Following the local elections, <strong>Wrexham</strong> <strong>Council</strong><br />

has elected a new Leader, Cllr Neil Rogers,<br />

and Deputy Leader, Cllr Mark Pritchard.<br />

in the next edition of <strong>Connect</strong> you will hear from<br />

Cllr rogers and find out his views on, and aspirations<br />

for, <strong>Wrexham</strong>.<br />

International<br />

sport returns<br />

to <strong>Wrexham</strong><br />

<strong>Wrexham</strong>’s famous Glyndwr ˆ University Racecourse<br />

Stadium will play host to two of the 2013 Rugby<br />

League World Cup matches.<br />

The <strong>Wrexham</strong> stadium will see co-hosts Wales and<br />

World Cup newcomers usa go head to head in their<br />

group d match in addition to hosting a further quarter<br />

final match later in the tournament.<br />

The Welsh squad will also use the Queensway<br />

stadium in <strong>Wrexham</strong> as their base camp throughout<br />

the competition, using it as a training venue for what<br />

promises to be the biggest and best World Cup yet.<br />

Update!...<br />

<strong>Wrexham</strong> Industrial Estate Access Road<br />

Work is still ahead of schedule and on budget<br />

for the new industrial estate access road which<br />

will be open soon. The latest:<br />

• a great deal of progress has been made on the<br />

northern access road, and a number of recent<br />

changes in traffic layout have allowed further works<br />

in critical areas to go ahead.<br />

• The southern access road is ahead of programme<br />

and expected to be open to traffic slightly ahead<br />

of the northern section.<br />

• The Welsh government (who financed the works)<br />

and <strong>Wrexham</strong> <strong>Council</strong> are already planning the<br />

opening ceremony in mid-July - a month ahead<br />

of schedule.<br />

<strong>Wrexham</strong> <strong>Council</strong> and the construction team, Birse<br />

