need to be substantial changes in the values estimated before our conclusions would be
altered. In other words, for the large majority of candidate rivers and catchments, the
draft proposals should lead to increases in the net welfare (or to the avoidance of
decreases in the net welfare) of Victorians, if not other Australians.
