Superintendent
Dear Students and Parents,
In order to keep pace with changing times, we as educators in Washington
County are challenged to provide educational experiences for students that will
prepare them for jobs in the 21st Century, some of which do not yet exist. This
sounds like a daunting task, and in some ways it is, but we welcome the challenge
especially since we have the opportunity to work with so many capable
and talented students, teachers, and administrators in our schools. While no
school division has perfect programs, students, teachers, staff, or facilities,
Washington County is truly fortunate to have an abundance of resources and
talent to make it one of the best, if not the best, school divisions in Southwest
Virginia, and in fact, in the state of Virginia. So we feel confident that we can
meet the challenge of educating students for the 21st Century.
Washington County is “Working to Provide the Best Education in Virginia”,
and we are doing so by being committed to the success of every student. The
expectation is that every employee in our division, regardless of his/her job assignment
or position, is working to better the services for students and to enhance student learning. We believe that our success
is truly measured by the progress of each individual student.
We thoroughly enjoy working with students and parents to facilitate student growth. Our tasks as educators are rewarding, and
we know that our efforts do make a difference in the life of each student. We believe that how we do our job each and every day
really does matter!
Students, we appreciate the opportunity to work with you and to observe your progress as you achieve your goals. Parents, we
thank you for your support and understanding as we work with your child. Together we can make wonderful things happen and
provide opportunities that will be rewarding and life changing!
My very best wishes to each of you for a successful and enjoyable educational experience!
Sincerely,
Jim R. Sullivan
School Board Members/ Scheduled Meetings
Beginning in the 1990’s school board members moved from being appointed by the Board of Supervisors to an elected position.
Currently school board members represent seven voting districts within the county.
The Washington County School Board believes that teaching and learning are greatly enhanced by a school atmosphere characterized
by mutual respect, cooperation, and self-discipline. The school is a community of common interests, and, as in any community,
there must be a commitment to a set of values and expectations which serve as guides for the relationships among the
members of the community, and which provide the opportunity to function productively, successfully, and harmoniously.
School Entrance Age
Children must reach their fifth birthday by September 30 of the school year to be eligible to attend kindergarten. A four-year-old program is
available for children who will be four years of age by September 30 and can show a need for developing kindergarten readiness skills. A
preschool program is provided for children with disabilities who are two years old by September 30. Students should register during school
office hours at the school they will attend. After registration is completed, the school will request a transfer of records from the previous
school attended. It is helpful if transferring students provide a report card from the previous school attended. Students enrolling in a Virginia
public school for the first time must provide the following:

Certified Birth Certificate
Updated medical record listing of vaccinations
Social Security Number
Medical record documenting a physical examination within
12 months for elementary education
Washington County PTA/PTSA Council
http://www.wcs.k12.va.us/pta/
Each school in our area has a local Parent Teacher Association (PTA) or Parent Teacher Student
Association (PTSA). We are fortunate to have in our county some very active PTAs. When we
say active, we not only mean good fundraising abilities, but also putting our children first by
providing educational programming for them and their parents.
PTA is not a fundraising organization. We are advocates for our children and their parents. We
are here to strengthen and support our schools by our presence, positions, and financial help.
The PTA is a responsible organization with laws and guidelines which guide our units in their
with success. We have eleven
preschool classes throughout
the county in seven different
elementary schools. These
programs are funded through
federal and state grants. The
program is for children who
reside in Washington County
who will be four years old by
September 30th. The curriculum
is designed to develop fine
Virtual Learning
A new distance learning network was installed during the summer of
2007 in our high schools. The system provides continuous presence
two-way voice and video communication between schools. This
allows classes to be offered in schools where it is not cost effective
to have a teacher on-site. Classes include Advanced Placement and
Dual Enrollment Calculus for high school students.
The A. Linwood Holton Governor’s School offers many dual enrollment
classes using Internet-based telecommunications technologies.
Courses include Engineering, Astronomy, and Anatomy. In
addition, the Virginia Department of Education offers many classes
through their Virtual Virginia Advanced Placement School. These
classes are taught using an asynchronous Internet-based technology.
Gifted Education
The Gifted and Talented Education (GATE) program is
facilitated by two faculty members, David Winship at the
elementary level and Carol Sutton at the middle and high
school levels. Each school has a coordinator who is in
charge of carrying out the individual school program. Each
school has an individually developed and funded program.
There are also division-wide programs at each level which
are provided for identified GTE students.
To qualify for services in GATE, students at the elementary
level are referred for evaluation in General Intellectual
Aptitude. At the middle school level, SpecificAcademic
Aptitude (core subjects) and Visual and Performing Arts
Aptitude are assessed. At the high school level, the previous
categories, as well as Practical and Technical Arts
Aptitude, are available for assessment and identification.
Identification is determined using a combination of objetive
testing, subjective rating from teachers and parents,
and demonstration of advanced classroom and skills performance.
Referrals can be made by school staff, students,
or parents.
Special Education
Special education services are provided for all eligible students.
Currently, 1,141 students are receiving specially designed instruction
to meet their unique needs. There is a continuum of service
models from consultation services to a full-day program in a selfcontained
class. Services are determined by a committee, which
includes the parent and, if appropriate, the student. Students
suspected of having a disability may be referred by the parent,
teacher, or other interested party. Written parent permission is
required before evaluation. Referral may be made directly to the
Supervisor of Special Education or to the Child Study Committee
in the school the child attends or will attend. For more information
