible migration<br />

strategies, and assist with the procurement process.<br />

As part of a team, <strong>IBI</strong> <strong>Group</strong>’s initial project tasks were:<br />

Assessment of IAG requirements across all agencies,<br />

assessment of available technologies (including RF<br />

915MHz, RF 5.9GHz, infrared, satellite, and video) and<br />

migration strategies, recommendations, and assistance<br />

with preparation of an RFP. Recent and current project<br />

tasks include assistance with preparation of responses to<br />

vendor RFP questions, update of the RFP documents in<br />

conformance with issued addenda, development of agency<br />

pricing guidelines and agency pricing assistance, proposal<br />

technical compliance verification, planning and conducting a<br />

real-world validation test of the proposed technologies.<br />

This project provides <strong>IBI</strong> <strong>Group</strong> with a<br />

thorough understanding of the current and<br />

forecasted status of electronic tolling in North<br />

Wireless Video Systems:<br />

The existing system of seven CCTV traffic surveillance<br />

cameras utilizing license exempt 2.4GHz microwave<br />

communications required upgrading to provide broadcast<br />

quality video images to support the local traffic operations<br />

centre, provide video feeds to local broadcasters and<br />

provide video suitable for Internet dissemination. The<br />

first step of the assignment was qualitative testing of the<br />

existing system RF and video system parameters. This<br />

provided input to the preliminary design. The preliminary<br />

design included the assessment of various enabling RF<br />

and fibre optic technologies.<br />

The RF design scenarios included AM modulation in the 18<br />

GHz band, FM modulation in the 23GHz band and digital<br />

transmission using spread spectrum technology. Liaison<br />

with Industry Canada allowed the early determination<br />

of which RF solutions would be likely acceptable by the<br />

regulator. The preliminary design was concluded with cost<br />

estimates and recommendation of the preferred approach.<br />

The subsequent steps included complete detailed design<br />

and preparation of contract documents.<br />

Highway Traffic Management:<br />

Israel<br />

The Cross Israel Highway is a fully electronic<br />

toll road that incorporates the latest in<br />

electronic toll collection, traffic management<br />

and communications. The electronic toll<br />

collection is based on both tag technology as<br />

well as video accounts.<br />

The traffic management system is unique in that the traffic<br />

will be monitored through the transponders that are used<br />

for tolling purposes. It is a comprehensive system providing<br />

for external interfaces to other control centres as well as<br />

management monitoring and control of the tunnel for both<br />

traffic management and life safety applications.<br />

GMR <strong>Group</strong> was awarded 4 concessions for the<br />

construction and operations of highway projects in India on<br />

a build-operate-transfer basis (BOT).<br />

GMR retained <strong>IBI</strong> <strong>Group</strong> as the engineering consultant<br />

and systems manager responsible for the overall system<br />

design, testing and deployment of Intelligent Transportation<br />

Systems (ITS). These systems included: Highway Traffic<br />

Management Systems (HTMS), Toll Management Systems<br />

(TMS) and the Communications Systems, required to link<br />

all of the network elements. <strong>IBI</strong> <strong>Group</strong> assisted GMR in the<br />

procurement and provided integration of the TMS, HTMS<br />

and Communications Systems.<br />

These projects involved a number of first-time deployments<br />

in the ITS market in India:<br />

• A non-proprietary, standards based, environmentally<br />

rugged, Gigabit Ethernet fibre optic backbone to<br />

support voice, video and data applications.<br />

• A VoIP, Session Initiation Protocol (SIP) based<br />

communications platform for Emergency Call Boxes (ECB’s).<br />

• An MPEG-4, field encoded, video transmission system<br />

for CCTV Cameras.<br />

The projects included deployment of two-way mobile radio<br />

systems for the entire route in support of operations and<br />

maintenance activities. They also involved digital recording<br />

for voice activities of the ECB system, mobile radio system<br />

and the intercom system.<br />

York Region Transit implemented a region-wide rapid<br />

transit system to address the extensive mobility needs of<br />

York Region. As part of the overall work plan, a “Quick<br />

Start” project branded as “VIVA”, was implemented,<br />

within a limited timeframe and budget, to demonstrate<br />

the benefits of deploying elements of a Bus Rapid Transit<br />

System (BRT).<br />

<strong>IBI</strong> <strong>Group</strong> was responsible for the implementation of all<br />

