News Release
CAB 177/11 4 August 2011
New office supplies deal to save Government over
£18 million a year and help the environment
As part of the continuing drive to maximise the buying power of Government,
today the Minister for the Cabinet Office, Francis Maude, announced two new
contracts for office supplies which are expected to deliver savings of over £18
million a year.
All Central Government Departments will now use the new centrally managed
deal for Office Supplies and will pay the same price for items such as pens
and paper, bringing to an end the days where Departments pay different
prices for the same items. A significant number of wider public sector
organisations also decided to participate in this tender exercise.
Savings of between 12-29% are expected with the two new Office Supplies
contracts which will be managed by HMRC on behalf of Government
Procurement. The number of catalogue line items has been rationalised from
15,000 to 3,500 with scope to reduce this even further and generate more
savings. The suppliers will be incentivised to work with Government
Departments to identify further items to remove and further rationalise the list.
The new contracts will make available environmentally friendly, recycled
stationery and toners, and for the first time ever, the unique ‘Closed Loop’
recycling solution. This contract will be used across all Central Government
Departments providing secure document shredding and enabling them to
recycle and reuse their own waste paper. The Closed Loop solution is already
used by HMRC and The Ministry of Justice and is expected to reduce their
paper costs by £500,000 per annum.
Francis Maude said:
“These contracts will bring an end to the ludicrous practice of one department
buying office equipment at one price whilst another buys the same items at a
totally different price – all central government departments and quite a few
public authorities will buy through this contract. I know it’s not glamorous to
talk about savings made by procuring pens and paper, but centralising our
!"#$%&&'(')*
procurement in areas like this will save the Government, and therefore
taxpayers millions of pounds.”
“The contracts will not only deliver significant savings but environmental
benefits too by ensuring Government Departments move to using recycled
paper and recycled toner cartridges. The Closed Loop initiative makes sense
as it will allow us to recycle and re-use our own waste paper. I’m particularly
excited about this, because if we can generate enough business through this
model and garner private investment, then the opportunity exists for the
creation of a paper recycling mill in the UK, where none exists today.”
John Collington Government’s Chief Procurement Officer, said:
“These contracts are the first of many we will source and manage of behalf of
Departments, where Governments buying power is being better leveraged.
These results demonstrate the procurement reform strategy is delivering as
planned.”
David Thomas, Commercial Director of HMRC, (who led the sourcing activity
on behalf of Government Procurement), said:
“The partnership approach we will take with suppliers will deliver immediate
savings by aggregating department volumes through a consolidated supply
base as set out within the Government’s Efficiency Review. In line with the
Government’s procurement agenda a significant proportion of the goods and
services supplied under this contract will be sourced from UK SMEs.”
Notes to editors
1. The office solution contract has been awarded in two lots:
o Lot 1 includes Office Stationery, Office Paper, Janitorial Goods, Small Office
Machines and the unique Closed Loop Service solution and has been
awarded to Banner Business Services, owned by Office2Office.
o Lot 2 includes Electronic Office Consumables and has been awarded to XMA
Limited.
2. Government Procurement, led from the Cabinet Office, will build on existing
Government provided operations to deliver sustainable cost savings for Central
Government departments, streamline current procurement processes and invest in
Civil Service procurement staff. This includes negotiating contracts for widely used
goods and services for the whole of Government at a single, better price, ending the
signing of expensive deals by individual departments.
Service Introducing wraps GOSC
The Government Office Supplies Contract (GOSC) has been designed to
deliver significant cost-savings for your organisation. It offers:
• Low prices on popular core products
• Price stability for up to 4 years
• Choice of delivery options
• Variety of ordering and invoicing methods
• Our innovative Closed Loop solution
• Excellent UK-based Customer Service
What is GOSC
GOSC consolidates the public sector’s buying power and
reduces transaction costs. It is expected to deliver savings
of up to 25% or £18 million a year across government.
Lot 1 of GOSC was awarded to Banner Business Services
Limited; Lot 2 was awarded to XMA Limited, following a
competitive tender process that included an electronic
reverse auction.
Why is GOSC important
GOSC was created following the review of central
government expenditure by Sir Philip Green in October
2010. This revealed that many departments were paying
very different prices for the same items and over 80
different contractual agreements were in place - 80% of
which were with just 5 suppliers. The review echoed the
views of the central government Commercial Directors,
who were keen to transform office supplies purchasing
as part of the procurement reform strategy to deliver
savings for the public purse.
