The Purpose of a Qualified Products<br />

List Program<br />

The <strong>QPL</strong> Program provides a uniform method for qualifying<br />

products in accordance with industry standards and<br />

requirements. This means that a supplier in Los Angeles can<br />

be judged on an equal basis with a supplier in Beijing.<br />

The <strong>QPL</strong> Program is industry-managed by individual<br />

Qualified Product Groups (QPG) and governed by a<br />

Qualified Products Management Council (QPMC) comprised<br />

of industry and government representatives. Industry<br />

involvement at every level makes this program uniquely<br />

suited to meet industry needs.<br />

A documented application procedure provides<br />

manufacturers/suppliers with the process for having their<br />

products listed on a PRI <strong>QPL</strong>. Transparent protocols and<br />

data availability make this program simple for all users.<br />

Industry Wide Alert System<br />

Clear and honest communication is the key to guaranteeing quality in these<br />

industries. The <strong>QPL</strong> has established a system of advising QPMC and QPG<br />

members about the state of conformance of products listed on the PRI-<strong>QPL</strong>.<br />

When PRI is notified by a supplier, user or auditor of a possible material discrepancy<br />

on a <strong>QPL</strong> listed product, the QPMC and QPG are immediately notified. This<br />

notification can save users untold dollars in recalls and rework. Corrective actions<br />

are communicated to the QPG until the issue is resolved. Once the QPG approves<br />

the corrective action, the QPMC is notified.<br />

The Value of the Industry Wide Alert System<br />

Manufacturer conducted the wrong tests which resulted in the recall of 7 out of 11<br />

products being installed on commercial aircraft.<br />

Aircraft fuel systems component was manufactured from the wrong type of material<br />

resulting in parts being pulled from inventory preventing it from being installed on an<br />

aircraft. If installed, it could have resulted in an engine fire.<br />

Approved <strong>QPL</strong> parts that previously passed final inspection were pulled during<br />

a Nadcap Audit compliance job and were found to contain defects resulting in<br />

removal from the <strong>QPL</strong>, preventing an escape.<br />

Supplier reported failure of their required periodic testing resulting in PRI notifying<br />

QPMC members. An investigation was launched by the QPG to determine cause of<br />

the failure.<br />

How does the <strong>QPL</strong> Program Operate<br />

Industry determines need for a Qualified Products Program.<br />

A Qualified Products Management Council is established consisting of end user<br />

industry experts to monitor and oversee the qualification program.<br />

A Standards Development Organization, i.e., SAE, publishes a specification<br />

containing the <strong>QPL</strong> requirement.<br />

A Qualified Products Group (QPG) consisting of industry and government technical<br />

experts established to develop the Procedures and Evaluation Process for listing<br />

materials on the Qualified Products List.<br />

Suppliers submit their proposed product test plan to be reviewed and<br />

approved by the QPG.<br />

Supplier submits test documentation.<br />

QPG reviews data and approves products to be listed on the PRI <strong>QPL</strong>.<br />