ITS elements under the Quick Start project, including the<br />

following subsystems:<br />

MBTA Silver Line Bus Rapid<br />

The MBTA Silver Line is an FTA New Starts Bus Rapid<br />

Transit (BRT) system that connects Boston’s southwestern<br />

neighborhoods to downtown Boston, Logan International<br />

Airport, and the rest of the MBTA rapid transit system.<br />

Phase III of this system developed a 1.7-mile underground<br />

tunnel through the historic downtown core between South<br />

Station and New England Medical Center, including three<br />

stations. This complex project incorporated the MBTA’s<br />

most sophisticated ITS and communications technologies<br />

for vehicle tracking and operations signaling, passenger<br />

information, fare collection, life safety systems, and security.<br />

Metrolinx CAD / AVL deployment<br />

Toronto, Ontario<br />

Metrolinx operates buses and trains as a regional transit<br />

service throughout the Greater Golden Horseshoe area<br />

of southern Ontario; an area serving over 7 million people<br />

over 10,000 square kilometers. <strong>IBI</strong> group worked with<br />

Metrolinx to complete a needs assessment and technology<br />

review, the result of which was a planned CAD/AVL system<br />

that also incorporating Automatic Vehicle Location, Mobile<br />

Data Terminals, Automatic Passenger Counters, Automatic<br />

Stop Announcements (audio and visual), and Traveler<br />

Information functionality.<br />

<strong>IBI</strong> <strong>Group</strong> is currently involved in the procurement,<br />

including the development of technical<br />

specifications and assistance with procurement<br />

and implementation management.<br />

Network simulation modeling was used to determine the<br />

operational benefits and life-cycle costs of physical alignment<br />

alternatives. The design of ITS components was based on<br />

an assessment of needs and a system architecture that was<br />

compliant with national ITS standards. The communications<br />

system utilized the most advanced technologies and an<br />

integrated, redundant fiber optic network to transmit voice,<br />

data, and video using IP standards.<br />

<strong>IBI</strong> <strong>Group</strong> has retained by YRT to prepare specifications<br />

and assist in the procurement of an on-board transit<br />

surveillance system using security cameras. The on-board<br />

security camera system will serve the multiple purposes<br />

of improving driver and passenger safety and security,<br />

providing legal evidence for legitimate and fraudulent<br />

claims, and assisting with the monitoring of contractor<br />

performance. To prepare for the deployment, <strong>IBI</strong> <strong>Group</strong><br />

assisted in determining the needs for the on-board<br />

surveillance system, provided guidance with respect to<br />

procurement approach/phasing, prepared the technical<br />

specifications based on the needs, and assisted in the<br />

procurement evaluation process. The project includes<br />

identifying and prioritizing the security needs for each of<br />

YRT’s three primary services: conventional fixed-route<br />

service, VIVA Bus Rapid Transit service, and paratransit<br />

demand-response service.<br />

(ITS) components design and implementation supervision<br />

of the project. The ITS systems including Automatic<br />

Fare Collection Systems (AFCS), CAD-AVL, Passenger<br />

Information Systems (PIS), Variable Message Signs (VMS),<br />

CCTV camera surveillance systems, Transit Signal Priority<br />

(TSP), Central Control Room design, Communications<br />

network are being designed by <strong>IBI</strong> <strong>Group</strong> for the project.<br />

<strong>IBI</strong> <strong>Group</strong> is also responsible for bid document preparation,<br />

bid evaluation and Vendor selection, contract award and<br />

then the Project Management Consultancy Services for the<br />

ITS implementation on the corridor. The project is one of<br />

its kind in India with funding assistance from World Bank<br />

under their Global Environment Fund- Sustainable Urban<br />

Transport Project (GEF-SUTP).<br />

<strong>IBI</strong> <strong>Group</strong> was the prime consultant for design of the 98<br />

