direction of the case due to unnecessary involvement of ‘some’ people. Many women withdraw their cases due to interference of the politicians. After facing the crime, women may pass through several stages before returning to normalcy, like immediate stage of fear towards herself and society, transitional stage where support system plays an important role and the final stage of returning to normalcy. Interestingly, most of the crimes are committed by known people and among them the most dangerous are neighbours and relatives. The other category of the population who the girls and women fear most are private bus conductors, bus cleaners, auto drivers, tutorial college staff, shop owners etc. Apart from the victims’ houses, and the places mentioned above, other places of crimes are bus stations, moving trains, schools, college campuses and the premises of educational institutions and beverage outlets. We need a holistic approach in order to find solutions for the issue of crimes against women, for which the state, civil society and the people have to work together. This joint effort have to be taken in the backdrop of existing institutions, while heeding to suggestions and recommendations of experts and the public, so that protection of women is ensured, women feel safe, secure and empowered and live life to its fullest. viii
CHAPTER I CRIME AGAINST WOMEN IN KERALA AN EVALUATIVE STUDY Introduction Male violence against women is a worldwide phenomenon and can be understood as the consequence of characteristics of societal structures like class, gender, etc. Gender is not a natural fact (sex is) but a complex social, historical and cultural product. It is related to, but not simply derived from, biological sex difference and reproductive capacities. Crime against women is the by-product of gender imbalance which has been a part of the culture of society for centuries. Women are more likely to be victimized than men as they have a secondary position in society. Though there were several attempts to upgrade the status of women, the condition of women remains the same but for a few changes among some sections of women. Women suffer from various forms of discrimination, oppression, exploitation, degradation, aggression, humiliation etc. Exploitation of women is near universal. Women of all ages irrespective of their socioeconomic background become victims, though the nature of crimes committed against them vary according to age and background. There are many cases of victimisation which are invisible and unnoticed due to several reasons. Today there are mechanisms in the form of laws to protect women but women are often reluctant to use them especially when they do not want to see themselves labelled as culprits. In addition, social conditioning of women and men is so entrenched that desirable changes in the society, with respect to status of women, that are sought to be brought about through laws and other measures, do not reflect easily in behavioural or mental attitude of men and women. Representation of women in the Indian society, if at all a monolithic idea of an Indian society can be conceptualised, is ambiguous and on several occasions, confusing. . She is represented in several ways; at times she is glorified and given a status above Gods but at the same time, she is uprooted and thrown to the deepest pit 1
