CORRUPTION AND ITS IMPACT ON DEVELOPMENT:<br />

A Case Study of Nagal<str<strong>on</strong>g>and</str<strong>on</strong>g><br />

Abstract<br />

<str<strong>on</strong>g>Corrupti<strong>on</strong></str<strong>on</strong>g>, which is def<strong>in</strong>ed as the abuse of<br />

public power for pers<strong>on</strong>al ends, has become<br />

a way of life for the Naga society. This<br />

paper attempts to highlight the causes,<br />

types <str<strong>on</strong>g>and</str<strong>on</strong>g> trends of corrupti<strong>on</strong> <str<strong>on</strong>g>and</str<strong>on</strong>g> <str<strong>on</strong>g>its</str<strong>on</strong>g> <str<strong>on</strong>g>impact</str<strong>on</strong>g><br />

<strong>on</strong> <strong>development</strong> <strong>in</strong> the state. The causes are<br />

multi-faceted, but the most important was<br />

found to be the attitude of the people. The<br />

result of the analysis also revealed that misutilizati<strong>on</strong><br />

or misappropriati<strong>on</strong> of government<br />

funds, bribery <str<strong>on</strong>g>and</str<strong>on</strong>g> nepotism, abuse of power<br />

<str<strong>on</strong>g>and</str<strong>on</strong>g> corrupt activities of the public <strong>in</strong> the<br />

state was very high <str<strong>on</strong>g>and</str<strong>on</strong>g> c<strong>on</strong>t<strong>in</strong>ues unabated.<br />

<str<strong>on</strong>g>Corrupti<strong>on</strong></str<strong>on</strong>g> was also found to be curtail<strong>in</strong>g<br />

the <strong>development</strong>al fund from the actual<br />

amount sancti<strong>on</strong>ed, <strong>in</strong>creas<strong>in</strong>g <strong>in</strong>equality <strong>in</strong><br />

society <str<strong>on</strong>g>and</str<strong>on</strong>g> employ<strong>in</strong>g unskilled <str<strong>on</strong>g>and</str<strong>on</strong>g><br />

<strong>in</strong>efficient manpower. The paper c<strong>on</strong>cludes<br />

with suggesti<strong>on</strong>s to counter ris<strong>in</strong>g corrupti<strong>on</strong><br />

<strong>in</strong> Naga society.<br />

Introducti<strong>on</strong>:<br />

<str<strong>on</strong>g>Corrupti<strong>on</strong></str<strong>on</strong>g> is a human creati<strong>on</strong> affect<strong>in</strong>g the<br />

smooth process of countries’ ec<strong>on</strong>omic<br />

<strong>development</strong>, especially develop<strong>in</strong>g <strong>on</strong>es. It<br />

is <strong>in</strong>creas<strong>in</strong>gly c<strong>on</strong>sidered as <strong>on</strong>e of the<br />

most important obstacles to <strong>development</strong> 1 .<br />

But how did corrupti<strong>on</strong> come <strong>in</strong>to existence<br />

<strong>in</strong> <str<strong>on</strong>g>its</str<strong>on</strong>g> current form It began because<br />

“human wants are unlimited” as stated by<br />

Rob<strong>in</strong>s<strong>on</strong>. The unlimited wants of human<br />

be<strong>in</strong>gs with limited means to meet their<br />

ends, makes them use unfair means to<br />

achieve their goals. This is called corrupti<strong>on</strong>.<br />

In most literature, corrupti<strong>on</strong> has been<br />

def<strong>in</strong>ed as "the abuse of public power for<br />

pers<strong>on</strong>al ends" 2 . This def<strong>in</strong>iti<strong>on</strong> has been<br />

widened recently, as attenti<strong>on</strong> has turned to<br />

corrupti<strong>on</strong> with<strong>in</strong> the private sector, to cover<br />

"giv<strong>in</strong>g or receiv<strong>in</strong>g undue advantage <strong>in</strong> the<br />

course of bus<strong>in</strong>ess activities lead<strong>in</strong>g to acts<br />

<strong>in</strong> breach of a pers<strong>on</strong>'s duties " 3 . <str<strong>on</strong>g>Corrupti<strong>on</strong></str<strong>on</strong>g><br />

is also def<strong>in</strong>ed as an act d<strong>on</strong>e with the <strong>in</strong>tent<br />

to give some advantage <strong>in</strong>c<strong>on</strong>sistent with<br />

official duty <str<strong>on</strong>g>and</str<strong>on</strong>g> the rights of others 4 .<br />

Bribery, nepotism, extorti<strong>on</strong> <str<strong>on</strong>g>and</str<strong>on</strong>g><br />

embezzlement are comm<strong>on</strong> <strong>in</strong> Nagal<str<strong>on</strong>g>and</str<strong>on</strong>g>.<br />

This paper exam<strong>in</strong>es the causes, extent <str<strong>on</strong>g>and</str<strong>on</strong>g><br />

depth of corrupti<strong>on</strong> <str<strong>on</strong>g>and</str<strong>on</strong>g> suggests ways <str<strong>on</strong>g>and</str<strong>on</strong>g><br />

means to overcome this sickness of society.<br />

Methodology:<br />

Primary data was collected <strong>in</strong> a survey<br />

c<strong>on</strong>ducted <strong>on</strong> 100 Naga <strong>in</strong>telligentsia<br />

(teachers teach<strong>in</strong>g <strong>in</strong> higher educati<strong>on</strong>) <strong>in</strong><br />

four districts of the state <str<strong>on</strong>g>and</str<strong>on</strong>g> 14 middle men<br />

who act as agents <strong>in</strong> chas<strong>in</strong>g files <strong>in</strong> the<br />

office; they were <strong>in</strong>terviewed <strong>in</strong> 2009-2010.<br />

The data <strong>on</strong> misappropriati<strong>on</strong> of funds,<br />

illegal appo<strong>in</strong>tments, tax at check gates <str<strong>on</strong>g>and</str<strong>on</strong>g><br />

corrupt activities of the public were collected<br />

for the period 2003-2011 from newspapers,<br />

viz, 1) Eastern Mirror 2) Nagal<str<strong>on</strong>g>and</str<strong>on</strong>g> Post 3)<br />

Morung Express 4) Naga Realm <str<strong>on</strong>g>and</str<strong>on</strong>g> 5)<br />

