is rife from top to bottom <str<strong>on</strong>g>and</str<strong>on</strong>g> vice versa.<br />

Effect <strong>on</strong> Development:<br />

The effect of corrupti<strong>on</strong> <strong>on</strong> <strong>development</strong> is<br />

always negative because it makes some<strong>on</strong>e<br />

better off while mak<strong>in</strong>g others worse off. The<br />

effects are summarized below.<br />

Trade off between corrupti<strong>on</strong> <str<strong>on</strong>g>and</str<strong>on</strong>g><br />

<strong>development</strong>:<br />

The higher the rate of corrupti<strong>on</strong>, the lower<br />

will be the rate of funds available for<br />

<strong>development</strong> lead<strong>in</strong>g to less <strong>development</strong>.<br />

The low availability of <strong>development</strong>al funds<br />

will adversely affect the l<strong>on</strong>gevity of the<br />

assets created <str<strong>on</strong>g>and</str<strong>on</strong>g> the master plan of a<br />

project. But as the rate of corrupti<strong>on</strong><br />

decl<strong>in</strong>es <strong>in</strong> society, more <strong>development</strong>al<br />

funds will be available for the <strong>development</strong><br />

of physical <str<strong>on</strong>g>and</str<strong>on</strong>g> social <strong>in</strong>frastructure <str<strong>on</strong>g>and</str<strong>on</strong>g> the<br />

desired end will be met. Thus, there is a<br />

trade off between corrupti<strong>on</strong> <str<strong>on</strong>g>and</str<strong>on</strong>g><br />

<strong>development</strong>.<br />

C<strong>on</strong>centrati<strong>on</strong> of wealth: <str<strong>on</strong>g>Corrupti<strong>on</strong></str<strong>on</strong>g> breeds<br />

m<strong>on</strong>opoly <str<strong>on</strong>g>and</str<strong>on</strong>g> c<strong>on</strong>centrati<strong>on</strong> of wealth <strong>in</strong> the<br />

h<str<strong>on</strong>g>and</str<strong>on</strong>g>s of a few people, widen<strong>in</strong>g the gap<br />

between rich <str<strong>on</strong>g>and</str<strong>on</strong>g> poor. In other words,<br />

corrupti<strong>on</strong> causes <strong>in</strong>equality <strong>in</strong> the<br />

distributi<strong>on</strong> of wealth <str<strong>on</strong>g>and</str<strong>on</strong>g> <strong>in</strong>come.<br />

Inefficient manpower: It is an open secret<br />

that <strong>in</strong> any open exam<strong>in</strong>ati<strong>on</strong> a post or two is<br />

always reserved for the politician <str<strong>on</strong>g>and</str<strong>on</strong>g> if not,<br />

the politician forcefully grabs it, followed by<br />

the bureaucrats who take their share, the big<br />

shots of the state who are ready to pay<br />

bribes for their s<strong>on</strong>s <str<strong>on</strong>g>and</str<strong>on</strong>g> daughters <str<strong>on</strong>g>and</str<strong>on</strong>g> the<br />

rema<strong>in</strong><strong>in</strong>g is left open to all. This type of<br />

selecti<strong>on</strong> of c<str<strong>on</strong>g>and</str<strong>on</strong>g>idates based <strong>on</strong> nepotism<br />

<str<strong>on</strong>g>and</str<strong>on</strong>g> m<strong>on</strong>ey leaves out efficient <str<strong>on</strong>g>and</str<strong>on</strong>g> skilled<br />

c<str<strong>on</strong>g>and</str<strong>on</strong>g>idates. Thus, the supply of <strong>in</strong>efficient<br />

<str<strong>on</strong>g>and</str<strong>on</strong>g> unskilled employee at work breeds<br />

<strong>in</strong>efficiency <strong>in</strong> the system of work <str<strong>on</strong>g>and</str<strong>on</strong>g><br />

governance.<br />

<str<strong>on</strong>g>Corrupti<strong>on</strong></str<strong>on</strong>g> <str<strong>on</strong>g>its</str<strong>on</strong>g>elf is a cause of corrupti<strong>on</strong>: For<br />

