These 6 steps can be taken together with the<br />
defenders whose security-protection is being<br />
reviewed, in order to get to a common protection<br />
framework, which is the final aim of the whole<br />

The Research and Training Unit of the European<br />
Office of PBI is currently working on these topics,<br />
and our aim is to expand this work by means of<br />
collaboration with other NGOs and institutions,<br />
which have the shared goal of responding properly<br />
to the security and protection needs of human<br />
rights defenders.<br />
Further steps in security and protection of<br />
human rights defenders<br />
We will list here a non-exhaustive proposal of<br />
objectives to be achieved <strong>for</strong> the security and<br />
protection of human rights defenders:<br />
• Training in security management and planning<br />
(given the variety of human rights defenders,<br />
this training should be adapted to the different<br />
contexts and capacities).<br />
• To integrate security in the regular work<br />
planning.<br />
• To provide the necessary resources <strong>for</strong> defenders´<br />
security management: human resources, funds,<br />
technical means, etc.<br />
In order to achieve these objectives, we can take at<br />
least these next steps 16 :<br />
The Operational Framework <strong>for</strong> Field Protection (or<br />
another tool with a similar purpose) can be applied<br />
to review the security and protection needs of<br />
defenders under threat in selected scenarios.<br />
• Training seminars or workshops in security and<br />
protection: Training can include the joint analysis<br />
(applying the OFFP) quoted in the previous point,<br />
so that both steps could be taken at once.<br />
• Seminars or workshops to follow up and support<br />
the developments and the security plans<br />
developed after the trainings (those workshops<br />
