Capital Improvement Updates
June 2011
Mitchell Road Water Treatment Plant
Improvements
The FGUA continues improvements to the Mitchell Road Water
Treatment Plant (WTP). The WTP will treat water pumped from
each of the well sites and will remove hydrogen sulfide (the
cause of black water), sulfur smells and other aesthetic
concerns from the water.
Additional renovations include installing pressure filters to
remove color and turbidity from the water and a new backup
emergency power generator.
The improvements are on schedule for completion by August
2011.
Mitchell Road WTP Improvements:
Current Activities
Construction of filter piping
Adding new electrical conduits to the
WTP switchboard in the WTP building
Construction of distribution pipeline
from pump building
• Most of the larger pieces of treatment equipment, including the aerator,
odor control system, filters and piping have been placed on site and are
being installed.
• The FGUA continues other improvements to the WTP site, including
improvements to the interior of the WTP building, completing the HVAC
system and restroom, a new roof and new exterior paint.
Mitchell Road WTP Improvements:
Current Activities (Continued)
• The ground storage tank and pump station will be shut down the
week of Monday, June 20- Sunday, June 26 for tank repairs and
pump station repiping. Shut down of the tank and pump station
may temporarily impact water quality due to the change of flow
in the lines and cause sediment in the lines to become loose.
• Safety fencing and gates on the FGUA property located east of
the Mitchell WTP site (the Progress Energy easement area)
remain in place. Area residents and elementary school parents
are generally avoiding the area while site activity continues. The
fencing will be removed after completion of the improvements
later this summer.
• Crews on site will continue working modified schedules,
reducing early morning activity, but are expected to work on
some weekends to ensure the improvements stay on schedule.
The FGUA will make its best effort to minimize the activities and
noise on the weekend.
Raw Watermain Improvements
• The raw watermains will connect the water being pumped from
the FGUA Seven Springs well sites to the Mitchell Road Water
Treatment Plant.
• Current Status:
– The watermain construction from wells #8 and #9 on Mitchell
Boulevard, Welbilt Boulevard, and Mitchell Ranch Road is now
complete.
– The watermain from wells #1 and #2 on State Road 54 and
Duck Slough, near the West Pasco Industrial Park, is now
complete.
– A parallel 8” potable watermain along the north side of
Mitchell Ranch Road approximately 400 feet east of the
Water Treatment Plant is now complete.
7

Raw Watermain Improvements
(continued)
– Construction on watermains for wells #6 and #7 on Heritage
Lake Boulevard in Heritage Lake continues. Watermain
construction has been completed along the west side of Little
Road, from State Road 54 north to Heritage Lake Boulevard.
Watermain installations is nearly complete in Heritage Lake,
and the connections to Wells #6 and #7 will occur the last
week in June. Service from these wells will be intermittently
interrupted one at a time for tie-in activity after the FGUA
ground storage tank at the Mitchell Road WTP is returned to
service. Customers affected by the interruptions will be
provided advanced notification.
Pasco County Interconnections
The FGUA has completed all of its interconnections with Pasco County Utilities. In
addition to the wells, these interconnections, once operational in August 2011,
will provide water purchased from Pasco County Utilities to ensure that the FGUA
does not exceed its permitted capacity of water drawn from its well sites. The
following pictures show the locations for the five developed interconnections.
