Air Transport Brown Bag Luncheon—A Dog Fight in the Air: The bale
over inclusion of Aviaon in the EU ETS
On 8 March 2012, the Transport Unit
(TWITR) and the Carbon Finance Unit
(ENVCF) jointly organized a Brown Bag
Lunch on the developments and challeng-­es
of the inclusion of aviaon in the Euro-­pean
Union emission trading scheme (EU
ETS). The event was moderated by Charles
Schlumberger and started with a presenta-­‐
on by Dr. Guenther Hoermandinger,
Counselor of Environment of the European
Union’s Delegaon to Washington.
Dr. Hoermandinger outlined the different
events as well as the factors leading to the
inclusion of aviaon in the EU ETS, which
has been implemented this January. He
explained that due to an unfortunately
slow development of a global aviaon
framework for the reducon of carbon
emissions at the Internaonal Civil Avia-­‐
on Organisaon (ICAO) and significant
growth projecons in the industry, the in-­‐
clusion of aviaon in the EU ETS was cur-­rently
unavoidable. In fact, the EU took
this decision aer ICAO confirmed in 2004
that it would not be in a posion to devel-­op
a global ETS, and it encouraged the de-­velopment
of regional schemes.
The presentaon was followed by an inter-­acve
session touching on various issues
and arguments that have been brought
forward in opposion to this move by the
European Union. These discussions will
hopefully smulate a connued dialogue
on the subject of emissions trading
schemes and carbon finance in the
transport sector, and lead to various fol-­low-up
events.
