Page 10 - Idyllwild Town Crier, June 7, 2012 Hurkey Creek bridge project outlined By Marshall Smith Staff Reporter Caltrans plans to replace a 1930s-era bridge over Hurkey Creek in a project estimated to cost $2,237,000. The planned three-year project begins this month with overall project and environmental document approval, and concludes when construction is completed in July 2015. The affected area on Highway 74 is from mile marker 62.5 to 62.3 in Garner Valley, just north of Lake Hemet. A Wednesday, May 31, presentation at the Nature Center by Caltrans project personnel drew few area attendees. The public presentation had been designed to answer questions about the project from area residents most likely to be affected by bridge construction. The bridge, only 23 feet wide from side railing to railing, is too narrow for the present use by many larger and higher speed vehicles according to Shelli Lombardo, Caltrans District 8 public information officer. The replacement will nearly double bridge width to 43.5 feet. At the meeting project planners presented a timeline for the five phases of the project: project approval and environmental document, June 2012; begin design, July 2012; award project, May 2014; begin construction, July 2014; and end construction, July 2015. At the meeting the project was described as: “remove the existing Hurkey Creek Bridge; construct a two span, 43.5-foot wide, 50- foot long and 5-pile bridge; re-grade creek slopes nearest the bridge abutments for placing rocks for slope protection; construct four retaining walls at the bridge sides and install bridge approach railings; remove only trees within the new bridge path: and apply architectural treatments to minimize visual and cultural impacts.” Planners said that part of the project would include planting trees and vegetation appropriately once the bridge is constructed. Project Manager Daniel Ciacchella noted that though the bridge had not yet been designed, based on prior bridge replacement projects he estimated the Hurkey Creek Bridge would be constructed one lane at a time. Crumrine Editor On Tuesday, the Riverside County Board of Supervisors will review proposals to raise the compensation of the county’s elected officials, e.g., sheriff and district attorney, as well as senior career management who are not represented by any labor association. Supervisors’ salaries are not part of any of these proposals. Jay Orr, the county’s new executive officer, has submitted the proposed 2012- 13 budget to the board. A hearing is planned for June 11. The budget proposal assumes more than 200 employees will be laid off in order to balance the budget. Meanwhile, the district attorney and sheriff would receive 12.5 percent raises next year and cumulative 30.6 percent over the fouryear period. The other three elected officials, assessor, auditor, and tax collector, would receive 10 percent and 27.7 percent raises for the same periods. Subordinate managers in these departments would receive raises between seven and 15 percent. The county’s Human Resources’ Director Barbara Olivier submitted the recommendation for the board’s approval. She offered two reasons for taking the action now. In the past several months, Riverside County completed renegotiating several labor contracts, including with the Riverside Sheriff Association and others. While the county has negotiated significant savings in pension costs, it has granted these employees pay raises. Consequently, employee salaries are approaching senior management levels. Secondly, Olivier surveyed the salary levels of five neighboring counties and found Riverside’s elected officials were 9 percent less than the median salary of similar officials in those counties. Kula (female dog) 1) First and foremost, we love unconditionally, are not concerned with color of skin, personal beliefs, or financial status. Our attention is not swayed by money (treats, maybe). We bring people together rather than drive them apart. 2) Water bowls and treats at every store. More pet friendly restaurants where I can share my meal with my family. A community monument in our honor since people actually come here to abandon animals, knowing Idy will find a home for them. 3) I come into contact and interact with hundreds of Idy visitors each week in my store. The campaign funds will go to a great and worthy cause, and I firmly believe that every dog and cat on this planet is more honest, upbeat and loving than any human politician. 2) More water bowls at every location! No tethering animals for more than 15 minutes. Shop owners should distribute “I love Idyllwild” dog bandannas to visiting pets. Create and promote some pet events that out-of-towners can participate in. Poop disposal bags and trash containers around town. 3) I will take this position seriously and try to actually do something for Idyllwild during my one-year position. My goal is to meet 100% of the people in Idy and its surrounding areas. Should I be elected, I will declare all candidates as Deputy Mayor. Our barks or meows are a lot better than our bites! 2) Include ALL pets in more events to raise money. 3) A purr fect cat-like me ow can be paw sitive and leap up to represent the community. I have great refur ances! Roxi du Dog (female dog) 1) We improve everyone’s quality of life by our unconditional love. We practice loyalty and honesty without question. My political view, whether barking or whining, will never be a lie! 2) Handouts to help educate the public about adopting rescue dogs like me and a donation box for food, toys, beds for less fortunate dogs. Create more watering holes for us along the town streets. 3) I was once abandoned in the big city and as a rescue, adopted dog living the good life in these mountains, I can show the joy and happiness of my life in the Idyllwild mountain area. 1) Dogs have a lot more power than we think! 2) Educate pet owners to be responsible to their pets. Train them to groom them and spoil them with lots of love. 3) I’m now the mayor of Pine Cove. I’m very outgoing and the ladies just love me. I’m out in the communities several days a week. In 2007, I won the Town Crier’s cutest dog contest, in 2009 Cutest Dog at a Luau, and in 2010 the Most Traveled dog. The list goes on. 1) Dogs are honest and hold no grudges. They love unconditionally with regard to race, gender, sexual orientation and political or religious affiliation. Dogs want to please all. 2) I would like to see water bowls at every business. During the July 4th parade, how about treats for our four-footed friends, not just candies for the kids More outdoor dining. 3) I will be a loyal and loving mayor and make no judgements. I have no enemies or anything to hide. I aim to please and play no games, except maybe a game of fetch! Tots (male dog) 1) Dogs are totally accepting of everyone. 2) A place to park your dog and a fresh bowl of water at every business. 3) Get the hots for Tots as mayor! Tots is independent, energetic and a distinguished man-abouttown. You can tell him anything — he’s deaf! At twelve, he’s too old to be fooling around. Ruby (female dog) 1) Most people in this town love dogs and cats. When was the last time you heard of someone who loved their elected politicians Having a canine (or feline) mayor is a much better idea! 2) You know all those great fundraising breakfasts and dinners this community puts on I think we should have an annual fundraising dinner for dogs with all proceeds going to ARF. 3) I would bring a youthful perspective and unbounded energy to my position. I am not afraid to speak my mind! Winston (male dog) 1) We are GREEN! We live simply. Our paw print on this earth is a fraction of a human’s. 2) Treat and water stations appropriately placed in town and on trails. Community dog pool. More education and training for our humans on dog care, nutrition and commands. 3) I don’t drool. I captivate an audience simply by entering the room. I have experienced working the town (humans placed $ in my donation jacket just to hug me!) I have a calm energy.
