According to Freedom House, the hardline clerical establishment also grew<br />

wealthy through its control <strong>of</strong> bonyads, tax-exempt foundations that monopolize<br />

many sectors <strong>of</strong> the economy such as cement and sugar production. Bonyads<br />

receive benefits from the government but are not required to have their budgets<br />

publicly approved.<br />

All government <strong>of</strong>ficials, including cabinet ministers and members <strong>of</strong> the Guardian<br />

Council, Expediency Council, and Assembly <strong>of</strong> Experts, were required to submit<br />

annual financial statements to the state inspectorate. <strong>The</strong>re was no information<br />

available regarding whether these <strong>of</strong>ficials obeyed the law.<br />

Numerous government agencies existed to fight corruption, including the<br />

Anticorruption Headquarters, the Anticorruption Task Force, the Committee to<br />

Fight Economic Corruption, and the General Inspection Organization.<br />

In late January according to media reports, intelligence agents arrested 15<br />

individuals in Karaj, including the mayor and three city council members, under<br />

embezzlement charges. <strong>The</strong> cases <strong>of</strong> the detained were forwarded to the Karaj<br />

public prosecutor, but there was no further information regarding the case at year's<br />

end.<br />

On December 20, the judiciary announced that First Vice President Mohammad<br />

Reza Rahimi would face corruption charges. In April members <strong>of</strong> parliament had<br />

publicly accused Rahimi <strong>of</strong> corruption. Rahimi denied the charges. At year's end<br />

there were no updates about the status <strong>of</strong> the charges, and Rahimi remained in his<br />

position.<br />

<strong>The</strong>re were no developments related to the February 2009 National Audit Office<br />

report that revealed that the Oil Ministry had not returned 1.2 trillion toman ($1.2<br />

billion) in oil revenues to the treasury or to the November 2009 parliamentary<br />

commission's criticism <strong>of</strong> the government's recent privatization efforts, which<br />

concluded that the government essentially gave the national telecommunications<br />

company to the IRGC.<br />

<strong>The</strong>re were no laws providing for public access to government information.<br />
