Montreal WHO/PAHO Collaborating <strong>C<strong>en</strong>tre</strong> for research and training in m<strong>en</strong>tal health<br />

Quebec<br />
(1) In February 2009, Dr. Harnois was invited to repres<strong>en</strong>t the position of the WHO at a<br />
meeting with a team from the Quebec Human Rights Tribunal. He delivered a lecture<br />
<strong>en</strong>titled "M<strong>en</strong>tal health problems and their impact." Also pres<strong>en</strong>t at this confer<strong>en</strong>ce were the<br />
Presid<strong>en</strong>t of the Court of justice, Judge Michèle Rivet; Anne-Marie Laflamme, Professor at<br />
the Faculty of Law, Laval University; Mrs. Louise Forest, users repres<strong>en</strong>tative, and Sylvie<br />
Gagnon, lawyer at the Human Rights Tribunal.<br />
(2) At the request of the Ministry of Health of Quebec, we had a meeting in May <strong>2010</strong> with<br />
the delegation of the Committee on Social Affairs of the National Assembly of France, which<br />
focused on the Québec model of m<strong>en</strong>tal health interv<strong>en</strong>tions at work to repres<strong>en</strong>t the<br />
position of the WHO on the subject. On this occasion, Dr Gaston Harnois gave a pres<strong>en</strong>tation<br />
on psychosocial risks at work.<br />
Integrating M<strong>en</strong>tal Health into Primary Care<br />
The WHO has chos<strong>en</strong> the theme of primary health care for its World Health Report for <strong>2008</strong>.<br />
(1) International Confer<strong>en</strong>ce<br />
"Integrating M<strong>en</strong>tal Health into Primary Care"<br />
Several <strong>report</strong>s, including the one we wrote in 2005 about the lack of integration of m<strong>en</strong>tal<br />
health services at primary care level in Mexico, led the Division of M<strong>en</strong>tal Health of WHO to<br />
address the issue and to undertake the writing a paper <strong>en</strong>titled “Integrating m<strong>en</strong>tal health<br />
into primary care: a global perspective”in collaboration with the World Association of Family<br />
Doctors (Wonca).<br />
The international confer<strong>en</strong>ce and the North American launch of the <strong>report</strong> of the WHO and<br />
WONCA held by our collaborating c<strong>en</strong>ter and held at the Douglas <strong>Institut</strong>e in November <strong>2008</strong><br />
was a resounding success. The confer<strong>en</strong>ce was att<strong>en</strong>ded by Dr. Jorge J. Rodríguez (PAHO),<br />
Dr Michelle Funk (0ms), Dr. Gabriel Ivbijaro (WONCA) and Dr. Jean-Luc Roelandt (WHO <strong>CC</strong>,<br />
France) and Dr. André Delorme and others. Subsequ<strong>en</strong>tly, we received very positive reviews<br />
about the cont<strong>en</strong>t and conduct of this confer<strong>en</strong>ce from Dr. André Delorme, chief of m<strong>en</strong>tal<br />
health at the Quebec Ministry of Health.<br />
(2) Quebec<br />
Our <strong>C<strong>en</strong>tre</strong> was asked to att<strong>en</strong>d the Bi-annual m<strong>en</strong>tal health Days in May 2009, organized by<br />
the Ministry of Health and focusing on the role of primary care in m<strong>en</strong>tal health. Dr. Harnois<br />
pres<strong>en</strong>ted on this occasion the "Perspectives of the WHO on the integration of m<strong>en</strong>tal health<br />
at the primary health care level." The confer<strong>en</strong>ce attracted 200 guests and participants.<br />

Policies and M<strong>en</strong>tal Health Systems<br />
In rec<strong>en</strong>t years, our collaborating c<strong>en</strong>ter has developed expertise on the processes involved<br />
in the drafting and implem<strong>en</strong>tation of policies in m<strong>en</strong>tal health. As a result, and at the<br />