B-Line Bus Rapid Transit service in Vancouver. Technology<br />

components of the 98 B-Line BRT include a CAD/AVL<br />

system, wireless data communications, transit signal priority,<br />

and stop-based passenger information signs that display<br />

“Next Bus Arrival Time” based on headways and schedules.<br />

<strong>IBI</strong> <strong>Group</strong> was also responsible for system evaluation,<br />

including the design for the collection and evaluation of<br />

“before” and “after” data, as well as developing guidelines<br />

for region-wide transit signal priority implementation.<br />

Brampton SmartBus and Farebox<br />

Procurement<br />

Brampton, Ontario<br />

<strong>IBI</strong> <strong>Group</strong> was retained by Brampton Transit, Hamilton<br />

Street Railway Company (HSR) and Burlington Transit, with<br />

a combined fleet of over 500 vehicles, to provide consulting<br />

services for the joint procurement and evaluation of a new<br />

fare collection system for their respective transit fleets. The<br />

goal was to conduct a single procurement process based<br />

on a common standard for all three municipalities, and with<br />

the view to integrate to the GTA Farecard System (“Presto”)<br />

presently being rolled out. Project tasks included:<br />

Market review, including interviews with various North<br />

American transit agencies where the major vendors have<br />

recently deployed farebox systems;<br />

Needs analysis, developed through user needs workshops<br />

with all stakeholder groups at each transit agency;<br />

Technical specifications for a full electronic fare collection<br />

system, including on-board, garage, vault and central<br />

equipment;<br />

Detailed evaluation framework and fairness commissioner<br />

services for the evaluation of vendor proposals.<br />

<strong>IBI</strong> <strong>Group</strong> developed a business case for SmartBus in<br />

Brampton as well as an implementation strategy for the<br />

project. An operational review to determine user needs<br />

was an important element. This was followed by technical<br />

specifications as part of a RFP package used for soliciting<br />

proposals from vendors.<br />

<strong>IBI</strong>’s contract was extended to support the agency in<br />

the evaluation of proposals and selection of a preferred<br />

vendor. <strong>IBI</strong> <strong>Group</strong> is now providing support services for<br />

the implementation of the ACS system, including review<br />

of vendor design and document submittals, support of<br />

internal agency management activities, and participation in<br />

all stages of testing.<br />

FEAS<strong>IBI</strong>LITY STUDY FOR THE BUENOS<br />

AIRES ITS ARCHITECTURE PROJECT<br />

This project has provided Organo de Control de las<br />

Concesiones de la Red de Accesos a la Ciudad de Buenos<br />

Aires (OCRABA) with standards requirements and a<br />

system architecture for the ITS systems on the highways<br />

and roads that fall under the control of OCRABA and the<br />

city of Buenos Aires.<br />

The objectives of this study are:<br />

• Review the existing legal framework and examine the<br />

institutional issues as they relate to the implementation<br />

of ITS deployment project;<br />

• Review the existing ITS systems and analyze their<br />

compatibility with established ITS standards;<br />

• Develop a system architecture and corresponding<br />

standards requirements for ITS communication and<br />

technologies;<br />

• Identify financial resources available for the ITS<br />

deployment project and develop a comprehensive<br />

financial plan for implementation of the project; and<br />

• Develop an implementation plan with respect to<br />

institutional, legal, financial, and technical requirements, for<br />

an integrated ITS program that will ensure interoperability<br />

of ITS systems throughout the Buenos Aires.<br />

<strong>IBI</strong> <strong>Group</strong> has assisted the Flint Mass Transportation<br />

Authority (MTA) with the agency’s first Intelligent<br />

Transportation System (ITS) project, a comprehensive<br />

program to plan, procure and install a full range of ITS<br />

technologies in their fixed-route and paratransit fleets<br />

(400 total vehicles). <strong>IBI</strong> <strong>Group</strong> guided the MTA through a<br />