Civils Ltd, fully understand that the works have led<br />

to delays and disruption over the last year and would<br />

like to thank all those affected for their cooperation<br />

and patience.<br />

Over the last decade the county borough has saved<br />

over 200,000 tonnes of recyclable material from<br />

landfill – and so it’s a big thank you to you our<br />

residents who have helped us achieve this. Back<br />

in 2001 we had one of the lowest recycling rates<br />

in Wales at 3%, but now it’s almost 50% in 2011.<br />

This is what we did to change:<br />

2002 6000 households in <strong>Wrexham</strong> issued with pink<br />

and green bags for cans, plastic bottles and paper,<br />

and a green wheeled bin for garden waste<br />

2003 ‘dealing with our rubbish’ consultation<br />

undertaken resulting in the switch to a green box<br />

for cans, plastic bottles and glass<br />

2007 The council enters into a 25 year contract with<br />

Waste recycling group ltd to ensure that the 40%<br />

statutory recycling and composting targets are met<br />

2008 all <strong>Wrexham</strong> households join the ‘recycle with<br />

michael’ scheme<br />

It’s more important than ever that everyone pulls<br />

together over the next decade and beyond to ensure<br />

the Recycle with Michael Scheme remains a success<br />

with residents continuing to recycle and aiming<br />

towards reaching zero waste to landfill.<br />

<strong>Wrexham</strong> <strong>Council</strong>’s Chief Executive,<br />

Dr. Helen Paterson, has been in<br />

post for 10 months now and hasn’t<br />

wasted any time in getting to grips<br />

with its services and what you,<br />

our customers, think of them.<br />

here, <strong>Connect</strong> follows helen as she<br />

gets out into the local community.<br />

Back in January, helen met<br />

council house tenant sylvia<br />

Williams. mrs Williams’ kitchen<br />

had recently been replaced by<br />

one of the council’s multiskilled<br />

joiners, krzysztof Talkowski.<br />

krzysztof installed the kitchen<br />

to the specifications required,<br />

but also installed a shelf for mrs<br />

Williams’ microwave using some<br />

scrap metal. after meeting mrs<br />

Williams and krystof, helen said:<br />

‘it was clear to see that krzysztof<br />

took great pride in his work, and<br />

really enjoys working for <strong>Wrexham</strong><br />

<strong>Council</strong>. The fact that he installed<br />

an extra feature in the kitchen<br />

using his own initiative speaks<br />

volumes about his character.<br />

was great to see, first hand,<br />

excellent service being provided<br />

by <strong>Wrexham</strong> <strong>Council</strong>.’<br />

manager russell Jones spoke of<br />

russell said: ‘many people just see<br />

us as a place to pay bills, but we<br />

provide much more than that. We<br />

see ourselves as a ‘one stop shop’<br />

for the estates we manage - dealing<br />

with repairs, working with numerous<br />

agencies to improve the area and<br />

supporting our residents in dealing<br />

with disputes, antisocial behaviour<br />

and all other housing related issues.<br />

staff here are always willing to<br />

talk and, more importantly, listen<br />

to residents’ needs and concerns<br />

and that makes a real difference.’<br />

to gain an insight into what kind of<br />

enquires are made by <strong>Wrexham</strong><br />

residents and how the council are<br />

we do here in the call centre. There<br />

are hundreds of calls to the council’s<br />

enquiries that we deal with.’<br />

to helen about the importance of<br />

markets in our town’s history and<br />

to the retail offering and shopping<br />

opportunities that <strong>Wrexham</strong><br />

offers its residents and visitors.<br />

helen says: ‘it is really good<br />

to meet our customers. it is<br />

important to know what the<br />

people of <strong>Wrexham</strong> are happy<br />

and, indeed, unhappy about.<br />

‘There is no substitute for getting<br />

out and about and finding out what<br />

people’s experiences of the council<br />

have been. it is the best way to<br />

stay in tune with our residents and<br />

show them that we are not just a<br />

faceless organisation, but a team<br />

of contactable people working<br />

with residents to make <strong>Wrexham</strong><br />

an even better place to live.’<br />

Beat the loan sharks >bite back!<br />

If you’re finding it hard to make ends meet, whatever<br />

the reason, residents are being urged not to make<br />

the mistake of turning to illegal lenders (loan<br />

sharks). Read on to find out how to spot them<br />

and the shocking facts behind how they work.<br />

Wales’ independent money laundering unit (imlu)<br />

was set up by central government at the end of<br />

2007 and <strong>Wrexham</strong> <strong>Council</strong>’s Trading standards<br />

service works alongside them to search out and<br />

prosecute loan sharks in the county borough.<br />

loan sharks rip off borrowers by charging extortionate<br />

interest rates (150,000% aPr is not unheard of!)<br />

and adding on penalty payments as and when they<br />

want. ‘sharks don’t give you paperwork explaining<br />

the terms of the loan, and you have to keep paying<br />

them back until they decide you can stop. They<br />

may appear friendly when they offer the loan and<br />

when you pay - it’s when you can’t pay that you see<br />

the other side of them’, the imlu team explains.<br />

shark Paul nicholson, from Cheshire, has been<br />

imprisoned indefinitely for rape and blackmail.<br />

It is important to make sure that anyone offering<br />

to lend money has a consumer credit licence. If you<br />

are a loan shark victim, or think there may be a shark<br />

operating nearby, phone IMLU on the 24-hour hotline<br />

A new school<br />

for <strong>Wrexham</strong><br />

Last year, <strong>Wrexham</strong> <strong>Council</strong> was awarded<br />

£4.1 million by the Welsh Government towards<br />

the cost of building a Welsh medium primary school<br />

in Gwersyllt.<br />

since then, <strong>Wrexham</strong> <strong>Council</strong> has been working to<br />

get everything in place for the project to begin. as<br />

<strong>Connect</strong> went to press, the quotes from potential<br />

contractors were being considered.<br />

it is hoped that building work on the project will<br />

begin this summer, subject to final planning approval.<br />

Works should then take 12 months, allowing the<br />

school to open for the new term in september 2013.<br />

The countdown has begun as we<br />

head towards the <strong>2012</strong> olympic<br />

games and there is plenty to<br />

celebrate in <strong>Wrexham</strong> including<br />

once in a lifetime opportunities,<br />

olympic-standard training venues<br />

and national touring exhibitions…<br />

Follow the Flame!<br />

Once again, a major exhibition has made its<br />

way to <strong>Wrexham</strong>! Part of the <strong>Wrexham</strong>-led,<br />

pan-Wales Following the Flame project,<br />

this exhibition will end its all-Wales tour at<br />

<strong>Wrexham</strong> <strong>County</strong> <strong>Borough</strong> Museum from<br />

