New office supplies deal to save <strong>Government</strong> over<br />

£18 million a year and help the environment<br />

As part of the continuing drive to maximise the buying power of <strong>Government</strong>,<br />

today the Minister for the <strong>Cabinet</strong> Office, Francis Maude, announced two new<br />

contracts for office supplies which are expected to deliver savings of over £18<br />

million a year.<br />

All Central <strong>Government</strong> Departments will now use the new centrally managed<br />

deal for Office Supplies and will pay the same price for items such as pens<br />

and paper, bringing to an end the days where Departments pay different<br />

prices for the same items. A significant number of wider public sector<br />

organisations also decided to participate in this tender exercise.<br />

Savings of between 12-29% are expected with the two new Office Supplies<br />

contracts which will be managed by HMRC on behalf of <strong>Government</strong><br />

<strong>Procurement</strong>. The number of catalogue line items has been rationalised from<br />

15,000 to 3,500 with scope to reduce this even further and generate more<br />

savings. The suppliers will be incentivised to work with <strong>Government</strong><br />

Departments to identify further items to remove and further rationalise the list.<br />

The new contracts will make available environmentally friendly, recycled<br />

stationery and toners, and for the first time ever, the unique ‘Closed Loop’<br />

recycling solution. This contract will be used across all Central <strong>Government</strong><br />

Departments providing secure document shredding and enabling them to<br />

recycle and reuse their own waste paper. The Closed Loop solution is already<br />

used by HMRC and The Ministry of Justice and is expected to reduce their<br />

paper costs by £500,000 per annum.<br />

Francis Maude said:<br />

“These contracts will bring an end to the ludicrous practice of one department<br />

buying office equipment at one price whilst another buys the same items at a<br />

totally different price – all central government departments and quite a few<br />

public authorities will buy through this contract. I know it’s not glamorous to<br />

talk about savings made by procuring pens and paper, but centralising our<br />

procurement in areas like this will save the <strong>Government</strong>, and therefore<br />

taxpayers millions of pounds.”<br />

“The contracts will not only deliver significant savings but environmental<br />

benefits too by ensuring <strong>Government</strong> Departments move to using recycled<br />

paper and recycled toner cartridges. The Closed Loop initiative makes sense<br />

as it will allow us to recycle and re-use our own waste paper. I’m particularly<br />

excited about this, because if we can generate enough business through this<br />

model and garner private investment, then the opportunity exists for the<br />

creation of a paper recycling mill in the UK, where none exists today.”<br />

These results demonstrate the procurement reform strategy is delivering as<br />

“The partnership approach we will take with suppliers will deliver immediate<br />

savings by aggregating department volumes through a consolidated supply<br />

base as set out within the <strong>Government</strong>’s Efficiency Review. In line with the<br />

<strong>Government</strong>’s procurement agenda a significant proportion of the goods and<br />

services supplied under this contract will be sourced from UK SMEs.”<br />

1. The office solution contract has been awarded in two lots:<br />

o Lot 1 includes Office Stationery, Office Paper, Janitorial Goods, Small Office<br />

The <strong>Government</strong> Office Supplies Contract (<strong>GOSC</strong>) has been designed to<br />

deliver significant cost-savings for your organisation. It offers:<br />

What is <strong>GOSC</strong><br />

<strong>GOSC</strong> consolidates the public sector’s buying power and<br />

reduces transaction costs. It is expected to deliver savings<br />

of up to 25% or £18 million a year across government.<br />

Lot 1 of <strong>GOSC</strong> was awarded to Banner Business <strong>Service</strong>s<br />

Limited; Lot 2 was awarded to XMA Limited, following a<br />

competitive tender process that included an electronic<br />

reverse auction.<br />

<strong>Why</strong> is <strong>GOSC</strong> important<br />

<strong>GOSC</strong> was created following the review of central<br />

government expenditure by Sir Philip Green in October<br />

2010. This revealed that many departments were paying<br />

very different prices for the same items and over 80<br />

different contractual agreements were in place - 80% of<br />

which were with just 5 suppliers. The review echoed the<br />

views of the central government Commercial Directors,<br />

who were keen to transform office supplies purchasing<br />

as part of the procurement reform strategy to deliver<br />

savings for the public purse.<br />

<strong>GOSC</strong> is critical to this transformation. For the first time,<br />

