Abstract:<br />

In 2010 Ch<strong>in</strong>a was the world’s fourth largest filer of patent applications. This followed a<br />

decade of unprecedented <strong>in</strong>creases <strong>in</strong> <strong>in</strong>vestment <strong>in</strong> skills and Research and Development.<br />

If current trends cont<strong>in</strong>ue Ch<strong>in</strong>a could rank first <strong>in</strong> the very near future. We provide<br />

evidence that the growth <strong>in</strong> Ch<strong>in</strong>ese patent<strong>in</strong>g activity has been accompanied by a growth <strong>in</strong><br />

Ch<strong>in</strong>ese <strong>in</strong>ventors creat<strong>in</strong>g technologies that are near to the science base.<br />

Part of the success of Ch<strong>in</strong>a has been to attract the <strong>in</strong>vestment of foreign mult<strong>in</strong>ationals.<br />

This is also true for a number of other Emerg<strong>in</strong>g Economies. Europe’s largest mult<strong>in</strong>ational<br />

firms <strong>in</strong>creas<strong>in</strong>gly file patent applications that are based on <strong>in</strong>ventor activities located <strong>in</strong><br />

emerg<strong>in</strong>g economies, often work<strong>in</strong>g alongside <strong>in</strong>ventors from the firm’s home country.<br />