Nagalim News, as a sec<strong>on</strong>dary source.<br />

Causes of corrupti<strong>on</strong>:<br />

The causes of corrupti<strong>on</strong> differ from <strong>on</strong>e<br />

ec<strong>on</strong>omy to the other. In many countries,<br />

corrupti<strong>on</strong> is caused by weak regulatory<br />

<strong>in</strong>stituti<strong>on</strong>s <str<strong>on</strong>g>and</str<strong>on</strong>g> enforcement practices 5 . It is<br />

also caused by government regulati<strong>on</strong> <str<strong>on</strong>g>and</str<strong>on</strong>g><br />

authorizati<strong>on</strong>, lack of transparency <str<strong>on</strong>g>and</str<strong>on</strong>g><br />

quality of the bureaucracy 6 ... The <strong>in</strong>equality<br />

<strong>in</strong> the distributi<strong>on</strong> of <strong>in</strong>come is another factor<br />

affect<strong>in</strong>g corrupti<strong>on</strong> 7 . These factors are<br />

summarized below.<br />

It is a universally accepted fact that human<br />

wants are unlimited but limited means <str<strong>on</strong>g>and</str<strong>on</strong>g><br />

the desire to meet their wants <strong>in</strong>duce a<br />

pers<strong>on</strong> to participate <strong>in</strong> corrupt activities.<br />

Complacent attitude: The <strong>in</strong>frastructural<br />

<strong>development</strong> (especially roads) <strong>in</strong> the state<br />

does not last even for a year because there<br />

is a nexus of politicians, bureaucrats,<br />

c<strong>on</strong>tractors <str<strong>on</strong>g>and</str<strong>on</strong>g> other governments officials.<br />

In many cases the <strong>development</strong> lasted <strong>on</strong>ly<br />

for a short period, mostly before the arrival<br />

of the m<strong>on</strong>so<strong>on</strong> because the funds meant<br />

for <strong>in</strong>frastructural <strong>development</strong> are<br />

distributed am<strong>on</strong>g them. However, people<br />

never raise their voices aga<strong>in</strong>st the work<br />

d<strong>on</strong>e for them. This complacent attitude of<br />

the people emboldens the pers<strong>on</strong> <strong>in</strong>-charge<br />

of the work to carry <strong>on</strong> his corrupt activities.<br />

D<strong>on</strong>ati<strong>on</strong> culture: People expect chief<br />

guests/speakers at any social, cultural or<br />

political functi<strong>on</strong> to d<strong>on</strong>ate m<strong>on</strong>ey <str<strong>on</strong>g>and</str<strong>on</strong>g> this<br />

causes corrupti<strong>on</strong>. The d<strong>on</strong>or of large sums<br />

is highly regarded by the people without any<br />

knowledge of the source of the funds. Yet it<br />

is clear that an officer who d<strong>on</strong>ates huge<br />

sums of m<strong>on</strong>ey, more than his salary, must<br />

have some side <strong>in</strong>come (corrupt m<strong>on</strong>ey).<br />

Expectati<strong>on</strong> for jobs: In Nagal<str<strong>on</strong>g>and</str<strong>on</strong>g>, educated<br />

youths are under pressure from their parents<br />

<str<strong>on</strong>g>and</str<strong>on</strong>g> relatives to secure government jobs 8 .<br />

94% resp<strong>on</strong>dents viewed a government job<br />

as the most preferred job <strong>in</strong> the state <str<strong>on</strong>g>and</str<strong>on</strong>g><br />

96% resp<strong>on</strong>dents preferred the department<br />

that provided an opportunity to earn side<br />

<strong>in</strong>come, other than teach<strong>in</strong>g jobs. The<br />

social status of those work<strong>in</strong>g <strong>in</strong> a<br />

department that earns extra cash is high <str<strong>on</strong>g>and</str<strong>on</strong>g><br />

acknowledged. This attitude of people<br />

valu<strong>in</strong>g those employees who earn extra<br />

m<strong>on</strong>ey causes corrupti<strong>on</strong> because it <strong>in</strong>spires<br />

people to be more corrupt.<br />

Electi<strong>on</strong> system: 90% of resp<strong>on</strong>dents are of<br />

the view that the system of electi<strong>on</strong> <strong>in</strong> the<br />

state is faulty because it is based <strong>on</strong> m<strong>on</strong>ey<br />

power, coup system, party l<strong>in</strong>e, clan l<strong>in</strong>e <str<strong>on</strong>g>and</str<strong>on</strong>g><br />

tribes <str<strong>on</strong>g>and</str<strong>on</strong>g> not based <strong>on</strong> the capacity <str<strong>on</strong>g>and</str<strong>on</strong>g><br />

knowledge of a pers<strong>on</strong>. This type of electi<strong>on</strong><br />

breeds nepotism <strong>in</strong>to the system of<br />

governance. A pers<strong>on</strong> who is elected<br />

through the use of m<strong>on</strong>ey will always try to<br />

cover up the expenses he/she made dur<strong>in</strong>g<br />

the electi<strong>on</strong> <str<strong>on</strong>g>and</str<strong>on</strong>g> will also try to reta<strong>in</strong> some<br />

extra m<strong>on</strong>ey for the next electi<strong>on</strong>. Thus, the<br />

<strong>development</strong>al m<strong>on</strong>ey <strong>in</strong> his/her department<br />

goes <strong>in</strong>to his/her pocket first <str<strong>on</strong>g>and</str<strong>on</strong>g><br />

<strong>development</strong> last. Moreover, a pers<strong>on</strong><br />

elected based <strong>on</strong> area, village <str<strong>on</strong>g>and</str<strong>on</strong>g> clans will<br />

automatically practise nepotism. It was often<br />

found that <strong>development</strong> funds were be<strong>in</strong>g<br />

diverted to less feasible areas to appease<br />

his/her voters.<br />

Existence of freedom fighters: There are<br />

many freedom fighters st<str<strong>on</strong>g>and</str<strong>on</strong>g><strong>in</strong>g for the good<br />

cause of the people. However, there are<br />

many black sheep am<strong>on</strong>g the freedom<br />

fighters <str<strong>on</strong>g>and</str<strong>on</strong>g> their <strong>in</strong>fluence <strong>on</strong> the electoral<br />

process, allocati<strong>on</strong> of c<strong>on</strong>tract work <str<strong>on</strong>g>and</str<strong>on</strong>g> jobs<br />

is very significant <strong>in</strong> the state. They select<br />

<strong>in</strong>efficient c<str<strong>on</strong>g>and</str<strong>on</strong>g>idates who often become<br />

their puppets <str<strong>on</strong>g>and</str<strong>on</strong>g> together they siph<strong>on</strong> off<br />