all central government departments are mandated to<br />

aggregate their purchasing power by using a single<br />

contract for office supplies.<br />

Who can use <strong>GOSC</strong><br />

<strong>GOSC</strong> is available for use by users of the legacy HMRC<br />

and MoD Frameworks. In addition, all central government<br />

departments, their Arm’s Length Bodies (ALBs) and<br />

many other named non-departmental bodies, executive<br />

agencies and wider public sector organisations are<br />

eligible to join it.<br />

What products are available under <strong>GOSC</strong><br />

<strong>GOSC</strong> offers a catalogue of 1,300 core (Green Route)<br />

product lines, which are compliant with the DEFRA<br />

<strong>Government</strong> Buying Standards. These products<br />

represent excellent value and should cater for the<br />

majority of needs throughout the public sector. A full<br />

colour catalogue is available featuring the complete<br />

Green Route range. There are further Red Route product<br />

lines that are available if you require an item not included<br />

in the core product list. The core list includes a significant<br />

number of environmentally friendly products. The 2012<br />

<strong>GOSC</strong> delivers a consolidated purchasing process which will reduce the<br />

overall costs of your organisation’s office supplies.<br />

Demand rationalisation<br />

<strong>Government</strong> <strong>Procurement</strong> <strong>Service</strong> (GPS) has produced a<br />

rationalised product list to meet the day-to-day office<br />

needs of central government and the wider public sector.<br />

This is in response to the review of central government<br />

expenditure, which revealed that some departments were<br />

paying up to 89% more than others. Spend data was<br />

analysed across all Framework agreements, and product<br />

demand and usage evaluated.<br />

Price stability<br />

<strong>GOSC</strong> offers a single price across <strong>Government</strong> which is<br />

