1. Apologies for absence<br />
Apologies for absence were received from Mr P Archer, Ms C Ashman, Mr S Auty, Mr L Barling, Mr A<br />

2. Constitution and membership<br />
Due to the merging of GEL/21<strong>08</strong> and GEL/210/12, the membership of both committees had been<br />
merged. Mr Kerry advised that the Champion Spreadsheet required updating to reflect the SC 77A<br />
area of expertise.<br />
The Scope of the Committee had been amended to:<br />
Under the direction of GEL/210 to prepare British Standards and Codes of practice on the limits of<br />
electromagnetic compatibility relating to Basic, Generic and low frequency phenomena EMC<br />
standardization and to participate in any corresponding International and European activities and to<br />
advise the British Electrotechnical Committee on such work. Acts as a mirror committee for providing<br />
the UK response as regards voting and comments on electromagnetic compatibility (EMC) generated<br />
by the following International/European standards bodies: IEC/CISPRA/A, IEC/CISPR/H, IEC/TC 77,<br />
IEC/SC 77A, IEC/SC 77B, IEC/SC 77C, CENELEC TC/210.<br />
Dr Luk Arnaut had been co-opted from NPL.<br />
Mr John Laydon of EMCTLA had replaced Mr Webb.<br />
Mr Duggan who had represented the Heating, Ventilating and Air conditioning Industry was no longer<br />
on the committee and this organisation no longer required representation.<br />
Dr Hargis of GAMBICA was no longer on the Committee.<br />
3. Confirmation of the minutes of the meeting of GEL/210/8 held on 4<br />
September 2007<br />
The minutes of the meeting were confirmed with the following correction<br />
which is underlined:<br />
Item 5.3: Amend the fourth sentence to read: ‘Mr Hughes advised that the<br />
Australian version of IEC 60950 (TC 1<strong>08</strong>) had once before contained a<br />
requirement to test DC component of leakage current.’<br />
4. Matters arising from the minutes of the meeting of GEL/210/8 held on 4<br />
September 2007<br />
4.1 Item 5.3 of the minutes – Action on Mr Woodgate to investigate a test method<br />
for limits for even harmonic current emissions<br />
It was decided to close this matter as far as GEL/210/12 was concerned as<br />
there was no further evidence. However, it was agreed that it could be raised<br />
in PEL/22. Mr Woodgate would send the Secretary a new document on this<br />
to pass to PEL/22.<br />

4.2 Item 6.2.1 of the minutes – Action on the Chairman to contact ENA to find a<br />
UK expert for SC 77A WG8 and PT 61000-3-15<br />
This action was closed as there appeared to be no interest from ENA.<br />

6.1 Item 4.1 of the minutes – Action on the Secretary to report back from Mr<br />
Graham on the need to clarify the IEC Directives regarding the maintenance<br />
procedure<br />
The Secretary reported that Mr Graham had advised that the IEC/DMT would<br />
be reviewing the maintenance procedure to see if experience showed that it<br />
had proved to have any actual advantages over the ISO five year rule so the<br />
GEL/210 view would be borne in mind at that point. He also advised that the<br />
DMT only worked on tasks given to it by SMB so in the future it would be<br />
better if GEL/210 could pursue proposals through CISPR and following a<br />
discussion of a meeting report SMB could approve the submission of the item<br />
to the DMT.<br />

6.2 Item 4.4 of the minutes – Action on Mr Alexander to request a corrigendum to<br />
CISPR 16-1-4 Ed. 2<br />
This action dated back to a UK comment at FDIS stage concerning an<br />
incorrect sentence on broadband antennas. It had been agreed that Mr<br />
Alexander would request a corrigendum once the new Chairman of CISPR/A<br />
was in place. It was now time to put in the request.<br />

power port immunity test<br />
This project had progressed straight to CDV stage as the WG considered it to<br />
be a minimal change. Mr Jones considered that although this document came<br />
within TC 77, the UK should request that references be dated in order to align<br />
with current policy in CISPR. He was asked to draft a comment giving an<br />
example of the impact if references were not dated. The UK would submit a<br />
negative vote.<br />

