The key points to make about these figures are:
Metropolitan trains
––– The metropolitan train operators earned bonuses for a substantial improvement in on-time running and reduced
cancellations compared to the Government’s targets. For the four months since franchising, net incentive
payments to the metropolitan train operators have totalled $1.9 million.
V/Line Passenger and trams
––– V/Line Passenger and the tram operators each paid penalties to the Government since the Operational
Performance Regime came into effect at the end of August 1999. While service delivery by these operators has
generally been better than the average performance during 1998, it has not yet consistently exceeded the
targets established by government.
