3.3.2 <strong>Humanitarian</strong> assistance channelled through EU, UN and other multilateral<br />

instruments<br />

In addition to the above indicated project funding to Ios (see Table 4), <strong>German</strong>y also<br />

contributes to the CERF 68 and with core funding to some UN organisations that are also<br />

active in Uganda (OCHA, UNCHR). This core funding can, however, not directly be attributed<br />

to specific HA interventions in Uganda.<br />

The <strong>German</strong> Government is also contributing to the humanitarian and reconstruction<br />

measures of the EU with core funding (largely through DG ECHO). This contribution amounts<br />

to about 20 per cent of the overall budget.<br />

3.3.3 The intervention logic<br />

Figure 2 (next page) presents the intervention logic of <strong>German</strong> humanitarian assistance in<br />

Uganda, which was reconstructed by the evaluation team. Due to the complexity of the<br />

crises, it covers a number of typical ‘fields of intervention’ of <strong>German</strong> funded HA (as<br />

described in Chapter 3.3.1).<br />