<strong>development</strong>al funds without do<strong>in</strong>g any<br />

work. This also leads to the appo<strong>in</strong>tment of<br />

<strong>in</strong>effective pers<strong>on</strong>s <strong>in</strong> particular departments<br />

through the backdoor. In many cases,<br />

freedom fighters become the scape-goat of<br />

corrupt officials <str<strong>on</strong>g>and</str<strong>on</strong>g> c<strong>on</strong>tractors. Moreover,<br />

some public, <strong>in</strong> the guise of freedom<br />

fighters, <strong>in</strong>dulge <strong>in</strong> corrupt activities like<br />

collect<strong>in</strong>g taxes <str<strong>on</strong>g>and</str<strong>on</strong>g> d<strong>on</strong>ati<strong>on</strong>s from the<br />

people <str<strong>on</strong>g>and</str<strong>on</strong>g> bus<strong>in</strong>essmen.<br />

Existence of many n<strong>on</strong>-governmental<br />

organizati<strong>on</strong>s (NGOs):- In Nagal<str<strong>on</strong>g>and</str<strong>on</strong>g> there<br />

are a thous<str<strong>on</strong>g>and</str<strong>on</strong>g> <str<strong>on</strong>g>and</str<strong>on</strong>g> <strong>on</strong>e NGOs from village<br />

to state level. They are well known for<br />

collect<strong>in</strong>g d<strong>on</strong>ati<strong>on</strong>s from members. This<br />

encourages corrupti<strong>on</strong> because a pers<strong>on</strong><br />

cannot d<strong>on</strong>ate generously unless they have<br />

some side <strong>in</strong>come (corrupt m<strong>on</strong>ey).<br />

Unpr<strong>in</strong>cipled n<strong>on</strong>-governmental organizati<strong>on</strong><br />

leaders: Another factor caus<strong>in</strong>g corrupti<strong>on</strong><br />

<strong>in</strong> the state is that the leaders of many<br />

NGOs who are fight<strong>in</strong>g aga<strong>in</strong>st <strong>in</strong>justice <strong>in</strong><br />

society become susceptible to m<strong>on</strong>ey.<br />

Frequently, organizati<strong>on</strong>s fight<strong>in</strong>g aga<strong>in</strong>st<br />

corrupti<strong>on</strong> keep their mouths shut before<br />

they cleans<strong>in</strong>g the system because their<br />

leaders are be<strong>in</strong>g bribed <str<strong>on</strong>g>and</str<strong>on</strong>g> hot issues<br />

usually die a natural death. The acts of<br />

these unpr<strong>in</strong>cipled leaders embolden corrupt<br />

people to carry <strong>on</strong> their corrupt activities<br />

because they have those <strong>on</strong>ce-feared<br />

leaders now under their c<strong>on</strong>trol.<br />

Lack of patience: Nagas believe that Rome<br />

was built <strong>in</strong> a day. They expect quick results<br />

because they have no patience. This results<br />

<strong>in</strong> brib<strong>in</strong>g the pers<strong>on</strong> <strong>in</strong>-charge of the files or<br />

work so that their files are moved faster or<br />

the work is d<strong>on</strong>e more quickly. This type of<br />

bribery has now become a work culture <strong>in</strong> all<br />

offices <str<strong>on</strong>g>and</str<strong>on</strong>g> noth<strong>in</strong>g moves <strong>in</strong> the office<br />

without bribe to the pers<strong>on</strong> <strong>in</strong>-charge. This<br />

attitude encourages corrupti<strong>on</strong>.<br />

Existence of “ism”: “Ism” <strong>in</strong> Naga society is<br />

so entrenched that people become bl<strong>in</strong>d to<br />

the difference between good <str<strong>on</strong>g>and</str<strong>on</strong>g> bad. When<br />

corrupt officials are caught <strong>in</strong> any corrupti<strong>on</strong><br />

sc<str<strong>on</strong>g>and</str<strong>on</strong>g>al, the community or clan to which<br />

he/she bel<strong>on</strong>g comes out openly <strong>in</strong> defense<br />

of that pers<strong>on</strong>. The practice of sanctify<strong>in</strong>g<br />

corrupt officials <strong>in</strong>stead of fight<strong>in</strong>g aga<strong>in</strong>st<br />

corrupti<strong>on</strong> simply because the officials<br />

bel<strong>on</strong>g to their community or clan also<br />

causes corrupti<strong>on</strong> <strong>in</strong> the state.<br />

Types <str<strong>on</strong>g>and</str<strong>on</strong>g> Trends of <str<strong>on</strong>g>Corrupti<strong>on</strong></str<strong>on</strong>g> <strong>in</strong> the<br />

State:<br />

A) Misappropriati<strong>on</strong> of funds:<br />

The loot<strong>in</strong>g of government coffers by<br />

politicians, bureaucrats <str<strong>on</strong>g>and</str<strong>on</strong>g> sometimes <strong>in</strong><br />

c<strong>on</strong>nivance with freedom fighters goes<br />

unabated. From 1998 to 2010, Rs. 442.56<br />

crores (approximately 56 milli<strong>on</strong> British<br />

pounds) was withdrawn from various<br />

government offices us<strong>in</strong>g fake documents.<br />

The greatest fraud took place <strong>in</strong> the Border<br />

Affairs department with Rs. 16<str<strong>on</strong>g>4.</str<strong>on</strong>g>74 crores<br />

dur<strong>in</strong>g 2005-10 followed by rural<br />

<strong>development</strong> which looted Rs. 141.91 crores<br />

from 2008 to 10. Educati<strong>on</strong>, Horticulture,<br />

Police, Commerce <str<strong>on</strong>g>and</str<strong>on</strong>g> Industries, PWD <str<strong>on</strong>g>and</str<strong>on</strong>g><br />

PHED followed up with Rs. 46.599 crores<br />

dur<strong>in</strong>g 2003-10, Rs. 23.04 crores dur<strong>in</strong>g<br />

2006-08, Rs.18.17 crores dur<strong>in</strong>g 2006-09,<br />

Rs. 1<str<strong>on</strong>g>4.</str<strong>on</strong>g>005 crores dur<strong>in</strong>g 2004-07, Rs. 12.98<br />

crores dur<strong>in</strong>g 1998-09 <str<strong>on</strong>g>and</str<strong>on</strong>g> Rs. 11.56 crores<br />

dur<strong>in</strong>g 2004-09 respectively. The least<br />

misappropriati<strong>on</strong> of funds was <strong>in</strong> the<br />

Electricity department with Rs. 2 lakhs <strong>in</strong><br />

2008 followed by Veter<strong>in</strong>ary with Rs. 49.5<br />

lakhs dur<strong>in</strong>g 2011, Agriculture with Rs. 2.61<br />

crores dur<strong>in</strong>g 2004-07 <str<strong>on</strong>g>and</str<strong>on</strong>g> the Treasury with<br />