Needs Analysis to identify priority opportunities for ITS<br />

including a comprehensive review of current operations<br />

and technology needs, a radio propagation analysis, staff<br />

workshops, and coordination efforts with local, state and<br />

federal stakeholders. <strong>IBI</strong> <strong>Group</strong> then developed an ITS<br />

and radio system plan to meet the MTA’s immediate and<br />

long-term needs. Based in part on the strength of this plan<br />

the MTA’s project evolved into a regional AVL platform for<br />

transit, public works and emergency fleets, and the MTA<br />

was able to secure addition federal funding. <strong>IBI</strong> <strong>Group</strong> has<br />

managed the procurement on behalf of the MTA. We are<br />

authoring technical specification and RFP documents,<br />

evaluating responses from vendors, assisting with contract<br />

award, and overseeing installation and acceptance testing.<br />

Security enhancements included coordination with<br />

regional Homeland Security efforts, silent alarms and<br />

digital cameras, in-vehicle threat detection, and collision<br />

avoidance technologies. For the MTA’s downtown terminal<br />

<strong>IBI</strong> <strong>Group</strong> developed an interior/exterior security plan as<br />

well as specifications for cameras, bus dispatch, access<br />

control, visual/audio passenger information, and Internet<br />

Hot Spot technologies.<br />

VEHICLE ACCESS MANAGEMENT<br />

SYSTEM (VAMS) Ediport Atlantic<br />

Halifax, Nova Scotia<br />

The Port of Halifax is experiencing increased container<br />

traffic and corresponding truck queuing delays. These<br />

delays result in significant economic losses and<br />

environmental impact. <strong>IBI</strong> <strong>Group</strong>, in partnership with the<br />

Halifax Port Authority, Transport Canada, Ediport, and<br />

Dalhousie University, has developed a system to monitor<br />

truck queue times and service times for the Fairview Cove<br />

and Halterm Container Terminals. The system is unique<br />

in that it uses the existing deployment of transponders for<br />

the MacPass toll system to identify trucks approaching the<br />

terminals and entering/exiting the terminal gates. The trip<br />

data collected is combined with other event data such as<br />

vessel arrivals and published to a website for use as a trip<br />

planning tool. Terminal operator subscribers are able to<br />

monitor their performance and track/report historical data.<br />

Trucking company subscribers are able to confirm their<br />

arrivals and departures and adjust schedules accordingly.<br />

The trip data is modeled and analyzed to provide<br />

recommendations to the terminal operators on means of<br />

optimizing intermodal operations. The system also has<br />

provisions for a future account-based scheduling system<br />

with access authentication, and could ultimately facilitate<br />

electronic credentialing.<br />

Regional ITS Architectures<br />

for the Commonwealth of<br />

Massachusetts<br />

Massachusetts, USA<br />

<strong>IBI</strong> <strong>Group</strong> led the development of four distinct, yet<br />

interconnected, Regional Intelligent Transportation<br />

Systems (ITS) Architectures for the Commonwealth<br />

of Massachusetts. The project was managed by<br />

the Executive Office of Transportation’s Office of<br />

Transportation Planning.<br />

The purpose of this project was twofold:<br />

1. To develop compatible Regional ITS Architectures for<br />

four regions within Massachusetts that are consistent<br />

with the National ITS Architecture and Standards<br />

(existing and anticipated); and<br />

2. To improve inter- and intra-agency coordination and<br />

cooperation needed to deliver ITS services through<br />

the Regional ITS Architectures. The Regional ITS<br />

Architectures, along with the processes employed<br />

to develop and maintain it, will assist state agencies,<br />

metropolitan planning organizations, municipal<br />

governments, and businesses in fully integrating<br />

intelligent transportation systems in the study region.<br />

The project scope included extensive stakeholder<br />

outreach and coordination; review and analysis of existing<br />

regional information; definition of regional transportation<br />

needs and objectives; development of draft Regional<br />

ITS Architectures; development of regional operational<br />

strategies, including draft interagency agreements; and<br />

development of regional implementation plans.<br />
