DRAFT MINUTES ANNUAL MEETING OF MEMBERS AND 2011-2012 BOARD OF DIRECTORS MEETING FRIDAY, JUNE 24 AND SATURDAY, JUNE 25, 2011 OMNI FORT WORTH HOTEL; FORT WORTH, TX PAGE 10 XX. WASHINGTON UPDATE. Ms. Wesling introduced Congressman Michael Conaway, who represents the 11 th Congressional District of Texas consisting of 36 counties in central and west Texas including Midland, Odessa and San Angelo. Mr. Conaway provided a detailed update on where our country is today and where it is headed in terms of budget, entitlements and debt. XXI. REPORT FROM BUSINESS & INDUSTRY (B&I) COMMITTEE. Bill Moss, Chair of the B&I Committee, discussed the difficulties that the committee has encountered with this diverse segment of the TSCPA. Many surveys have been sent to the B&I members to get input about their wants and needs. The charge of the committee is to explore and make recommendations regarding the specific needs of members in business, industry and government, focusing on members’ ability to provide services to their employers and enhancing their professional careers. Mr. Moss discussed the initiatives that the committee has undertaken, after studying survey results and holding various town hall meetings for several years, including, but not limited to, the following: � There is a B&I section on the TSCPA web site which includes “neighborhoods” on education, energy, government, healthcare and a functional group titled, “CFOs;” � A network of volunteers exists within the neighborhoods who are willing to answer questions or find the answers to questions; � A virtual tour exists on the web site for ease of using the B&I section; � A tool for switching from public practice to industry exists, a distinct process which aids in the transition for members; � There is a B&I LinkedIn group; � Roundtable discussions are held at town hall meetings; � A B&I member is highlighted on a quarterly basis; � A B&I e-newsletter exists titled “E-ssentials;” and � There are Webinars from conferences/seminars for providing CPE to B&I members. XXII. LEGISLATIVE REPORT. Leroy Bolt, Chair of the Legislative Advisory Committee (LEC) and Bob Owen, Managing Director, Regulation and Legislation, co-reported on the 82 nd Session of the Texas Legislature. The TSCPA went into the Session with four specific agenda items which were approved by the TSCPA Executive Board (EB) at its November, 2010, meeting:
DRAFT MINUTES ANNUAL MEETING OF MEMBERS AND 2011-2012 BOARD OF DIRECTORS MEETING FRIDAY, JUNE 24 AND SATURDAY, JUNE 25, 2011 OMNI FORT WORTH HOTEL; FORT WORTH, TX PAGE 11 � Oppose sales taxes on professional services; � Fifth-year scholarship funding; � Changes to the Accountancy Act; and � Sunset review. Success was achieved on two of the agenda items, namely, opposition to sales taxes on professional services and transferring fifth-year scholarship funds to the TSBPA; however, the bill proposing changes to the Accountancy Act “died” and sunset review remained as it was at the beginning of the Session. The goal was to consolidate the two sunset reviews into one year. Mr. Bolt reported in detail on the successes of the TSCPA agenda. Mr. Owen reported on the two TSCPA agenda items that were not passed in the Legislature. He also reported on budgeting and redistricting and other bills that were proposed and the outcome. Mr. Owen thanked the members of the LEC, the Legislative Advisory Executive Committee, the Legislative Regional Coordinators, Key Persons, bill reviewers, State Taxation Committee members and the TSCPA CPA-PAC committee members and PAC contributors for their efforts in preparing for the Legislative Session. In closing, Mr. Owen encouraged everyone to contribute to the PAC because the Legislative Sessions begin with fundraising and fundraising is critical for TSCPA’s voice to be heard in the Legislature. XXIII. OUTSTANDING CHAPTER AWARDS. Tal Glenn, chair of the Chapter Coordinating Steering Sub-Committee, explained the selection process for chapter awards, recognized all the members for their hard work and presented the 2010-11 Outstanding Chapter Awards to the following chapters: Small Chapter: San Angelo Chapter Doug Terrell, President Medium Chapter: Corpus Christi Chapter Tee Bowman, President Mr. Glenn overviewed the 2010-2011 reports received from the winning chapters. He thanked all of the chapters for all that they do during the year.