GOSC is critical to this transformation. For the first time,
all central government departments are mandated to
aggregate their purchasing power by using a single
contract for office supplies.
Who can use GOSC
GOSC is available for use by users of the legacy HMRC
and MoD Frameworks. In addition, all central government
departments, their Arm’s Length Bodies (ALBs) and
many other named non-departmental bodies, executive
agencies and wider public sector organisations are
eligible to join it.
What products are available under GOSC
GOSC offers a catalogue of 1,300 core (Green Route)
product lines, which are compliant with the DEFRA
Government Buying Standards. These products
represent excellent value and should cater for the
majority of needs throughout the public sector. A full
colour catalogue is available featuring the complete
Green Route range. There are further Red Route product
lines that are available if you require an item not included
in the core product list. The core list includes a significant
number of environmentally friendly products. The 2012
Banner Green Guide is now available at www.banneronline.biz
and features the complete Globe & Tick
range.
The Green Route catalogue
A wide range of office stationery items are included in
the Green Route to provide for your organisation’s
everyday needs. The catalogue contains a variety of
office essentials, envelopes, notebooks, pens, filing
products and more. A selection of office and specialist
papers is available including a good choice of recycled
paper options.
The Green Route also provides small office machines
including shredders, telephones, dictation and projection
equipment. A wide range of janitorial, washroom, first aid
and FM products are also available.
The contract will not only
deliver significant savings but
environmental benefits too.
Benefits of GOSC
GOSC delivers a consolidated purchasing process which will reduce the
overall costs of your organisation’s office supplies.
Demand rationalisation
Government Procurement Service (GPS) has produced a
rationalised product list to meet the day-to-day office
needs of central government and the wider public sector.
This is in response to the review of central government
expenditure, which revealed that some departments were
paying up to 89% more than others. Spend data was
analysed across all Framework agreements, and product
demand and usage evaluated.
GOSC rationalises the product listing, leverages the
government’s buying power and delivers best value for
the public sector.
Price stability
GOSC offers a single price across Government which is
monitored and assured as part of
ongoing contract management.
To ensure price stability, every
product in the catalogue has a
one-year price hold until
31st August 2012. Variations after
the first year will occur annually and
will be capped at 2% or RPIX– 2%, whichever is the
greater. This ensures price stability across the complete
four-year term.
Ethical procurement
We actively encourage our suppliers to implement
environmental management systems, and every product in
this contract is fully compliant with our ethical
procurement policy.
Supporting the SME agenda
GOSC supports the SME agenda. Some 76 SME suppliers
are now used for the products contained within the
Government Office Supplies catalogue, which equates to
58% of the Banner supplier base for this contract. SME
suppliers are also used for other contract-related work
such as the production of the paper catalogue.
Rewarding efficient procurement
For much of the public sector GOSC
represents a new, more efficient model of
procurement. Transactional and delivery
charges are calculated separately and then
added to the cost of products. Organisations
which select the most efficient methods of
ordering and delivering will be rewarded with
lower “service wrap” charges, as explained
in the following section.
Environmentally responsible
Our Globe & Tick accreditation scheme offers a quick and
easy way to select environmentally preferred products;
Our innovative Closed Loop solution allows you to recycle
100% of your paper waste back into copier paper for you
to use again and again. It offers cost savings, guaranteed
security of your paper waste and a reduced environmental
impact. See p10 for more details.
Flexible service
GOSC offers you flexibility, so you can choose the right operational
solution for your organisation.
All products are priced at an “Ex-Works” price, to which an additional percentage is added for the “Transactional Model” and
“Service Wrap” that you require. A combination of electronic ordering and weekly deliveries offers the most cost-effective
and efficient solution, as shown in the table below:
Banner provides a web-based
ordering solution via
www.banner-online.biz,
designed to make ordering
fast and simple.
Customer solutions
Banner has significant experience
integrating with customer-specific
solutions, including SAP and Oracle
platforms and implementing
punch-out solutions.
Manual trading
We understand that some
departments will not be able to
order electronically, and can
provide alternative manual
solutions including email and fax.
Banner has a dedicated customer
service team who can receive
telephone orders where none of
the options listed are suitable.
However this is not a preferred
method of ordering as it will not
provide us with an audit trail of
your request.
Manual solutions will also be
offered as a Business Continuity
Plan for any organisations ordering
electronically that may experience
a technical fault.
7
Delivery options
The contract has been designed so you can select the delivery method
that is right for you, whilst rewarding those customers who select the
most efficient method.