27 June until the 15 September <strong>2012</strong>.<br />

The exhibition will take the visitor<br />

on a fascinating journey through the<br />

history of the olympic games.<br />

The huge exhibition will include:<br />

• a new film with a specificallycomposed<br />

music soundtrack (by the<br />

Welsh composer andrew griffiths)<br />

• a fine collection of sporting<br />

memorabilia relating to olympians<br />

and Paralympians from Wales<br />

• an inspiring collection of photographs<br />

(some not seen before) of Welsh<br />

olympians and Paralympians, along<br />

with extracts from the 100+ interviews<br />

the following the flame / dilyn a fflam<br />

Project has conducted with leading<br />

Welsh athletes over the past two years<br />

to record their personal memories.<br />

in addition, a major new Book is<br />

being published (available at the<br />

exhibition), along with the exhibition<br />

video, and the soundtrack Cd.<br />

workshops is being provided for schools and<br />

community groups, with each participant<br />

receiving a personal activity sheet.<br />

Follow the Flame has been funded<br />

by Legacy Trust UK, creating a<br />

lasting impact from the London <strong>2012</strong><br />

Olympic and Paralympic Games by<br />

funding ideas and local talent to<br />

inspire creativity across the UK.<br />

Olympic torch<br />

On 30 May, <strong>Wrexham</strong> became one of 1,019<br />

communities to be given the once in a lifetime<br />

opportunity of seeing the Olympic flame as it toured<br />

the UK prior to its arrival at the Olympic Stadium.<br />

When it reaches the end of its tour at middlesex<br />

university on 27 July, the flame will have travelled over<br />

8,000 miles having started its journey in land’s end<br />

on 19 may.<br />

aqueduct both on foot<br />

and by barge after the<br />

aqueduct was named<br />

as one of the flame’s<br />

alternative modes of<br />

Olympic standard<br />

facilities<br />

Did you know that <strong>Wrexham</strong> will be hosting one<br />

of the countries competing in the <strong>2012</strong> Games<br />

Queensway Stadium, <strong>Wrexham</strong> Boxing Club and<br />

Glyndwr ^ University have all been chosen as training<br />

venues for seven athletes from Lesotho who are<br />

taking part in this year’s Games.<br />

<strong>Wrexham</strong> is the only place in north Wales that has<br />

been selected to host an entire olympic team, which<br />

is a reflection of its world class sporting facilities.<br />

The impact on the town is immeasurable. This is<br />

a once in a lifetime opportunity for the community<br />

of <strong>Wrexham</strong> to see athletes training for an olympic<br />

games and for local clubs to gain access to<br />

internationally successful athletes.<br />

across Wales to offer e-books<br />

and e-audiobooks for free -<br />

thanks to a match funding grant<br />

from the Welsh government.<br />

said: ‘This service is proving quite<br />

popular and the fact that both types<br />

of downloadable books are free is a<br />

real bonus in current times. libraries<br />

are free to join and, once a member,<br />

you can log onto the e-books<br />

and e-audiobooks websites – at<br />

home or remotely – download the<br />

e-books and e-audiobooks to your<br />

computer and then transfer them<br />

to your digital device. The only<br />

device you can’t use is the kindle<br />

because this device only works<br />

with amazon’s software. also,<br />

people don’t need to remember<br />

to take their books back because<br />

the digital book automatically<br />

deletes itself after three weeks.’<br />

service based at <strong>Wrexham</strong> Library, has released what<br />

is considered to be the first business App by a public<br />

library in Wales.<br />

you can download the app to an android or apple<br />

device, and use it to identify the range of services<br />

Businessline is able to provide; submit an enquiry on<br />

the go; request credit checks or tailored marketing lists<br />

whilst in a meeting or working offsite; identify local<br />

business events and networking meetings using our<br />

dedicated events calendar and much more.<br />

development puts Businessline at the forefront of<br />

business information and it will undoubtedly help local<br />

businesses access the rich and valuable resources of<br />

New legislation means <strong>Wrexham</strong> <strong>Council</strong>’s public<br />