monitored and assured as part of<br />

ongoing contract management.<br />

To ensure price stability, every<br />

product in the catalogue has a<br />

one-year price hold until<br />

31st August 2012. Variations after<br />

the first year will occur annually and<br />

will be capped at 2% or RPIX– 2%, whichever is the<br />

greater. This ensures price stability across the complete<br />

four-year term.<br />

Ethical procurement<br />

We actively encourage our suppliers to implement<br />

environmental management systems, and every product in<br />

this contract is fully compliant with our ethical<br />

procurement policy.<br />

Supporting the SME agenda<br />

<strong>GOSC</strong> supports the SME agenda. Some 76 SME suppliers<br />

are now used for the products contained within the<br />

<strong>Government</strong> Office Supplies catalogue, which equates to<br />

58% of the Banner supplier base for this contract. SME<br />

suppliers are also used for other contract-related work<br />

such as the production of the paper catalogue.<br />

Rewarding efficient procurement<br />

For much of the public sector <strong>GOSC</strong><br />

represents a new, more efficient model of<br />

procurement. Transactional and delivery<br />

charges are calculated separately and then<br />

added to the cost of products. Organisations<br />

which select the most efficient methods of<br />

ordering and delivering will be rewarded with<br />

lower “service wrap” charges, as explained<br />

Weekly deliveries<br />

Banner can provide a scheduled<br />

weekly delivery on a fixed day for<br />

each of your offices. This solution is<br />

the most efficient and is rewarded<br />

with a reduced service wrap charge.<br />

All orders for your office will be<br />

consolidated into one delivery.<br />

Each requisitioner will receive a<br />

separate despatch note. Banner<br />

can receive multiple orders from<br />

you throughout the week and<br />

securely hold them on our system<br />

Office Supplies and Copier Paper Case Study<br />

Demand management: spend management<br />

Background<br />

For many years, central government<br />

and the wider public sector have had a<br />

choice of Office Supplies Frameworks<br />

available to them, or alternatively could<br />

always decide to tender a direct<br />

contract alone. This resulted in over 83<br />

different contractual vehicles – 80% of<br />

which were with just 5 suppliers. The<br />

review of central government<br />

expenditure by Sir Philip Green<br />

highlighted this in October 2010,<br />

demonstrating that most departments<br />

were also paying very different prices<br />

for the same items.<br />

The review echoed the views of the<br />

central government Commercial<br />

Directors, who were keen to transform<br />

office supplies purchasing as part of<br />

the procurement reform strategy to<br />

deliver savings for the public purse. The<br />

timing of the exercise was<br />

opportunistic with two legacy<br />

frameworks – the HMRC Collaborative<br />

Framework and the Ministry of Defence<br />

Framework - expiring within a few<br />

months of each other.<br />

The challenge<br />

For many organisations the challenge is<br />

the same. Spend cannot be managed<br />

and reduced if they don’t know what<br />

their staff are buying. While many<br />

departments had detailed management<br />

information, centralised data was not<br />

available to government as<br />

departments were acting<br />

independently.<br />

Different cultures also existed<br />

within central government. Some<br />

departments were operating effective<br />

demand management programmes<br />

or efficient and sustainable delivery<br />

solutions but for no additional<br />

benefit. Others provided staff with<br />

access to thousands of products and<br />

brand names that resulted in<br />

premium charges.<br />

Obtaining commitment from central<br />

government was critical to deliver the<br />

objectives of the reform strategy.<br />

However, more than 150 wider public<br />

sector organisations used the existing<br />

Frameworks to benefit from the buying<br />

power of the larger departments, all of<br />

whom needed a compliant and<br />

sustainable purchasing route.<br />

The solution<br />

On 1st September 2011, the first<br />

<strong>Government</strong> Office Supplies Contract<br />

(<strong>GOSC</strong>) was launched, led by HMRC on<br />

behalf of <strong>Government</strong> <strong>Procurement</strong><br />

<strong>Service</strong>. For the first time, central<br />

government aggregated its volumes to<br />

leverage its buying power into a single<br />

contract. <strong>Government</strong> <strong>Procurement</strong><br />

<strong>Service</strong> conducted a “deep dive”<br />

exercise to collate spend data from<br />

suppliers for all of its Frameworks to<br />

produce a single government catalogue<br />

approved product listing.<br />

After a competitive quality tender and<br />

e-auction price evaluation, the Contract<br />

for Office Stationery, Office Paper,<br />

Closed Loop, Janitorial Products and<br />

Small Office Machines was awarded to<br />

Banner Business <strong>Service</strong>s Limited.<br />

Electronic Office Supplies was awarded<br />

to XMA.<br />

As the sole supplier to the users of the<br />

HMRC Collaborative Framework,<br />

Banner has been a trusted provider to<br />

many central government and wider<br />

public sector organisations for several<br />

years, delivering continued savings,<br />

efficiencies, rationalisation and<br />

demand management programmes as<br />

well as launching a unique Closed Loop<br />

price hold until 31st August 2012.<br />

Variations after the first year are<br />

capped at 2% or RPIX – 2%, whichever<br />

is the greater – meaning little price<br />

movement over the four-year term.<br />

Banner has had proven experience in<br />

demand managing requirements to fitfor-purpose<br />

alternatives for HMRC and<br />

the users of its Framework. In<br />

FY10/11 versus FY09/10, HMRC and<br />

Banner worked in partnership to<br />

achieve a 47% saving for office<br />

stationery alone, equivalent to<br />

£1,328,627.<br />

Importantly, every organisation pays an<br />

equal price (ex-works) for every item<br />

supplied under <strong>GOSC</strong>.<br />

In the first month of purchasing under<br />

<strong>GOSC</strong>, savings of 92% were offered to<br />

the MoD by switching Red Route<br />

requests to alternatives on the<br />

<strong>Government</strong> Catalogue.<br />

SMEs comprise 58% of the Banner<br />

supply chain for the government<br />

catalogue. It is vital for the economy<br />

that SMEs continue to have the<br />

opportunity to supply goods for central<br />

government and the wider public sector.<br />

Filing and storage- Storage boxes<br />

Organisations such as CAFCASS,<br />

Tenant <strong>Service</strong>s Authority, The Coal<br />

Authority and Royal Hospital Chelsea<br />

have immediately saved 10% on<br />

service wrap charges by implementing<br />

scheduled deliveries, rather than<br />

requesting goods for next day delivery.<br />

The future<br />

There is enormous potential to achieve<br />

much under this contract, and Banner<br />

will continue to work with HMRC to<br />