Weekly deliveries
Banner can provide a scheduled
weekly delivery on a fixed day for
each of your offices. This solution is
the most efficient and is rewarded
with a reduced service wrap charge.
All orders for your office will be
consolidated into one delivery.
Each requisitioner will receive a
separate despatch note. Banner
can receive multiple orders from
you throughout the week and
securely hold them on our system
for fulfilment and dispatch on your
designated delivery day. Scheduled
fortnightly and monthly deliveries
for smaller offices can also be
provided, should this be required.
All deliveries will be made to a
single designated delivery point at
your office, either the loading bay
or reception.
Twice weekly deliveries
If your department requires more
frequent deliveries, a twice
weekly schedule is available, for
example every Tuesday and
Thursday. In all other ways this
service is provided as detailed in
the weekly deliveries above.
Multi-drop or desktop deliveries
For large sites, we can deliver your
goods to multiple locations within
a site. We can also deliver to
requisitioner’s desks within a
single location. All our drivers are
uniformed, security-cleared and
carry photographic identification
at all times. Charges for this
option are higher.
Next day deliveries
Banner has been working with
customers to implement scheduled
services which enable us to plan
workloads more effectively, reducing
the number of vehicles required to be
on the road. This provides both cost
and environmental benefits, and
government support of this initiative
is very important. Next day
deliveries are available, but incur
higher charges.
Additional delivery options
Additional delivery options are
available, including overseas
deliveries. Further details can
be provided, upon request.
Dedicated Customer Service
Banner’s highly experienced and knowledgeable
Our Closed Loop process is fully audited and monitored by BM Trada, and participants are provided with detailed
management information to track the volume of waste they recycle and reuse.
What are the benefits of Closed Loop
The 3 main benefits are:
Cost-savings for clients
• We control the entire Closed Loop process. This creates
price stability and reduces production costs so we can
pass these savings onto our customers
Guaranteed security of waste paper
• In-between collections, documents are secured in
lockable containers
• Our drivers are uniformed, security cleared to
BS 7858 and carry photographic ID
• Documents are never left unattended and all
employees sign a Deed of Confidentiality
• You will be provided with a Certificate of Destruction
post shredding, to confirm that your documents have
been completely destroyed and also to confirm your
compliance under the Data Protection Act 1998
• All paper collected for off-site shredding is destroyed
within 24 hours at one of our secure shredding depots.
The entire process is monitored by CCTV
Reduced environmental impact
• Lorries are back filled ensuring that no extra
transportation is required, helping to reduce the carbon
footprint
• Closed Loop paper diverts waste paper away from
entering landfill, itself a significant source of methane
gas emissions
• To date Banner has produced 2 million reams of Closed
Loop copier paper. We are proud to have preserved
almost 100 acres of woodland
Banner 100% Recycled Closed Loop paper
Our award winning paper meets all required standards. It
is guaranteed for use on colour and mono copiers, plain
paper fax machines, inkjet printers and laser printers.
It’s virtually dust-free, and guaranteed for archiving being
fully compliant with DIN 6378, and is Nordic Swan and
Blue Angel accredited.
Further information
The Closed Loop copier paper and paper waste recycling
solution is an exciting proposition for Banner and HMRC
to deliver to government. The majority of Central
Government Departments have now joined or are
actively engaged in the Closed Loop Initiative, including
Department for Business Innovation and Skills, Ministry
of Justice, Department for Culture Media and Sport and
the Department for Energy and Climate Change.
If you are interested in finding out more, please speak to
your dedicated Account Manager or watch our Closed
Loop DVD, which explains the entire process.
The Closed Loop initiative makes sense
as it will allow us to recycle and re-use
our own waste paper.
Government Office Supplies Procurement
Office Supplies and Copier Paper Case Study
Demand management: spend management
Background
For many years, central government
and the wider public sector have had a
choice of Office Supplies Frameworks
available to them, or alternatively could
always decide to tender a direct
contract alone. This resulted in over 83
different contractual vehicles – 80% of
which were with just 5 suppliers. The
review of central government
expenditure by Sir Philip Green
highlighted this in October 2010,
demonstrating that most departments
were also paying very different prices
for the same items.
The review echoed the views of the
central government Commercial
Directors, who were keen to transform
office supplies purchasing as part of
the procurement reform strategy to
deliver savings for the public purse. The
timing of the exercise was
opportunistic with two legacy
frameworks – the HMRC Collaborative
Framework and the Ministry of Defence
Framework - expiring within a few
months of each other.