protection department no longer investigates<br />

complaints of blockages or defects to private sewers<br />

or drains.<br />

a recent change in the law means responsibility<br />

for private sewers and lateral drains (the part of your<br />

drain that runs from the edge of your property, under<br />

the footpath and road to the main sewer) has moved<br />

to dwr ^ Cymru Welsh Water. Previously it lay with the<br />

home or business-owners.<br />

it is hoped this change will eliminate existing confusion <br />

and provide improved customer service.<br />

We have been asked by a number of you for more<br />

information about the salaries of <strong>Wrexham</strong>’s <strong>Council</strong>lors<br />

to be included in <strong>Connect</strong>.<br />

The councillors salaries are set by the independent<br />

remuneration Panel for Wales appointed by the<br />

Welsh government and, for the year <strong>2012</strong>/13, the basic<br />

councillor’s salary is £13,175 with additional monies for<br />

extra responsibilities.<br />

full details of individual councillor’s salaries for last year<br />

are published on the internet at wrexham.gov.uk as part<br />

of the <strong>Council</strong>’s Constitution document.


DrivingDown<br />

ourC0 2<br />

Here at wrexham <strong>Council</strong> we believe in doing<br />

our bit for the environment and the latest additions<br />

to our fleet of vehicles are helping us to do just<br />

that – and they’ll help us to save money as well!<br />

we’ve invested in two electric cars to help drive down<br />

our carbon emissions and business travel costs.<br />

The two nissan Leaf models are pollution free at<br />

the point of use and they’re extremely economical<br />

for day to day duties within the county borough.<br />

The cars have been part funded by the Government’s<br />

UK Plug In Car Grant Scheme and are being used<br />

by staff who were previously using their own<br />

vehicles to carry out their day to day job.<br />

As well as the environmental benefits, the cars will<br />

help <strong>Wrexham</strong> <strong>Council</strong> make some valuable financial<br />

savings. They work out at around 93% cheaper<br />

than paying staff the appropriate mileage allowance<br />

to use their own vehicles for work purposes.<br />

The cars will generate savings of almost £10,000 a year,<br />

which means they’ll pay for themselves in two years and<br />

then help the council to continue to save money thereafter..<br />

Phil Walton, who is leading the council’s carbon reduction<br />

programme, said: “The introduction of these cars is part of<br />

our efforts to reduce the impact we have on the environment.<br />

“Business travel contributes to the council’s carbon<br />

footprint and these cars will help us to reduce that.<br />

They will also save money on staff business travel costs<br />

and that helps us to make best use of our resources<br />

and give the public the best value that we can.”<br />

The cars are driven by an electric motor which generates<br />

80kw and is powered by a lithium-ion battery. The vehicles<br />

can also be charged by an electric socket. You may have<br />

already seen them on the county’s roads but you definitely<br />

won’t have heard them because they don’t make any noise!<br />

The council has already found the two cars to be great value<br />

for money and are currently in the process of buying a third<br />

vehicle and we hope to add more to our fleet in the future.<br />

Powering our way<br />

To a brigHTer fuTure<br />

we’ve recently completed the biggest solar<br />

project in the uK fitting Pv panels to around<br />

3,000 of our social housing stock.<br />

it’s part of our ambitious plan to reduce the<br />

authority’s carbon footprint by 50% by 2016. in<br />

addition, it will generate an income for the council<br />

that can be re-invested in other services<br />

Phil walton, Strategic Director said:<br />

“The solar project is one of our major initiatives<br />

to reduce the council’s carbon footprint. It is expected<br />

to save up to 3,000 tonnes of C0 2<br />

each year, which<br />

is the equivalent to planting a forest of 3,000 trees.”<br />

The project was completed in just seven months and has<br />

received national publicity. As well as helping the council to<br />

reduce its carbon emissions, the PV panels will generate a<br />

significant income thanks to a Government incentive scheme<br />

which pays a tariff for renewable energy and, any surplus<br />

electricity that isn’t used, can be sold back to the National Grid.<br />

The local economy has also received a boost with <strong>Wrexham</strong>based<br />

manufacturer, Sharp Solar, providing more than<br />

25,000 panels and 63 local people being employed to work<br />

as installers, tenant liaison offcers, electricians and labourers<br />

since the project began. <strong>Council</strong> tradesmen have also been<br />

trained and many now possess the MCS accreditation, allowing<br />

them to undertake ongoing maintenance of the equipment.<br />