Rs. 6.45 crores.<br />

With so much corrupti<strong>on</strong> <strong>in</strong> the state, the<br />

Mahatma G<str<strong>on</strong>g>and</str<strong>on</strong>g>hi Nati<strong>on</strong>al Rural<br />

Employment Guarantee Act (MNREGA)<br />

which was meant to employ rural people<br />

was not implemented accord<strong>in</strong>g to<br />

objectives laid down. In Nagal<str<strong>on</strong>g>and</str<strong>on</strong>g>, projects<br />

<strong>in</strong>itiated under MNREGA usually employ<br />

capital rather than labor to generate<br />

employment. A simple example is the<br />

creati<strong>on</strong> of an agricultural l<strong>in</strong>k road us<strong>in</strong>g<br />

mach<strong>in</strong>es rather than employ<strong>in</strong>g villagers.<br />

Moreover, the midday meal programme<br />

which was meant to be provided daily to<br />

school children was d<strong>on</strong>e <strong>on</strong>ce <strong>in</strong> a week or<br />

m<strong>on</strong>th <str<strong>on</strong>g>and</str<strong>on</strong>g> photos published <strong>in</strong> the<br />

newspapers.<br />

B) <str<strong>on</strong>g>Corrupti<strong>on</strong></str<strong>on</strong>g> <strong>in</strong> appo<strong>in</strong>tment <str<strong>on</strong>g>and</str<strong>on</strong>g> promoti<strong>on</strong>:<br />

From creati<strong>on</strong> of c<strong>on</strong>tract/adhoc system <strong>in</strong><br />

employment to out-of-turn promoti<strong>on</strong>, the<br />

state has been witness<strong>in</strong>g a series of<br />

sc<str<strong>on</strong>g>and</str<strong>on</strong>g>al after sc<str<strong>on</strong>g>and</str<strong>on</strong>g>al which is not always<br />

made public. There was nepotism,<br />

manipulati<strong>on</strong> <str<strong>on</strong>g>and</str<strong>on</strong>g> bribery <strong>in</strong> the Nagal<str<strong>on</strong>g>and</str<strong>on</strong>g><br />

Public Service Commissi<strong>on</strong> (NPSC)<br />

exam<strong>in</strong>ati<strong>on</strong> system which is the highest<br />

recruit<strong>in</strong>g body <strong>in</strong> the state, as well as <strong>in</strong><br />

various departmental exam<strong>in</strong>ati<strong>on</strong>s. In 2004,<br />

questi<strong>on</strong> papers of NPSC 2004 were typed<br />

by a clerk at Alder College, Kohima without<br />

sancti<strong>on</strong> from the Commissi<strong>on</strong>. On 14 th<br />

February 2005 a bribery attempt was made<br />

<strong>on</strong> the C<strong>on</strong>troller of Exam<strong>in</strong>ati<strong>on</strong>s (CoE)<br />

NPSC by a c<str<strong>on</strong>g>and</str<strong>on</strong>g>idate. In the same year, <strong>on</strong>e<br />

c<str<strong>on</strong>g>and</str<strong>on</strong>g>idate who was declared passed as<br />

extra assistant commissi<strong>on</strong>er (EAC)<br />

(Reservati<strong>on</strong>-Backward Tribe) was later<br />

denied a seat because of a compla<strong>in</strong>t from<br />

another c<str<strong>on</strong>g>and</str<strong>on</strong>g>idate. In the same year, an<br />

over aged c<str<strong>on</strong>g>and</str<strong>on</strong>g>idate was allowed to sit vivavoce.<br />

Dur<strong>in</strong>g the 2006 NPSC exam<strong>in</strong>ati<strong>on</strong>,<br />

a c<str<strong>on</strong>g>and</str<strong>on</strong>g>idate who was declared as deputy<br />

super<strong>in</strong>tendent of police (DSP) was adjusted<br />

to UDA. Moreover, the Comb<strong>in</strong>ed Technical<br />

Exam<strong>in</strong>ati<strong>on</strong> (CTE) 2007-08 for various<br />

posts <strong>in</strong> government departments c<strong>on</strong>ducted<br />

by the NPSC <strong>in</strong> 2008 was boycotted by<br />

c<str<strong>on</strong>g>and</str<strong>on</strong>g>idates for sudden changes <strong>in</strong> the<br />

pattern of exam<strong>in</strong>ati<strong>on</strong>. The NPSC <strong>in</strong> May<br />

2004, had selected seventy-<strong>on</strong>e c<str<strong>on</strong>g>and</str<strong>on</strong>g>idates<br />

for the posts of lecturers but the selecti<strong>on</strong> of<br />

twenty-four c<str<strong>on</strong>g>and</str<strong>on</strong>g>idates were later kept <strong>in</strong><br />

abeyance <str<strong>on</strong>g>and</str<strong>on</strong>g> cleared <strong>on</strong>ly <strong>in</strong> 2006.<br />

<str<strong>on</strong>g>Corrupti<strong>on</strong></str<strong>on</strong>g> <strong>in</strong> appo<strong>in</strong>tment <str<strong>on</strong>g>and</str<strong>on</strong>g> promoti<strong>on</strong><br />

happens not <strong>on</strong>ly <strong>in</strong> the highest recruit<strong>in</strong>g<br />

body of the state but <strong>in</strong> almost all<br />

departments. In 2006, the Public Work<br />

Department (PWD), Mechanical W<strong>in</strong>g<br />

appo<strong>in</strong>ted <str<strong>on</strong>g>and</str<strong>on</strong>g> regularized 263 employees<br />

aga<strong>in</strong>st the total vacancy of 63 <strong>in</strong> Grade-III &<br />

IV posts by flout<strong>in</strong>g exist<strong>in</strong>g rules <str<strong>on</strong>g>and</str<strong>on</strong>g><br />

norms. In 2007, 1181 illegal appo<strong>in</strong>tments<br />

were made from the State Health <str<strong>on</strong>g>and</str<strong>on</strong>g><br />

