KAIA Development Phases
The existing infrastructure and facilities require major upgrade to
meet increasing demand and raise passenger service levels.
The GACA Master Plan was agreed in 2007, to develop KAIA in
three (3) Phases:
•Phase 1 (ongoing) : Capacity 30 million passengers, by 2014
•Phase 2 : Capacity 43 million passengers, by 2025
•Phase 3 (Ultimate) : Capacity 80 passengers, by 2035

The Master Plan Approach
The Master Plan vision is to create a state-of-the-art
passenger terminal complex, essentially a new airport,
developed in three phases.
But it is more than just new infrastructure.
The intention is to transform the passenger experience, to
become a regional leader, a hub for growth, set a high
standard for good service and sustainability.
Long-term traffic forecasts, to 2035, for both passengers and
cargo, with a range of scenarios.
Private sector involvement and support, to provide increased
services and commercial culture, e.g. Cargo, Airport City.

Phase 1, Design and Construction Contracts
The Concept and Schematic Design was developed by ADPi in
2008-09 and the Main Phase 1 Works issued for tender in
2010, in two packages.
Both packages were awarded to Saudi Binladen Group (SBG)
in 2010. NTP was issued in January 2011, with target
completion of construction in 3 years.
The two packages have similar technical specifications and
contractual conditions, with specific milestones and
requirements as appropriate.
Package 421: Passenger Terminal Building, ATC Tower and
essential support facilities, contract value SR 11.986 billion

Package 422: Transportation Center, airfield works, landside
infrastructure, load centers and utilities networks, contract
value SR 15.125 billion

The Passenger Terminal Building, the heart of the project is
spacious, 670,000 sq m floor area, to accommodate Domestic
and International traffic, all scheduled airlines
Design includes spectacular crescent-shaped profile, separate
domestic center and international hub, connected by APM.
Internal garden, extensive use of local materials and design
features.
Islamic artwork and museum.
Transportation Center with High Speed Rail train station,
Package 422 covers the Transportation Center, LRT and road
transport services.

Design Review of 70% Draft Final submittals for all works is
proceeding, with concentrated workshop meetings

Airport Operational Readiness (AOR)
In parallel with construction, there is a comprehensive AOR
programme under CM control.
AOR objective is to ensure that, on opening, the facility is
ready in all respects to operate safely, securely and efficiently.
The AOR Programme includes key stakeholders, to develop
integrated plans for staff recruitment and training, equipment,
budgets and a common vision for transfer from the old and
operation of the new facilities.
AOR Management Structure and Process are established and
will grow from now onwards.

Next Steps
Detail design development, to include Stakeholder
requirements.
Major works start up on site.
AOR Programme starts in January 2012, to include Working
Groups with users, particularly the airlines.
