appo<strong>in</strong>ted <strong>in</strong> 2004 aga<strong>in</strong>st the actual number<br />

of employees of 719, thus mak<strong>in</strong>g an excess<br />

appo<strong>in</strong>tment of 1421. In 2010, the Special<br />

Investigat<strong>in</strong>g Team (SIT) detected a huge<br />

number of bogus appo<strong>in</strong>tments <strong>in</strong> this<br />

department. Altogether 2125 pers<strong>on</strong>s were<br />

given fake teacher appo<strong>in</strong>tments <strong>in</strong> various<br />

primary <str<strong>on</strong>g>and</str<strong>on</strong>g> middle schools of the state. In<br />

the department of police, two junior officers<br />

were given "out-of-turn" promoti<strong>on</strong> by the<br />

PHQ <strong>in</strong> 2007 without follow<strong>in</strong>g the guidel<strong>in</strong>es<br />

of an earlier office memor<str<strong>on</strong>g>and</str<strong>on</strong>g>um. In 2009,<br />

<strong>on</strong>e pers<strong>on</strong> was given out-of-turn promoti<strong>on</strong><br />

to the post of Super<strong>in</strong>tendent of Police<br />

overtak<strong>in</strong>g many of his seniors.<br />

C) Extorti<strong>on</strong> at the check gates:<br />

In Nagal<str<strong>on</strong>g>and</str<strong>on</strong>g>, the hunger for side <strong>in</strong>come<br />

(corrupt m<strong>on</strong>ey) is so deep rooted that<br />

departments that are not authorized to<br />

collect taxes at the check gate <strong>in</strong>dulge <strong>in</strong> this<br />

activity. Municipal <str<strong>on</strong>g>and</str<strong>on</strong>g> town councils that are<br />

supposed to run their offices <strong>in</strong> their<br />

respective jurisdicti<strong>on</strong> <str<strong>on</strong>g>and</str<strong>on</strong>g> not at the check<br />

gates were also found to be actively<br />

participat<strong>in</strong>g <strong>in</strong> this area. Even the<br />

undergrounds that take a yearly tax from all<br />

commercial vehicles <strong>in</strong> the state <str<strong>on</strong>g>and</str<strong>on</strong>g> should<br />

not be tax<strong>in</strong>g those vehicles everyday were<br />

tak<strong>in</strong>g extra tax. Moreover, a n<strong>on</strong>governmental<br />

organizati<strong>on</strong> like the Naga<br />

Council which should be spearhead<strong>in</strong>g the<br />

drive aga<strong>in</strong>st any illegal collecti<strong>on</strong> was<br />

<strong>in</strong>volved <strong>in</strong> this k<strong>in</strong>d of activity. The security<br />

forces of the state who were be<strong>in</strong>g paid to<br />

safeguard the people <str<strong>on</strong>g>and</str<strong>on</strong>g> not to collect<br />

taxes have been found collect<strong>in</strong>g m<strong>on</strong>ey at<br />

various police check gates. Indeed, the<br />

unarmed branch (UB) police c<strong>on</strong>stables<br />

bribe their seniors to get posted at the check<br />

gates.<br />

The f<strong>in</strong>d<strong>in</strong>gs reveal that dur<strong>in</strong>g 2008, a truck<br />

go<strong>in</strong>g from Dimapur to Kohima had to pay a<br />

total of Rs. 10350 to various departments<br />

<str<strong>on</strong>g>and</str<strong>on</strong>g> organizati<strong>on</strong>s, Rs. 550 to the police<br />

mann<strong>in</strong>g the various check gates, Rs3000 to<br />

the veter<strong>in</strong>ary department, Rs.300 to<br />

Dimapur Municipal Council, Rs. 5000 to the<br />

Dimapur-based undergrounds <str<strong>on</strong>g>and</str<strong>on</strong>g> Rs. 500<br />

to Chumukidema Town Council <str<strong>on</strong>g>and</str<strong>on</strong>g> under<br />

grounds, Rs. 1000 to Naga council <str<strong>on</strong>g>and</str<strong>on</strong>g> Rs.<br />

2100 to reach Dimapur dur<strong>in</strong>g the same<br />

period, Rs. 1900 to the police mann<strong>in</strong>g the<br />

various check gates <str<strong>on</strong>g>and</str<strong>on</strong>g> traffic po<strong>in</strong>ts <str<strong>on</strong>g>and</str<strong>on</strong>g><br />