Family Welfare department without any<br />

advertisement. In the department of<br />

educati<strong>on</strong>, 2140 employees were illegally<br />

appo<strong>in</strong>ted <strong>in</strong> 2004 aga<strong>in</strong>st the actual number<br />

of employees of 719, thus mak<strong>in</strong>g an excess<br />

appo<strong>in</strong>tment of 1421. In 2010, the Special<br />

Investigat<strong>in</strong>g Team (SIT) detected a huge<br />

number of bogus appo<strong>in</strong>tments <strong>in</strong> this<br />

department. Altogether 2125 pers<strong>on</strong>s were<br />

given fake teacher appo<strong>in</strong>tments <strong>in</strong> various<br />

primary <str<strong>on</strong>g>and</str<strong>on</strong>g> middle schools of the state. In<br />

the department of police, two junior officers<br />

were given "out-of-turn" promoti<strong>on</strong> by the<br />

PHQ <strong>in</strong> 2007 without follow<strong>in</strong>g the guidel<strong>in</strong>es<br />

of an earlier office memor<str<strong>on</strong>g>and</str<strong>on</strong>g>um. In 2009,<br />

<strong>on</strong>e pers<strong>on</strong> was given out-of-turn promoti<strong>on</strong><br />

to the post of Super<strong>in</strong>tendent of Police<br />

overtak<strong>in</strong>g many of his seniors.<br />

C) Extorti<strong>on</strong> at the check gates:<br />

In Nagal<str<strong>on</strong>g>and</str<strong>on</strong>g>, the hunger for side <strong>in</strong>come<br />

(corrupt m<strong>on</strong>ey) is so deep rooted that<br />

departments that are not authorized to<br />

collect taxes at the check gate <strong>in</strong>dulge <strong>in</strong> this<br />

activity. Municipal <str<strong>on</strong>g>and</str<strong>on</strong>g> town councils that are<br />

supposed to run their offices <strong>in</strong> their<br />

respective jurisdicti<strong>on</strong> <str<strong>on</strong>g>and</str<strong>on</strong>g> not at the check<br />

gates were also found to be actively<br />

participat<strong>in</strong>g <strong>in</strong> this area. Even the<br />

undergrounds that take a yearly tax from all<br />

commercial vehicles <strong>in</strong> the state <str<strong>on</strong>g>and</str<strong>on</strong>g> should<br />

not be tax<strong>in</strong>g those vehicles everyday were<br />

tak<strong>in</strong>g extra tax. Moreover, a n<strong>on</strong>governmental<br />

organizati<strong>on</strong> like the Naga<br />

Council which should be spearhead<strong>in</strong>g the<br />

drive aga<strong>in</strong>st any illegal collecti<strong>on</strong> was<br />

<strong>in</strong>volved <strong>in</strong> this k<strong>in</strong>d of activity. The security<br />

forces of the state who were be<strong>in</strong>g paid to<br />

safeguard the people <str<strong>on</strong>g>and</str<strong>on</strong>g> not to collect<br />

taxes have been found collect<strong>in</strong>g m<strong>on</strong>ey at<br />

various police check gates. Indeed, the<br />

unarmed branch (UB) police c<strong>on</strong>stables<br />

bribe their seniors to get posted at the check<br />

gates.<br />

The f<strong>in</strong>d<strong>in</strong>gs reveal that dur<strong>in</strong>g 2008, a truck<br />

go<strong>in</strong>g from Dimapur to Kohima had to pay a<br />

total of Rs. 10350 to various departments<br />

<str<strong>on</strong>g>and</str<strong>on</strong>g> organizati<strong>on</strong>s, Rs. 550 to the police<br />

mann<strong>in</strong>g the various check gates, Rs3000 to<br />

the veter<strong>in</strong>ary department, Rs.300 to<br />

Dimapur Municipal Council, Rs. 5000 to the<br />

Dimapur-based undergrounds <str<strong>on</strong>g>and</str<strong>on</strong>g> Rs. 500<br />

to Chumukidema Town Council <str<strong>on</strong>g>and</str<strong>on</strong>g> under<br />

grounds, Rs. 1000 to Naga council <str<strong>on</strong>g>and</str<strong>on</strong>g> Rs.<br />

2100 to reach Dimapur dur<strong>in</strong>g the same<br />

period, Rs. 1900 to the police mann<strong>in</strong>g the<br />

various check gates <str<strong>on</strong>g>and</str<strong>on</strong>g> traffic po<strong>in</strong>ts <str<strong>on</strong>g>and</str<strong>on</strong>g><br />

Rs. 200 to the excise department. In<br />

September 2010, three policemen were<br />

caught by the public extort<strong>in</strong>g m<strong>on</strong>ey from<br />

truckers 9 . The f<strong>in</strong>d<strong>in</strong>gs of Law students VIth<br />

semester 2010 show that the collecti<strong>on</strong> by<br />

various n<strong>on</strong>-governmental organizati<strong>on</strong>s still<br />

c<strong>on</strong>t<strong>in</strong>ues at various check gates of Nati<strong>on</strong>al<br />

Highway No. 39 10 .<br />

D) Corrupt activities of the public:<br />

It is sad to observe that the majority of Naga<br />

people have been <strong>in</strong>fected by the easy<br />

m<strong>on</strong>ey virus <str<strong>on</strong>g>and</str<strong>on</strong>g> wealth has become a<br />

religi<strong>on</strong> for many. In their aspirati<strong>on</strong> to<br />

become overnight milli<strong>on</strong>aires many people<br />

enter <strong>in</strong>to an improper bus<strong>in</strong>ess. Corrupt<br />

activities practised by the public can be <strong>in</strong><br />

the form of n<strong>on</strong>-payment of bills, cheat<strong>in</strong>g,<br />

fake currency bus<strong>in</strong>ess, fake certificate<br />

bus<strong>in</strong>ess <str<strong>on</strong>g>and</str<strong>on</strong>g> other illegal bus<strong>in</strong>ess.<br />

Moreover, NGOs which were not supposed<br />

to impose any tax started tax<strong>in</strong>g<br />

bus<strong>in</strong>essmen <str<strong>on</strong>g>and</str<strong>on</strong>g> the public. For example <strong>in</strong><br />

2010, Naga council which is an NGO started<br />

the Naga commissi<strong>on</strong> tax from sell<strong>in</strong>g<br />

vegetable to timber.<br />

Apart from illegal taxati<strong>on</strong> by NGOs, the<br />

f<strong>in</strong>d<strong>in</strong>gs reveal that <strong>in</strong> 2007, the people owe<br />

BSNL over Rs 365 crores for l<str<strong>on</strong>g>and</str<strong>on</strong>g>l<strong>in</strong>e ph<strong>on</strong>e<br />

bills <str<strong>on</strong>g>and</str<strong>on</strong>g> another Rs 142 crores for postpaid<br />

mobile ph<strong>on</strong>es. In 2004, two people were<br />

arrested for collect<strong>in</strong>g several lakhs of<br />

rupees from the Ja<strong>in</strong> community <str<strong>on</strong>g>and</str<strong>on</strong>g> various<br />