The challenge
For many organisations the challenge is
the same. Spend cannot be managed
and reduced if they don’t know what
their staff are buying. While many
departments had detailed management
information, centralised data was not
available to government as
departments were acting
independently.
Different cultures also existed
within central government. Some
departments were operating effective
demand management programmes
or efficient and sustainable delivery
solutions but for no additional
benefit. Others provided staff with
access to thousands of products and
brand names that resulted in
premium charges.
Obtaining commitment from central
government was critical to deliver the
objectives of the reform strategy.
However, more than 150 wider public
sector organisations used the existing
Frameworks to benefit from the buying
power of the larger departments, all of
whom needed a compliant and
sustainable purchasing route.
In the first month
of purchasing
under GOSC,
savings of
92%
were offered to
the MoD by
switching Red Route
requests to
alternatives on the
Government
Catalogue.
The solution
On 1st September 2011, the first
Government Office Supplies Contract
(GOSC) was launched, led by HMRC on
behalf of Government Procurement
Service. For the first time, central
government aggregated its volumes to
leverage its buying power into a single
contract. Government Procurement
Service conducted a “deep dive”
exercise to collate spend data from
suppliers for all of its Frameworks to
produce a single government catalogue
approved product listing.
After a competitive quality tender and
e-auction price evaluation, the Contract
for Office Stationery, Office Paper,
Closed Loop, Janitorial Products and
Small Office Machines was awarded to
Banner Business Services Limited.
Electronic Office Supplies was awarded
to XMA.
As the sole supplier to the users of the
HMRC Collaborative Framework,
Banner has been a trusted provider to
many central government and wider
public sector organisations for several
years, delivering continued savings,
efficiencies, rationalisation and
demand management programmes as
well as launching a unique Closed Loop
paper recycling solution that was the
first of its kind in Europe.
The resulting contract is sufficiently
flexible to accommodate a variety of
service wrap requirements from
weekly scheduled deliveries to next
day or desktop. It encourages
organisations to select the most
efficient provision by rewarding
those that do with a reduced
service wrap charge.
Delivering aggressive savings targets will require all
of us in the public sector to think differently. HMRC
has the lowest office supplies cost per employee in
Whitehall and was the first Department to
implement the Closed Loop solution. It has enabled
government, as well as virgin
alternatives that may be required by
the wider public sector.
Banner has had proven experience in
demand managing requirements to fitfor-purpose
alternatives for HMRC and
the users of its Framework. In
FY10/11 versus FY09/10, HMRC and
Banner worked in partnership to
achieve a 47% saving for office
stationery alone, equivalent to
£1,328,627.
Importantly, every organisation pays an
equal price (ex-works) for every item
supplied under GOSC.
In the first month of purchasing under
GOSC, savings of 92% were offered to
the MoD by switching Red Route
requests to alternatives on the
Government Catalogue.
SMEs comprise 58% of the Banner
supply chain for the government
catalogue. It is vital for the economy
that SMEs continue to have the
opportunity to supply goods for central
government and the wider public sector.
Filing and storage- Storage boxes
Organisations such as CAFCASS,
Tenant Services Authority, The Coal
Authority and Royal Hospital Chelsea
have immediately saved 10% on
service wrap charges by implementing
scheduled deliveries, rather than
requesting goods for next day delivery.
The future
There is enormous potential to achieve
much under this contract, and Banner
will continue to work with HMRC to
deliver further value to all of the
organisations under GOSC. The further
potential to rationalise and aggregate
more volume onto fewer lines will
provide opportunities to achieve
better product prices.
Banner will assist with the
implementation of efficient practices,
such as electronic invoicing, scheduled
deliveries and order consolidation.
This will deliver further efficiencies
and savings.
The Closed Loop copier paper and paper
waste recycling solution is exciting for
Banner and HMRC to deliver to
government. The majority of Central
Government Departments have now
joined or are actively engaged in the
Closed Loop Initiative, including
Department for Business Innovation
and Skills, Ministry of Justice,
Department for Culture Media and
Sport and the Department for Energy
and Climate Change.
GOSCfaq’s
Q. What is GOSC
A. GOSC is the new Government Office Supplies Contract,
launched on 1 st September 2011. It is part of the new
centralised procurement model intended to transform how
government buys common goods and services through
centralised category management, standardisation of
specification and aggregation of spend.
