Motion to approve David Thatcher to construct storage cabinets in the woodshop, 

over the summer break, at a cost not to exceed $3,287.00 


5. Technology Trade with Lopatcong 

Motion to approve a trade with Lopatcong School for 12 thin client hardware for 

two (2) HP Proliant servers, as attached. (Attachment #10) 

6. Parental Transportation Contracts – Summer ESY2013 Programs 

Motion to approve the following parental transportation contracts for the summer

5. Tax Levy Resolution 

Motion to approve the following Resolution: 

WHEREAS, the amount of $10,623,032.00 has been approved to be levied for 

general operating fund of the North Warren Regional School District, and 

NOW BE IT RESOLVED, that the constituent district municipalities shall remit to 

the North Warren Regional Board of Education equal monthly payments beginning 

July 1, 2013 through June 30, 2014 in payment of the required tax levy with 

payments made during the first week of each month, in accordance with the 

following distribution: 

Blairstown Township $ 4,975,266.76 

Frelinghuysen Township $ 2,140,231.69 

Hardwick Township $ 1,365,131.54 

Knowlton Township $ 2,142,402.01 

TOTAL $10,623,032.00 

6. Implement 2012/2013 Budget 

Motion to authorize the Superintendent and Business Administrator to implement the 

2013/2014 budget once authorized and finalized, pursuant to local and state policies 

and regulations. 

7. Maintenance Reserve Account Transfer 

Motion to authorize the transfer of up to $75,000 to the Maintenance Reserve 

Account, per the 2013-2014 budget.



8. Band Uniforms – Student Interest Account 

Motion to authorize the Business Administrator to transfer the remaining $8,023.85 

from the Student Interest Account to the General Funds Account to offset cost of new 

band uniforms. 

9. Health Benefit Rates 

Motion to approve the health benefit rates for 2013-2014, as presented. 


10. Perkins Allocation FY2014 

Motion to approve the allocation of $8,444.00 

11. Request for Proposal – Banking Services 

Motion to award the Request for Proposal for Banking Services to First Hope Bank, as 

presented. (Attachment #19)

2. Resolution – Collective Negotiations Agreement Addendum #1 

Motion to approve the following Resolution for the Collective Negotiations 

Agreement Addendum #1 between NWRBOE and the NWREA. 

WHEREAS, the North Warren Regional School District Board of Education 

(hereinafter referred to as the “Board”) and the North Warren Regional Education 

Association (hereinafter referred to as the “Association”) (hereinafter collectively 

referred to as the “Parties”) are parties to a collective negotiations agreement for the 

2012-2013 through 2014-2015 school years (hereinafter referred to as “the 

Agreement”); 

WHEREAS, the Agreement sets forth, within Article VI, a Salary Guide for all 

Extra-Curricular and Athletic Advisorship positions for each of the 2012-2013, 2013- 

2014 and 2014-2015 School Years; 

WHEREAS, the Parties have agreed to the addition of five (5) paid Extra- 

Curricular and Athletic Advisorship positions effective with the 2013-2014 school 

year; and 

WHEREAS, the Parties are desirous of modifying Article VI of the Agreement to 

reflect these additional positions; and 

WHEREAS, the Parties agree to these amendments in the interest of facilitating 

the negotiation of a successor CNA; and 

WHEREAS, the Parties wish to amend the CNA to memorialize the parties’ 

Agreement. 

NOW, THEREFORE, BE IS RESOLVED that the terms, stipulations and 

conditions as established in the Addendum to the collective Negotiations Agreement 

between the Board and the Association, which is annexed to this Resolution, are 

hereby adopted and approved by the Board. The Board President and Business 

Administrator/Board Secretary are hereby authorized and directed to execute the 

Addendum, and any other documents necessary to effectuate same.

5. Non-Affiliated Employees – 2013/2014 

Motion to approve salaries for non-affiliated staff members for the 2013/2014 

school year as presented and recommended by the Superintendent. 


6. Child Rearing Leave – Laura Kasa 

Motion to approve the Child Rearing Leave for Laura Kasa, beginning 

September 3, 2013 and returning to work on the first day of the second marking 

period, as recommended by the Superintendent. 

7. Summer Custodial/Receiving Clerk 

Motion to hire the following custodial/receiving clerks for the 2013 summer at 

the following rates, as recommended by the Superintendent:

Motion to hire Linda A. Crimmins as a NCLB grant consultant, for a fee not to exceed 

$3,000., which will be paid by grant monies.