<strong>in</strong>dividuals <strong>on</strong> the pretext of deposit<strong>in</strong>g the<br />

m<strong>on</strong>ey <strong>in</strong> various postal schemes <str<strong>on</strong>g>and</str<strong>on</strong>g> fixed<br />

depos<str<strong>on</strong>g>its</str<strong>on</strong>g>, by show<strong>in</strong>g forged government<br />

documents, seals <str<strong>on</strong>g>and</str<strong>on</strong>g> pass books.<br />

However, they fraudulently withdrew Rs. 25<br />

lakhs from the post office without the<br />

knowledge of their clients. In 2006, <strong>on</strong>e<br />

pers<strong>on</strong> was arrested for fraudulent collecti<strong>on</strong><br />

of m<strong>on</strong>ey amount<strong>in</strong>g to more than Rs. 17,<br />

00,157 from the public <strong>in</strong> the form of<br />

process<strong>in</strong>g fees <str<strong>on</strong>g>and</str<strong>on</strong>g> an <strong>in</strong>itial deposit for<br />

advanc<strong>in</strong>g a loan by the Nati<strong>on</strong>al F<strong>in</strong>ance<br />

Company, Dimapur. In 2004, two people<br />

were caught sell<strong>in</strong>g fake questi<strong>on</strong> papers of<br />

class VIII <str<strong>on</strong>g>and</str<strong>on</strong>g> IX board exam<strong>in</strong>ati<strong>on</strong>s for Rs.<br />

100 per copy to students <strong>in</strong> Dimapur. In<br />

2005, seven people were arrested <strong>in</strong><br />

c<strong>on</strong>necti<strong>on</strong> with the fake Nagal<str<strong>on</strong>g>and</str<strong>on</strong>g> Board of<br />

School Educati<strong>on</strong> (NBSE) certificate racket.<br />

In 2009, <strong>on</strong>e pers<strong>on</strong> was arrested for forg<strong>in</strong>g<br />

<str<strong>on</strong>g>and</str<strong>on</strong>g> sell<strong>in</strong>g fake certificates <str<strong>on</strong>g>and</str<strong>on</strong>g> documents<br />

of various government offices, police,<br />

schools, colleges, universities etc., of<br />

different states of the Northeast. Even<br />

government employees enter <strong>in</strong>to improper<br />

bus<strong>in</strong>esses <strong>in</strong> order to earn extra <strong>in</strong>come. In<br />

2006, 3 pers<strong>on</strong>s <strong>in</strong>clud<strong>in</strong>g a government<br />

servant were caught for traffick<strong>in</strong>g 500gms<br />

of hero<strong>in</strong> valued at around Rs. 50 lakhs <strong>in</strong><br />

the <strong>in</strong>ternati<strong>on</strong>al market. In 2007, 6 people<br />

were arrested for fake currency bus<strong>in</strong>ess.<br />

The negative populati<strong>on</strong> growth rate of -<br />

0.47% dur<strong>in</strong>g the decade 2001 to 2011 was<br />

another clear example of the corrupt<br />

activities of the people. The reas<strong>on</strong> is that<br />

there were no epidemic diseases <strong>in</strong> the state<br />

dur<strong>in</strong>g this period <str<strong>on</strong>g>and</str<strong>on</strong>g> the death rate was<br />

never high. Another corrupt practice of the<br />

public is the n<strong>on</strong>-repayment of loans. It has<br />

been found that people who are avail<strong>in</strong>g<br />

themselves of the Chief M<strong>in</strong>ister Corpus<br />

Fund (CMCF) usually take it as a subsidy<br />

<str<strong>on</strong>g>and</str<strong>on</strong>g> never repay the amount.<br />

E) Abuse of powers:<br />

Abuse of public office <str<strong>on</strong>g>and</str<strong>on</strong>g> power forms an<br />

important part of corrupti<strong>on</strong>. In Nagal<str<strong>on</strong>g>and</str<strong>on</strong>g><br />

most public leaders <str<strong>on</strong>g>and</str<strong>on</strong>g> bureaucrats abuse<br />

their office for pers<strong>on</strong>al profit. In 2006, two<br />

seats were allotted to c<str<strong>on</strong>g>and</str<strong>on</strong>g>idates to a<br />

medical college even though they did not<br />

pass the jo<strong>in</strong>t entrance exam. In 2010, the<br />

books that were actually meant for free<br />

distributi<strong>on</strong> for certa<strong>in</strong> districts were sold <strong>in</strong><br />

another state. There are many ways powers<br />

ae be<strong>in</strong>g abused. In Nagal<str<strong>on</strong>g>and</str<strong>on</strong>g>, most officers<br />

use government vehicles for dropp<strong>in</strong>g off<br />

<str<strong>on</strong>g>and</str<strong>on</strong>g> pick<strong>in</strong>g up their school children. Even<br />

officials’ vehicles are driven by unauthorized<br />

drivers as if they were private vehicles. Not<br />

<strong>on</strong>ly do they use them for school duties, but<br />

<strong>in</strong> some cases, the larger vehicles of their<br />

department are used for transport<strong>in</strong>g their<br />

private materials. In some departments, the<br />

officers not <strong>on</strong>ly use available materials for<br />

private work but also employ lower grade<br />

staff as their maids for their pers<strong>on</strong>al work.<br />

The grabb<strong>in</strong>g of government l<str<strong>on</strong>g>and</str<strong>on</strong>g> <str<strong>on</strong>g>and</str<strong>on</strong>g><br />

build<strong>in</strong>gs by bigwigs (politicians <str<strong>on</strong>g>and</str<strong>on</strong>g><br />

bureaucrats) without <strong>in</strong>vit<strong>in</strong>g any tender is<br />

yet another clear case of abuse of power. In<br />

many departments a certa<strong>in</strong> percentage of<br />

m<strong>on</strong>ey is deducted from the arrears of the<br />

<strong>in</strong>crease <strong>in</strong> half yearly dearness allowance<br />