Q. Who can access the contract
A. The contract is to be used by all central government
departments including their executive agencies and non
departmental public bodies. It can also be used by the
wider public sector. There are over 180 organisations
across Central Government and the Wider Public Sector
who are actively using GOSC with more engaged with
Implementation activities.
Q. What is included in the contract
A. The GOSC is divided into two product groups.
Product Group 1, supplied by Banner, includes the supply
and delivery of:
• Office stationery (pens, pencils, desktop accessories etc.)
• Office paper (office photocopying and printing paper)
• Small office machines (label making machines, paper
shredding machines, laminators etc.)
• Janitorial products (a limited range intended for general
office use)
• Provision of a Closed Loop solution for paper recycling
(involving the collection of waste paper, recycling of waste
paper and supply of recycled paper)
Product Group 2, supplied by XMA, includes the supply
and delivery of:
• Electronic office consumables (fax and printer
toner/ink jet cartridges etc.)
• EOS cartridge collection, remanufacturing
and recycling services
Product group 2 is for a period of two years,
with an option to extend for a
further 2 x 12 month periods.
Q. What benefits and features will
GOSC deliver for my organisation
A. The benefits and features of GOSC are:
• Aggregated volumes of all central
government spend with expected savings of
between 10% and 25% across government
• 2 suppliers
• Volume bound contracts
• One product price for government
• Delivery of cashable savings of 10 – 25% through the
aggregation and leverage of central government spend
for office supplies
• Rationalised product list of 1,300 items will improve
efficiency
• Sustainable green products, recycled copier papers and
remanufactured ink cartridges
Q. Can we purchase from other sources and are we
committed to using this contract
A. The use of this contract has been mandated for all
central government departments, their executive agencies
and non departmental public bodies (as existing contracts
end). GOSC is the only route to purchase items within
scope of this contract.
GOSC is part of the new centralised procurement model
intended to transform how government buys common
goods and services through centralised category
management, standardisation of specification and
aggregation of spend.
Q. What is the duration of the contract
A. Product group 1 is for a period of three years, with an
option to extend for a further 12 month period.
14
Q. If the catalogue does not include a product that I
require how do I purchase this item
A. We recognise that from time to time other products that
are not on the Government Catalogue will be required. In
this event customers can obtain these products via an
alternative ordering process called ‘Red Route’.
Q. How do I order
A. You can order in a number of different ways, via the
Government eMarketplace, online at banner-online.biz, or
through your own online system. Alternatively you can call
your Customer Service team on 0845 124 9536.
Q. Can we be set up on Banner online
A. Yes, please speak to your Account Manager who will be
happy to discuss whether this is the right option for you.
Q. When will the catalogue be available
A. The new Government Catalogue will be available in
autumn 2012.
Q. If needed, can I have next day delivery
A. Yes, next day delivery is available; however less frequent
deliveries incur lower service charges.
Q. Are deliveries made to desktop
A. Yes, desktop deliveries are available; however other
delivery options incur lower service charges.
Q. How do I raise a return
A. Returns are accepted for faulty products or incorrectly
delivered orders. In these instances, please contact your
Customer Service team on 0845 124 9536.
Q. Can the despatch notes be on the outside of
boxes
A. Unfortunately this is not possible, if you require further
information with regard to deliveries please speak to your
Account Manager and we will seek to provide a solution.
Q. Will Red Route products be reviewed and moved
to core at a reduced price
A. The objective of GOSC is to have a rationalised
Government Catalogue – so we are not looking to expand
the list, but rationalise it further where possible to
aggregate demand onto a fewer number of products.
HMRC will periodically review spend across Core and Non-
Core to determine whether items are to be both added and
removed.
Where there is high volume demand, Banner can propose an
improved net price for a Red Route item through the formal
sign off process.
Q. Where do I obtain MI from
A. GPS and HMRC are provided with a complete set of MI
on or around the 7th of each month. Central Government
Departments are provided with a dashboard, giving an
overview of their spend. All remaining organisations will be
offered their MI through HMRC's Shared Workspace
solution.
Q. What is Closed Loop
A. Closed Loop is a process whereby Banner collects your
paper waste and recycles it into 100% recycled copier
paper which we then sell back to you.
Q. Why is Closed Loop paper not white
A. Closed Loop paper is a recycled paper made out of your
paper waste. It is produced without the use of bleach or
harsh chemicals. For those organisations requiring a
brighter paper, an alternative is available on the Core list -
Banner Recycled High White - Product Code 9153002.
