Dear Students and Parents,<br />
In order to keep pace with changing times, we as educators in <strong>Washington</strong><br />
<strong>County</strong> are challenged to provide educational experiences for students that will<br />
prepare them for jobs in the 21st Century, some of which do not yet exist. This<br />
sounds like a daunting task, and in some ways it is, but we welcome the challenge<br />
especially since we have the opportunity to work with so many capable<br />
and talented students, teachers, and administrators in our schools. While no<br />
school division has perfect programs, students, teachers, staff, or facilities,<br />
<strong>Washington</strong> <strong>County</strong> is truly fortunate to have an abundance of resources and<br />
talent to make it one of the best, if not the best, school divisions in Southwest<br />
Virginia, and in fact, in the state of Virginia. So we feel confident that we can<br />
meet the challenge of educating students for the 21st Century.<br />
<strong>Washington</strong> <strong>County</strong> is “Working to Provide the Best Education in Virginia”,<br />
and we are doing so by being committed to the success of every student. The<br />
expectation is that every employee in our division, regardless of his/her job assignment<br />
or position, is working to better the services for students and to enhance student learning. We believe that our success<br />

School Board Members/ Scheduled Meetings<br />
Beginning in the 1990’s school board members moved from being appointed by the Board of Supervisors to an elected position.<br />
Currently school board members represent seven voting districts within the county.<br />
The <strong>Washington</strong> <strong>County</strong> School Board believes that teaching and learning are greatly enhanced by a school atmosphere characterized<br />
by mutual respect, cooperation, and self-discipline. The school is a community of common interests, and, as in any community,<br />

Professional Nurses. The goal of the school nurse is to protect and promote the<br />

School Entrance Age<br />
Children must reach their fifth birthday by September 30 of the school year to be eligible to attend kindergarten. A four-year-old program is<br />
available for children who will be four years of age by September 30 and can show a need for developing kindergarten readiness skills. A<br />
preschool program is provided for children with disabilities who are two years old by September 30. Students should register during school<br />
office hours at the school they will attend. After registration is completed, the school will request a transfer of records from the previous<br />
school attended. It is helpful if transferring students provide a report card from the previous school attended. Students enrolling in a Virginia<br />
public school for the first time must provide the following:<br />

Each school in our area has a local Parent Teacher Association (PTA) or Parent Teacher Student<br />
Association (PTSA). We are fortunate to have in our county some very active PTAs. When we<br />
say active, we not only mean good fundraising abilities, but also putting our children first by<br />
providing educational programming for them and their parents.<br />
PTA is not a fundraising organization. We are advocates for our children and their parents. We<br />
are here to strengthen and support our schools by our presence, positions, and financial help.<br />
The PTA is a responsible organization with laws and <strong>guide</strong>lines which <strong>guide</strong> our units in their<br />

on legislation, parenting tips, tools for your PTAs, convention news, reflection news,<br />

Facilities Operations<br />
Facilities & Logistics Department –The transportation department continues to travel innumerable miles in the safe transport<br />
of our children. Both the technology department and the school nutrition department, and the maintenance department continue<br />
to serve the community with upgrades of equipment and services. All in all, it has been an exciting school year thus far and the<br />
remainder of the year will be just as exciting with all the changes taking place within the facilities department.<br />

Bus Transportation –Pupil transportation plays an important role in the educational process.<br />
Transporting children to and from school each day is a responsibility which requires good physical<br />
health, professionalism, emotion stamina, determination, dedication, and skill. The main objective of<br />
the pupil transportation system is to transport passengers to and from school and extra-curricular activities<br />
each day safely and efficient.<br />
The transportation department consists of approximately 140 employees with 100 regular run<br />
bus drivers who pick up and drop off students along the roads of <strong>Washington</strong> <strong>County</strong> covering<br />

School Nutrition -Our goal is to serve the most appetizing,<br />
nutritious and safe meals to as many students<br />
possible at an affordable price. To accomplish this,<br />
School Nutrition Programs (SNP) has a budget of about<br />
$4,052,660.00, and employs 86 persons. Each day<br />
during the school year we feed an average of 1,923<br />
breakfasts and 5,150 lunches to students, plus a number<br />
of teachers and other staff members. Also, we feed<br />
after-school snacks for some after-school programs. SNP<br />
programs continue right through the summer. A portion<br />
of our staff prepares breakfast, lunches, and snacks for<br />
children in the Summer School Programs, the <strong>Washington</strong><br />
<strong>County</strong> Parks and Recreation Programs and other<br />

Virtual Learning<br />
A new distance learning network was installed during the summer of<br />
2007 in our high schools. The system provides continuous presence<br />
two-way voice and video communication between schools. This<br />
allows classes to be offered in schools where it is not cost effective<br />
to have a teacher on-site. Classes include Advanced Placement and<br />
Dual Enrollment Calculus for high school students.<br />
The A. Linwood Holton Governor’s School offers many dual enrollment<br />
classes using Internet-based telecommunications technologies.<br />
Courses include Engineering, Astronomy, and Anatomy. In<br />
addition, the Virginia Department of Education offers many classes<br />
through their Virtual Virginia Advanced Placement School. These<br />
classes are taught using an asynchronous Internet-based technology.<br />
Gifted Education<br />
The Gifted and Talented Education (GATE) program is<br />
facilitated by two faculty members, David Winship at the<br />
elementary level and Carol Sutton at the middle and high<br />
school levels. Each school has a coordinator who is in<br />
charge of carrying out the individual school program. Each<br />
school has an individually developed and funded program.<br />
There are also division-wide programs at each level which<br />
are provided for identified GTE students.<br />
To qualify for services in GATE, students at the elementary<br />
level are referred for evaluation in General Intellectual<br />
Aptitude. At the middle school level, SpecificAcademic<br />
Aptitude (core subjects) and Visual and Performing Arts<br />
Aptitude are assessed. At the high school level, the previous<br />
categories, as well as Practical and Technical Arts<br />
Aptitude, are available for assessment and identification.<br />
Identification is determined using a combination of objetive<br />
testing, subjective rating from teachers and parents,<br />
and demonstration of advanced classroom and skills performance.<br />
Referrals can be made by school staff, students,<br />
or parents.<br />
Special Education<br />
Special education services are provided for all eligible students.<br />
Currently, 1,141 students are receiving specially designed instruction<br />
to meet their unique needs. There is a continuum of service<br />
models from consultation services to a full-day program in a selfcontained<br />
class. Services are determined by a committee, which<br />
includes the parent and, if appropriate, the student. Students<br />
suspected of having a disability may be referred by the parent,<br />
teacher, or other interested party. Written parent permission is<br />
required before evaluation. Referral may be made directly to the<br />
Supervisor of Special Education or to the Child Study Committee<br />