(DA) by the officer <strong>in</strong>-charge. The creati<strong>on</strong> of<br />

a c<strong>on</strong>tract system <strong>in</strong> employment <strong>in</strong>stead of<br />

recruit<strong>in</strong>g people through open exams is yet<br />

another <strong>in</strong>stance of abuse of power by<br />

higher officials.<br />

F) Movement of files <strong>in</strong> Government offices:<br />

In Nagal<str<strong>on</strong>g>and</str<strong>on</strong>g>, it is well known that some files<br />

move slower than snails whereas others<br />

move faster than cheetahs. As per<br />

government rules, a pers<strong>on</strong> who retires<br />

should be given what is due to him without<br />

any hurdles s<strong>in</strong>ce that pers<strong>on</strong> has worked<br />

for the welfare of the people. But that is not<br />

the case <strong>in</strong> Nagal<str<strong>on</strong>g>and</str<strong>on</strong>g> <str<strong>on</strong>g>and</str<strong>on</strong>g> a pers<strong>on</strong> has to<br />

go after his own files. To come to a<br />

c<strong>on</strong>clusi<strong>on</strong> about the corrupti<strong>on</strong> <strong>in</strong> the<br />

movement of files <strong>in</strong> government offices, 14<br />

middlemen who deal <strong>in</strong> this area were<br />

<strong>in</strong>terviewed. From the <strong>in</strong>terview it was found<br />

that files are not moved for years unless<br />

some<strong>on</strong>e work<strong>in</strong>g there is bribed. Here is<br />

the modus-oper<str<strong>on</strong>g>and</str<strong>on</strong>g>i of how files move faster<br />

<strong>in</strong> the offices. The case is chas<strong>in</strong>g pensi<strong>on</strong><br />

files. When a pers<strong>on</strong> retires, he c<strong>on</strong>tacts the<br />

middleman <strong>in</strong> this field <str<strong>on</strong>g>and</str<strong>on</strong>g> h<str<strong>on</strong>g>and</str<strong>on</strong>g>s over his<br />

file with some m<strong>on</strong>ey or with a promise to<br />

give a certa<strong>in</strong> sum/percentage <strong>on</strong>ce the<br />

work is d<strong>on</strong>e. Then he takes the file number<br />

<str<strong>on</strong>g>and</str<strong>on</strong>g> goes to the office of the retired pers<strong>on</strong>.<br />

Firstly, he bribes the pe<strong>on</strong> <str<strong>on</strong>g>and</str<strong>on</strong>g> acquires from<br />

him all the necessary <strong>in</strong>formati<strong>on</strong> about the<br />

process of do<strong>in</strong>g it. Then he approaches the<br />

clerk who looks after the file <str<strong>on</strong>g>and</str<strong>on</strong>g> leaves the<br />

office with the clerk’s ph<strong>on</strong>e number after<br />

leav<strong>in</strong>g an envelope c<strong>on</strong>ta<strong>in</strong><strong>in</strong>g m<strong>on</strong>ey <str<strong>on</strong>g>and</str<strong>on</strong>g><br />

his file number <strong>on</strong> his table. Once the work<br />

is d<strong>on</strong>e, he is <strong>in</strong>formed by the clerk. Then<br />

the file moves up to the next level where he<br />

has to bribe the pers<strong>on</strong> <strong>in</strong> charge. F<strong>in</strong>ally,<br />

when the work is completed, it goes to the<br />

office of the Accountant General (AG) <str<strong>on</strong>g>and</str<strong>on</strong>g><br />

the pers<strong>on</strong> then follows the same technique.<br />

From AG, the file moves to the Treasury<br />

office where aga<strong>in</strong> the pers<strong>on</strong> follows the<br />

same technique <str<strong>on</strong>g>and</str<strong>on</strong>g> f<strong>in</strong>ally all the pensi<strong>on</strong><br />

benefit is allotted to the retired pers<strong>on</strong>. Thus,<br />

he has to part with 25% to 30% of his<br />

pensi<strong>on</strong> benefit as expenditure to the<br />

middlemen when he f<strong>in</strong>ally gets his work<br />

d<strong>on</strong>e. Thus corrupti<strong>on</strong> <strong>in</strong> government offices<br />

is rife from top to bottom <str<strong>on</strong>g>and</str<strong>on</strong>g> vice versa.<br />

Effect <strong>on</strong> Development:<br />

The effect of corrupti<strong>on</strong> <strong>on</strong> <strong>development</strong> is<br />

always negative because it makes some<strong>on</strong>e<br />

better off while mak<strong>in</strong>g others worse off. The<br />

effects are summarized below.<br />

Trade off between corrupti<strong>on</strong> <str<strong>on</strong>g>and</str<strong>on</strong>g><br />

<strong>development</strong>:<br />

The higher the rate of corrupti<strong>on</strong>, the lower<br />

will be the rate of funds available for<br />

<strong>development</strong> lead<strong>in</strong>g to less <strong>development</strong>.<br />

The low availability of <strong>development</strong>al funds<br />

will adversely affect the l<strong>on</strong>gevity of the<br />

assets created <str<strong>on</strong>g>and</str<strong>on</strong>g> the master plan of a<br />

project. But as the rate of corrupti<strong>on</strong><br />

decl<strong>in</strong>es <strong>in</strong> society, more <strong>development</strong>al<br />

funds will be available for the <strong>development</strong><br />

of physical <str<strong>on</strong>g>and</str<strong>on</strong>g> social <strong>in</strong>frastructure <str<strong>on</strong>g>and</str<strong>on</strong>g> the<br />

desired end will be met. Thus, there is a<br />

trade off between corrupti<strong>on</strong> <str<strong>on</strong>g>and</str<strong>on</strong>g><br />

<strong>development</strong>.<br />

C<strong>on</strong>centrati<strong>on</strong> of wealth: <str<strong>on</strong>g>Corrupti<strong>on</strong></str<strong>on</strong>g> breeds<br />

m<strong>on</strong>opoly <str<strong>on</strong>g>and</str<strong>on</strong>g> c<strong>on</strong>centrati<strong>on</strong> of wealth <strong>in</strong> the<br />

h<str<strong>on</strong>g>and</str<strong>on</strong>g>s of a few people, widen<strong>in</strong>g the gap<br />

between rich <str<strong>on</strong>g>and</str<strong>on</strong>g> poor. In other words,<br />

corrupti<strong>on</strong> causes <strong>in</strong>equality <strong>in</strong> the<br />

distributi<strong>on</strong> of wealth <str<strong>on</strong>g>and</str<strong>on</strong>g> <strong>in</strong>come.<br />

Inefficient manpower: It is an open secret<br />

that <strong>in</strong> any open exam<strong>in</strong>ati<strong>on</strong> a post or two is<br />

always reserved for the politician <str<strong>on</strong>g>and</str<strong>on</strong>g> if not,<br />

the politician forcefully grabs it, followed by<br />

the bureaucrats who take their share, the big<br />

shots of the state who are ready to pay<br />

bribes for their s<strong>on</strong>s <str<strong>on</strong>g>and</str<strong>on</strong>g> daughters <str<strong>on</strong>g>and</str<strong>on</strong>g> the<br />

rema<strong>in</strong><strong>in</strong>g is left open to all. This type of<br />

selecti<strong>on</strong> of c<str<strong>on</strong>g>and</str<strong>on</strong>g>idates based <strong>on</strong> nepotism<br />