<strong>in</strong>stance, a pers<strong>on</strong> gett<strong>in</strong>g employed <strong>in</strong><br />

government offices through improper means<br />

such as bribery will always try to make up<br />

the m<strong>on</strong>ey he/she has spent for gett<strong>in</strong>g the<br />

job. Thus, <strong>in</strong> the process of fill<strong>in</strong>g his/her<br />

bank account, he/she will care less about<br />

the welfare of others <str<strong>on</strong>g>and</str<strong>on</strong>g> will <strong>in</strong>dulge <strong>in</strong><br />

corrupti<strong>on</strong>.<br />

Effect <strong>on</strong> prices: Lastly, the corrupt activities<br />

of public <str<strong>on</strong>g>and</str<strong>on</strong>g> government servants engaged<br />

<strong>in</strong> collect<strong>in</strong>g unauthorized taxes at the gates<br />

<str<strong>on</strong>g>and</str<strong>on</strong>g> <strong>in</strong> the shops causes hyper <strong>in</strong>flati<strong>on</strong> <strong>in</strong><br />

the state. The simple reas<strong>on</strong> is that all<br />

bus<strong>in</strong>essmen’s ma<strong>in</strong> objective is profit but<br />

when they are taxed, the burden is always<br />

shifted to the c<strong>on</strong>sumers by <strong>in</strong>flat<strong>in</strong>g prices.<br />

C<strong>on</strong>clusi<strong>on</strong> <str<strong>on</strong>g>and</str<strong>on</strong>g> Suggesti<strong>on</strong>s:<br />

It is dishearten<strong>in</strong>g to see that corrupti<strong>on</strong> has<br />

become a way of life for Naga people <str<strong>on</strong>g>and</str<strong>on</strong>g><br />

corrupt activities are still rampant. The<br />

adverse effect <strong>on</strong> <strong>development</strong> is shown by<br />

the improper c<strong>on</strong>structi<strong>on</strong> of <strong>in</strong>frastructure<br />

<str<strong>on</strong>g>and</str<strong>on</strong>g> improper implementati<strong>on</strong> of any<br />

projects. Unless corrupti<strong>on</strong> is curtailed by<br />

anti-corrupti<strong>on</strong> laws, the <strong>development</strong> <strong>in</strong> the<br />

state will go from bad to worse. Here are<br />

some suggesti<strong>on</strong>s for the government <str<strong>on</strong>g>and</str<strong>on</strong>g><br />

people to take up to tackle the menace of<br />

corrupti<strong>on</strong> <strong>in</strong> the state.<br />

• Proper educati<strong>on</strong> about the<br />

c<strong>on</strong>sequences <str<strong>on</strong>g>and</str<strong>on</strong>g> the effects of<br />

corrupti<strong>on</strong> should be imparted to the<br />

people. Once people realize the<br />

adverse effect of corrupti<strong>on</strong> <strong>on</strong><br />

public goods, this should act as a<br />

restra<strong>in</strong><strong>in</strong>g factor.<br />

• Unnecessary collecti<strong>on</strong> by<br />

organizati<strong>on</strong>s should be totally<br />

banned.<br />

• Taxati<strong>on</strong> at various police check<br />

gates should also be banned.<br />

• A pers<strong>on</strong> caught <strong>in</strong> misutilisati<strong>on</strong> of<br />

government funds should be made<br />

to recover the amount <strong>in</strong> additi<strong>on</strong> to<br />

the exist<strong>in</strong>g system of suspensi<strong>on</strong><br />

<str<strong>on</strong>g>and</str<strong>on</strong>g> sentenced to pris<strong>on</strong>.<br />

• A maximum ceil<strong>in</strong>g for d<strong>on</strong>ati<strong>on</strong>s by<br />

any government servant who<br />

attends any social functi<strong>on</strong> as the<br />

chief guest should be fixed by the<br />

government.<br />

• Regard<strong>in</strong>g the movement of files <strong>in</strong><br />

offices, the government should<br />

amend the law <strong>in</strong> such a way that no<br />

files can be kept pend<strong>in</strong>g at <strong>on</strong>e<br />

table for more than 48 hours or a<br />
