Phase 1, Design and Construction Contracts The Concept and Schematic Design was developed by ADPi in 2008-09 and the Main Phase 1 Works issued for tender in 2010, in two packages. Both packages were awarded to <strong>Saudi</strong> Binladen Group (SBG) in 2010. NTP was issued in January 2011, with target completion of construction in 3 years. The two packages have similar technical specifications and contractual conditions, with specific milestones and requirements as appropriate. Package 421: Passenger Terminal Building, ATC Tower and essential support facilities, contract value SR 11.986 billion 9 Package 422: Transportation Center, airfield works, landside infrastructure, load centers and utilities networks, contract value SR 15.125 billion