<str<strong>on</strong>g>and</str<strong>on</strong>g> m<strong>on</strong>ey leaves out efficient <str<strong>on</strong>g>and</str<strong>on</strong>g> skilled<br />

c<str<strong>on</strong>g>and</str<strong>on</strong>g>idates. Thus, the supply of <strong>in</strong>efficient<br />

<str<strong>on</strong>g>and</str<strong>on</strong>g> unskilled employee at work breeds<br />

<strong>in</strong>efficiency <strong>in</strong> the system of work <str<strong>on</strong>g>and</str<strong>on</strong>g><br />

governance.<br />

<str<strong>on</strong>g>Corrupti<strong>on</strong></str<strong>on</strong>g> <str<strong>on</strong>g>its</str<strong>on</strong>g>elf is a cause of corrupti<strong>on</strong>: For<br />

<strong>in</strong>stance, a pers<strong>on</strong> gett<strong>in</strong>g employed <strong>in</strong><br />

government offices through improper means<br />

such as bribery will always try to make up<br />

the m<strong>on</strong>ey he/she has spent for gett<strong>in</strong>g the<br />

job. Thus, <strong>in</strong> the process of fill<strong>in</strong>g his/her<br />

bank account, he/she will care less about<br />

the welfare of others <str<strong>on</strong>g>and</str<strong>on</strong>g> will <strong>in</strong>dulge <strong>in</strong><br />

corrupti<strong>on</strong>.<br />

Effect <strong>on</strong> prices: Lastly, the corrupt activities<br />

of public <str<strong>on</strong>g>and</str<strong>on</strong>g> government servants engaged<br />

<strong>in</strong> collect<strong>in</strong>g unauthorized taxes at the gates<br />

<str<strong>on</strong>g>and</str<strong>on</strong>g> <strong>in</strong> the shops causes hyper <strong>in</strong>flati<strong>on</strong> <strong>in</strong><br />

the state. The simple reas<strong>on</strong> is that all<br />

bus<strong>in</strong>essmen’s ma<strong>in</strong> objective is profit but<br />

when they are taxed, the burden is always<br />

shifted to the c<strong>on</strong>sumers by <strong>in</strong>flat<strong>in</strong>g prices.<br />

C<strong>on</strong>clusi<strong>on</strong> <str<strong>on</strong>g>and</str<strong>on</strong>g> Suggesti<strong>on</strong>s:<br />

It is dishearten<strong>in</strong>g to see that corrupti<strong>on</strong> has<br />

become a way of life for Naga people <str<strong>on</strong>g>and</str<strong>on</strong>g><br />

corrupt activities are still rampant. The<br />

adverse effect <strong>on</strong> <strong>development</strong> is shown by<br />

the improper c<strong>on</strong>structi<strong>on</strong> of <strong>in</strong>frastructure<br />

<str<strong>on</strong>g>and</str<strong>on</strong>g> improper implementati<strong>on</strong> of any<br />

projects. Unless corrupti<strong>on</strong> is curtailed by<br />

anti-corrupti<strong>on</strong> laws, the <strong>development</strong> <strong>in</strong> the<br />

state will go from bad to worse. Here are<br />

some suggesti<strong>on</strong>s for the government <str<strong>on</strong>g>and</str<strong>on</strong>g><br />

people to take up to tackle the menace of<br />

corrupti<strong>on</strong> <strong>in</strong> the state.<br />

• Proper educati<strong>on</strong> about the<br />

c<strong>on</strong>sequences <str<strong>on</strong>g>and</str<strong>on</strong>g> the effects of<br />

corrupti<strong>on</strong> should be imparted to the<br />

people. Once people realize the<br />

adverse effect of corrupti<strong>on</strong> <strong>on</strong><br />

public goods, this should act as a<br />

restra<strong>in</strong><strong>in</strong>g factor.<br />

• Unnecessary collecti<strong>on</strong> by<br />

organizati<strong>on</strong>s should be totally<br />

banned.<br />

• Taxati<strong>on</strong> at various police check<br />

gates should also be banned.<br />

• A pers<strong>on</strong> caught <strong>in</strong> misutilisati<strong>on</strong> of<br />

government funds should be made<br />

to recover the amount <strong>in</strong> additi<strong>on</strong> to<br />

the exist<strong>in</strong>g system of suspensi<strong>on</strong><br />

<str<strong>on</strong>g>and</str<strong>on</strong>g> sentenced to pris<strong>on</strong>.<br />

• A maximum ceil<strong>in</strong>g for d<strong>on</strong>ati<strong>on</strong>s by<br />

any government servant who<br />

attends any social functi<strong>on</strong> as the<br />

chief guest should be fixed by the<br />

government.<br />

• Regard<strong>in</strong>g the movement of files <strong>in</strong><br />

offices, the government should<br />

amend the law <strong>in</strong> such a way that no<br />

files can be kept pend<strong>in</strong>g at <strong>on</strong>e<br />

table for more than 48 hours or a<br />

week (holidays not counted). The<br />

date of receipt <str<strong>on</strong>g>and</str<strong>on</strong>g> dispatch of files<br />

should be kept so that there is<br />

transparency.<br />

• In the absence of the pers<strong>on</strong> <strong>in</strong>charge,<br />

the officer of the department<br />

should make sure that somebody is<br />

entrusted to look after the file. This<br />

will destroy the delay tactics be<strong>in</strong>g<br />

played by that pers<strong>on</strong> <strong>in</strong>-charge of<br />

the work.<br />

• The marks of any written<br />

recruitment exams should be<br />

declared before an <strong>in</strong>terview. This<br />

will act as a check to manipulati<strong>on</strong><br />

by board members because<br />

<strong>in</strong>terview marks are always lower<br />

than written marks.<br />

• People should be able to come out<br />

from the coco<strong>on</strong> of tribalism <str<strong>on</strong>g>and</str<strong>on</strong>g><br />

clanism <str<strong>on</strong>g>and</str<strong>on</strong>g> should openly fight<br />

aga<strong>in</strong>st corrupti<strong>on</strong>.<br />

• Electi<strong>on</strong>s should be based <strong>on</strong> the<br />

ability <str<strong>on</strong>g>and</str<strong>on</strong>g> capability of a pers<strong>on</strong> <str<strong>on</strong>g>and</str<strong>on</strong>g><br />

not <strong>on</strong> m<strong>on</strong>ey <str<strong>on</strong>g>and</str<strong>on</strong>g> muscle power.<br />
