NORTH WARREN REGIONAL BOARD OF EDUCATION
A meeting of the North Warren Regional Board of Education was held on June 7, 2011 beginning
at 7:45 p.m. with President Hanelt presiding. The meeting was held in the Media Center Library at
North Warren Regional School District located on Noe Road in Blairstown, NJ.
OPEN PUBLIC MEETINGS LAW STATEMENT
The Secretary stated that proper notice of this meeting had been given to the public by publication of
the annual notice in The New Jersey Herald. A copy of this notice has also been filed with each
Municipal Clerk and Board of Education of Blairstown, Hardwick, Knowlton and Frelinghuysen.

STAFF / STUDENT RECOGNITION
A. Dr. Fogelson acknowledged and thanked Hudson Belinsky for his tenure as the senior
class representative for the student council.
B. Dr. Fogelson congratulated Randi Burdge for being the recipient of the Dr. Mary Lou
Varley Scholarship.
C. Dr. Fogelson introduced and congratulated each member of the Earth Science and
Biology I teams, respectively, for their achievements: Sasha Hernandez, Will McNulty,
Ryan Stiefel, Steven Tynan, Kairi Kozuma, Joe Sagan, Mike Sagan, Mike Badlowski,
Dylan Wulf.

C. Dr. Fogelson advised the Board he received an OSEP complaint.
PUBLIC COMMENT
A. A representative presented the Board with a petition in support of reinstating Ms. Stann
as a Musical Director Assistant. Four members of the public each read statements in
support of Alison Stann. The Board indicated they cannot discuss this matter in public
but will review this matter in Executive Session.

COMMITTEE REPORTS AND ACTION ITEMS
Facility – Transportation – Community Relations – Dr. Fogelson updated the Board on the
solar project. A meeting needs to be scheduled to discuss locker/weight room.
Curriculum – Dr. Fogelson spoke about establishing an academic Hall of Fame for students who
achieve a 93 average for 16 marking periods. The Board was in favor of this idea. Dr. Fogelson
also spoke about eliminating the Dual Enrollment Program, changing the AP exam exemption,
proposed use of Ipods in study halls, middle school promotion procedures. Dr. Fogelson
indicated he would bring some proposals in writing to the Board at the June 28 th meeting.

To authorize the transfer of up to $400,000 to the Capital Reserve Account.

To authorize the transfer of up to $200,000 to the Maintenance Reserve Account.
Memorandum of Agreement – Personal/Classroom Aides
To approve the 2011/2012 Memorandum of Agreement between North Warren Regional School
District and Frelinghuysen Township Elementary for Personal/Classroom Aides, beginning
September 1, 2011 – June 30, 2012, as presented.
2011/2012 - Warren County Technical School – Tuition Contracts
To approve a 2011/2012 tuition contract with Warren County Technical School for the following:
Regular Ed Program - 30 students @ $2,175 = $65,250
Special Ed Program - 4 students @ $3,250 = $13,000

Security Coverage – Blairstown Police Dept.
Motion by Mr. Burns Seconded by Mr. Woznicki
To approve costs associated with security coverage by the Blairstown Police Dept. during the
week of Graduation, including the evening of Graduation, at a cost of $85/hour. The amount of
coverage will be determined by the Superintendent. Motion carried by unanimous voice vote.

PenTele Data

To approve upgrading the current contract with PenTele Data to provide increased bandwidth
for $1766.37 per month. Motion carried by unanimous voice vote.

EXECUTIVE SESSION

WHEREAS, Section 7 of the Open Public Meetings Act, Chapter 231 P.L. 1975 (R.S. 10:4-13),
permits the exclusion of the public from a meeting or portion of a meeting of this public body in
certain circumstances, and
WHEREAS, the Board must consider matters involving personnel matter which could constitute
an unwarranted invasion of privacy;
THEREFORE, be it resolved that the Board adjourns to a closed session at 10 p.m. to discuss the
above-mentioned matters. Matters discussed may or may not be made public this evening.
Action, if necessary, will be taken following reentry into a regular session. Motion carried.
