1. PREFACE & INTRODUCTION<br />

1.1 This procedures manual establishes <strong>the</strong> responsibilities and procedures to<br />

be followed when performing <strong>the</strong> functions approved by <strong>the</strong> CAD under<br />

<strong>the</strong> ODA procedures <strong>of</strong> <strong>HKAR</strong>-<strong>183</strong> subpart D.<br />

1.2 All formal communications with <strong>the</strong> CAD shall be conducted with<br />

3. ORGANISATIONAL STRUCTURE AND RESPONSIBILITIES<br />

This section should explain <strong>the</strong> organisational structure and responsibilities <strong>of</strong><br />

ODA holder management including a description <strong>of</strong> <strong>the</strong> ODA unit location within<br />

<strong>the</strong> organisation. This section should also describe <strong>the</strong> reporting paths up<br />

through management for <strong>the</strong> unit member’s ODA duties, as well as any o<strong>the</strong>r<br />

duties a unit member may have. The management is responsible for establishing<br />

corporate policies that shall not conflict with CAD regulations or requirements.<br />

The management is responsible to remain independent <strong>of</strong>, and not interfere with,<br />

<strong>the</strong> findings and activities conducted under <strong>the</strong> ODA authority. The management<br />
