likely to <strong>in</strong>teract and share tacit knowledge. However, there is evidence that knowledge<br />

flows across national borders (Branstetter (2006), Iwasi and Odagiri (2004) and S<strong>in</strong>gh<br />

(2006)) and that knowledge is less restricted by distance than was the case 20 years ago<br />

(Griffith, Lee and Van Reenen (2011)).<br />

It is also the case that <strong>in</strong>novation is not a zero sum game – that more research is be<strong>in</strong>g<br />

carried out <strong>in</strong> Ch<strong>in</strong>a does not imply that less will be undertaken <strong>in</strong> the West. Abramovsky,<br />

Griffith and Miller (2011) directly consider the impact of firms <strong>in</strong>creas<strong>in</strong>g offshore <strong>in</strong>ventors<br />

on the number of <strong>in</strong>ventors located <strong>in</strong> the home country and f<strong>in</strong>d no evidence of a negative<br />

effect. Indeed, it might be expected that there are more synergies <strong>in</strong> the creation of new<br />

technologies than new goods or services such that an <strong>in</strong>crease <strong>in</strong> knowledge output <strong>in</strong> Ch<strong>in</strong>a<br />

compliments, rather than substitutes for, knowledge created <strong>in</strong> the West.<br />

<strong>The</strong> challenges for Western governments may not relate to devis<strong>in</strong>g policies to deter<br />

<strong>in</strong>vestment <strong>in</strong> emerg<strong>in</strong>g economies, but to foster<strong>in</strong>g a highly skilled workforce that is able to<br />

both compete for and engage collaboratively <strong>in</strong> tomorrow’s breakthroughs and that is<br />

flexible enough to adjust to chang<strong>in</strong>g conditions.<br />