Rs. 200 to the excise department. In<br />

September 2010, three policemen were<br />

caught by the public extort<strong>in</strong>g m<strong>on</strong>ey from<br />

truckers 9 . The f<strong>in</strong>d<strong>in</strong>gs of Law students VIth<br />

semester 2010 show that the collecti<strong>on</strong> by<br />

various n<strong>on</strong>-governmental organizati<strong>on</strong>s still<br />

c<strong>on</strong>t<strong>in</strong>ues at various check gates of Nati<strong>on</strong>al<br />

Highway No. 39 10 .<br />

D) Corrupt activities of the public:<br />

It is sad to observe that the majority of Naga<br />

people have been <strong>in</strong>fected by the easy<br />

m<strong>on</strong>ey virus <str<strong>on</strong>g>and</str<strong>on</strong>g> wealth has become a<br />

religi<strong>on</strong> for many. In their aspirati<strong>on</strong> to<br />

become overnight milli<strong>on</strong>aires many people<br />

enter <strong>in</strong>to an improper bus<strong>in</strong>ess. Corrupt<br />

activities practised by the public can be <strong>in</strong><br />

the form of n<strong>on</strong>-payment of bills, cheat<strong>in</strong>g,<br />

fake currency bus<strong>in</strong>ess, fake certificate<br />

bus<strong>in</strong>ess <str<strong>on</strong>g>and</str<strong>on</strong>g> other illegal bus<strong>in</strong>ess.<br />

Moreover, NGOs which were not supposed<br />

to impose any tax started tax<strong>in</strong>g<br />

bus<strong>in</strong>essmen <str<strong>on</strong>g>and</str<strong>on</strong>g> the public. For example <strong>in</strong><br />

2010, Naga council which is an NGO started<br />

the Naga commissi<strong>on</strong> tax from sell<strong>in</strong>g<br />

vegetable to timber.<br />

Apart from illegal taxati<strong>on</strong> by NGOs, the<br />

f<strong>in</strong>d<strong>in</strong>gs reveal that <strong>in</strong> 2007, the people owe<br />

BSNL over Rs 365 crores for l<str<strong>on</strong>g>and</str<strong>on</strong>g>l<strong>in</strong>e ph<strong>on</strong>e<br />

bills <str<strong>on</strong>g>and</str<strong>on</strong>g> another Rs 142 crores for postpaid<br />

mobile ph<strong>on</strong>es. In 2004, two people were<br />

arrested for collect<strong>in</strong>g several lakhs of<br />

rupees from the Ja<strong>in</strong> community <str<strong>on</strong>g>and</str<strong>on</strong>g> various<br />

<strong>in</strong>dividuals <strong>on</strong> the pretext of deposit<strong>in</strong>g the<br />

m<strong>on</strong>ey <strong>in</strong> various postal schemes <str<strong>on</strong>g>and</str<strong>on</strong>g> fixed<br />

depos<str<strong>on</strong>g>its</str<strong>on</strong>g>, by show<strong>in</strong>g forged government<br />

documents, seals <str<strong>on</strong>g>and</str<strong>on</strong>g> pass books.<br />

However, they fraudulently withdrew Rs. 25<br />

lakhs from the post office without the<br />

knowledge of their clients. In 2006, <strong>on</strong>e<br />

pers<strong>on</strong> was arrested for fraudulent collecti<strong>on</strong><br />

of m<strong>on</strong>ey amount<strong>in</strong>g to more than Rs. 17,<br />

00,157 from the public <strong>in</strong> the form of<br />

process<strong>in</strong>g fees <str<strong>on</strong>g>and</str<strong>on</strong>g> an <strong>in</strong>itial deposit for<br />

advanc<strong>in</strong>g a loan by the Nati<strong>on</strong>al F<strong>in</strong>ance<br />

Company, Dimapur. In 2004, two people<br />

were caught sell<strong>in</strong>g fake questi<strong>on</strong> papers of<br />

class VIII <str<strong>on</strong>g>and</str<strong>on</strong>g> IX board exam<strong>in</strong>ati<strong>on</strong>s for Rs.<br />

100 per copy to students <strong>in</strong> Dimapur. In<br />

2005, seven people were arrested <strong>in</strong><br />

c<strong>on</strong>necti<strong>on</strong> with the fake Nagal<str<strong>on</strong>g>and</str<strong>on</strong>g> Board of<br />
