Role Issues Solutions
Weak by-laws • Illegal grazing on tourist sites
and camps.
• Proper consultations should
be done prior to their
• Illegal human settlement.
creation.
• Laws on land and
environment should be
strictly adhered to.
!
CBOs
Establishment • There is lack of adequate
information on the legal aspects
on establishment of CBTs,
others don’t understand the
mandate and role they should
play
• Lack of enough skills
• Lack of viability
• Lack of finances
• Lack of technical skills
• Exploitation by tour operators.
• Resources not shared or used
equitably.
Governance • There is poor democratisation
and low participation from the
community
• Lack of accountability and
transparency among CBOs
Awareness • Awareness done by CBOs
doesn’t seem to trickle down to
the communities, thus the
mandate of the CBOs is also
questioned as no impact is felt at
the grassroots
• Awareness creation should
be done and simplified to
ensure proper understanding
of policies and language
used.
• Offering of training and
capacity building to members
especially in relation to
governance.
• Need to enhance and
encourage access to credit
facilities.
• Empowerment should be
embraced by the CBO in
areas of accountability, M&E
frameworks should be well
developed to ensure
loopholes are covered. The
Ministry of Social Services
should be able to offer aid to
deserving CBOs in the said
areas.
• Members to undergo proper
training and education.
• Institution should be
strengthened.
• Retraining should be
undertaken especially to
those who implement
activities at the grassroots to
ensure that they impact the
communities positively.