deliver further value to all of the<br />

organisations under <strong>GOSC</strong>. The further<br />

potential to rationalise and aggregate<br />

more volume onto fewer lines will<br />

provide opportunities to achieve<br />

better product prices.<br />

Banner will assist with the<br />

implementation of efficient practices,<br />

such as electronic invoicing, scheduled<br />

deliveries and order consolidation.<br />

This will deliver further efficiencies<br />

and savings.<br />

The Closed Loop copier paper and paper<br />

waste recycling solution is exciting for<br />

Banner and HMRC to deliver to<br />

government. The majority of Central<br />

<strong>Government</strong> Departments have now<br />

joined or are actively engaged in the<br />

Closed Loop Initiative, including<br />

Department for Business Innovation<br />

and Skills, Ministry of Justice,<br />

Department for Culture Media and<br />

Sport and the Department for Energy<br />

and Climate Change.<br />

<strong>GOSC</strong>faq’s<br />

Q. What is <strong>GOSC</strong><br />

A. <strong>GOSC</strong> is the new <strong>Government</strong> Office Supplies Contract,<br />

launched on 1 st September 2011. It is part of the new<br />

centralised procurement model intended to transform how<br />

government buys common goods and services through<br />

centralised category management, standardisation of<br />

specification and aggregation of spend.<br />

Q. Who can access the contract<br />

A. The contract is to be used by all central government<br />

departments including their executive agencies and non<br />

departmental public bodies. It can also be used by the<br />

wider public sector. There are over 180 organisations<br />

across Central <strong>Government</strong> and the Wider Public Sector<br />

who are actively using <strong>GOSC</strong> with more engaged with<br />

Implementation activities.<br />

Q. What is included in the contract<br />

A. The <strong>GOSC</strong> is divided into two product groups.<br />

Product Group 1, supplied by Banner, includes the supply<br />

and delivery of:<br />

• Office stationery (pens, pencils, desktop accessories etc.)<br />

• Office paper (office photocopying and printing paper)<br />

• Small office machines (label making machines, paper<br />

shredding machines, laminators etc.)<br />

• Janitorial products (a limited range intended for general<br />

office use)<br />

• Provision of a Closed Loop solution for paper recycling<br />

(involving the collection of waste paper, recycling of waste<br />

paper and supply of recycled paper)<br />

Product Group 2, supplied by XMA, includes the supply<br />

and delivery of:<br />

• Electronic office consumables (fax and printer<br />

toner/ink jet cartridges etc.)<br />

• EOS cartridge collection, remanufacturing<br />

and recycling services<br />

Product group 2 is for a period of two years,<br />

with an option to extend for a<br />

further 2 x 12 month periods.<br />

Q. What benefits and features will<br />

<strong>GOSC</strong> deliver for my organisation<br />

A. The benefits and features of <strong>GOSC</strong> are:<br />

• Aggregated volumes of all central<br />

government spend with expected savings of<br />

between 10% and 25% across government<br />

• 2 suppliers<br />

• Volume bound contracts<br />

• One product price for government<br />

• Delivery of cashable savings of 10 – 25% through the<br />

aggregation and leverage of central government spend<br />

for office supplies<br />

• Rationalised product list of 1,300 items will improve<br />

efficiency<br />

• Sustainable green products, recycled copier papers and<br />

remanufactured ink cartridges<br />

Q. Can we purchase from other sources and are we<br />

committed to using this contract<br />

A. The use of this contract has been mandated for all<br />

central government departments, their executive agencies<br />

and non departmental public bodies (as existing contracts<br />

end). <strong>GOSC</strong> is the only route to purchase items within<br />

scope of this contract.<br />

require how do I purchase this item<br />

A. We recognise that from time to time other products that<br />

are not on the <strong>Government</strong> Catalogue will be required. In<br />

this event customers can obtain these products via an<br />

alternative ordering process called ‘Red Route’.<br />

Q. How do I order<br />

A. You can order in a number of different ways, via the<br />

<strong>Government</strong> eMarketplace, online at banner-online.biz, or<br />

through your own online system. Alternatively you can call<br />

your Customer <strong>Service</strong> team on 0845 124 9536.<br />

Q. Can we be set up on Banner online<br />

A. Yes, please speak to your Account Manager who will be<br />

happy to discuss whether this is the right option for you.<br />

Q. When will the catalogue be available<br />

A. The new <strong>Government</strong> Catalogue will be available in<br />

autumn 2012.<br />

Q. If needed, can I have next day delivery<br />

A. Yes, next day delivery is available; however less frequent<br />

deliveries incur lower service charges.<br />

Q. Are deliveries made to desktop<br />

A. Yes, desktop deliveries are available; however other<br />

delivery options incur lower service charges.<br />

Q. How do I raise a return<br />

A. Returns are accepted for faulty products or incorrectly<br />

delivered orders. In these instances, please contact your<br />

Customer <strong>Service</strong> team on 0845 124 9536.<br />

Q. Can the despatch notes be on the outside of<br />

boxes<br />

A. Unfortunately this is not possible, if you require further<br />

information with regard to deliveries please speak to your<br />

Account Manager and we will seek to provide a solution.<br />

Q. Will Red Route products be reviewed and moved<br />

to core at a reduced price<br />

A. The objective of <strong>GOSC</strong> is to have a rationalised<br />

<strong>Government</strong> Catalogue – so we are not looking to expand<br />

the list, but rationalise it further where possible to<br />

aggregate demand onto a fewer number of products.<br />

HMRC will periodically review spend across Core and Non-<br />

Core to determine whether items are to be both added and<br />

removed.<br />

Where there is high volume demand, Banner can propose an<br />

improved net price for a Red Route item through the formal<br />

sign off process.<br />

Q. Where do I obtain MI from<br />

A. GPS and HMRC are provided with a complete set of MI<br />

on or around the 7th of each month. Central <strong>Government</strong><br />

Departments are provided with a dashboard, giving an<br />

overview of their spend. All remaining organisations will be<br />

offered their MI through HMRC's Shared Workspace<br />

solution.<br />

Q. What is Closed Loop<br />

A. Closed Loop is a process whereby Banner collects your<br />

paper waste and recycles it into 100% recycled copier<br />

paper which we then sell back to you.<br />

Q. <strong>Why</strong> is Closed Loop paper not white<br />

A. Closed Loop paper is a recycled paper made out of your<br />

paper waste. It is produced without the use of bleach or<br />

harsh chemicals. For those organisations requiring a<br />

brighter paper, an alternative is available on the Core list -<br />

Banner Recycled High White - Product Code 9153002.<br />