Mr Imeson presented the above and the Committee considered an email from<br />
Keith Armstrong on 65A/5<strong>04</strong>/NP together with the replies received and<br />
document 77/353A/DC: Distribution of SC65A/5<strong>04</strong>/NP to IEC TC77. This<br />
document cancelled and replaced 77/353/DC.<br />
It was agreed that the UK would nominate Mr Armstrong and Mr Cryer to<br />
participate.<br />

9.4 Report from Mr Carpenter of the meeting of IEC TC77 WG13 held in Tokyo,<br />
Japan 19 - 21 November 2007<br />
The purpose of the meeting had been to progress the revision of IEC<br />
Technical Report (TR) 61000-2-5 – Classification of Electromagnetic<br />
Environments.<br />
It was had been proposed that all environments be derived from the overlap<br />
of three archetypical environments: Domestic, Commercial and Industrial.<br />
Mr Carpenter reported that the outcome was likely to be a much simpler set<br />
of environmental conditions which would not result in too much change to the<br />
generic standard. It was agreed that it was desirable to have as few<br />
conditions as possible. Mr Carpenter would distribute the content in<br />
GEL/210/12 when this was discussed next time.<br />

9.5 Report from Mr Armstrong of the 9th meeting of TC 77 MT15 held in<br />
Maulberg, Germany, 3-5 December 2007<br />
Noted. All the comments from the national committees had been discussed.<br />
9.6 Final consolidated version of the comments on 77/344/CD IEC 61000-1-2 as<br />
received by GEL 210/12/1, discussed and modified by them on the 19 Oct 07,<br />
and approved by GEL 210 on 8th November 2007.<br />

9.7 77/349/INF Measurement Uncertainty within TC 77<br />
At the meeting of GEL/210/12 held 6 September 2007 consideration was<br />
given to producing a simplified document on uncertainty for use by nonmathematicians.<br />
The Swiss national committee had wanted a JWG with<br />
CISPR on this and was putting in a formal NP. It was recommended that the<br />
UK accepted the NP when issued. Regarding a simplified document on the<br />
subject, Mr Carpenter had a separate draft which was a basic introduction to<br />
measurement uncertainty. Mr Carpenter would circulate this to the committee<br />
for development. Mr Alexander volunteered to be involved by<br />
correspondence in this work. Mr Imeson also nominated Phil Carter<br />
(EMCTLA). It was suggested that the document could be an information<br />
document/guide to CISPR 16-4.<br />

Mr Alexander advised that he had a document on this which was not<br />
specifically for EMC but could be useful for members and would send it to the<br />
Secretary for circulation.<br />

10.3 77B/562/CD IEC 61000-4-20 Electromagnetic Compatibility (EMC) - Part 4-<br />
20 Testing and measurement techniques - Emission and immunity testing in<br />
transverse electromagnetic (TEM) waveguides<br />
Ms A Nothofer, as a member of the JTF TEM, reported on the preparation of<br />
this draft. Mr Flood was pleased that this document had been issued as other<br />
documents had been waiting for it.<br />
Calibration was being presented in a statistical way – see Annex E. Mr Jones<br />
was of the view that calibration was a measuring instrument in its own right<br />
and therefore should not be in a test method document. However when the<br />
UK had submitted this comment previously it had not been accepted.<br />
It was agreed that it would be preferable to have a separate calibration<br />
standard and not have this subject in an annex of IEC 61000-4-20. Mr Jones<br />
was asked to produce a draft letter on this to TC 77 and SC 77B.<br />

Comments were required by the end of February so that Ms Nothofer could<br />
have them in time for the JTF meeting on 12 March which was before the IEC<br />
deadline of 14 March.<br />

10.4 77B/563/CDV IEC 61000-4-2 Ed.2 Electromagnetic compatibility (EMC) - Part<br />
4-2 Testing and measurement techniques - Electrostatic discharge immunity<br />
test<br />
Mr Colclough advised that the UK had been consistently opposed to this<br />
document and had submitted comments at the previous stage, all but one of<br />
which had been accepted. The problem with the document was in clause 5,<br />
lines 313, 314 and 315. Mr Colclough explained the reason for the comment<br />
on this and it was agreed that the UK should re-state this comment from the<br />
previous stage and vote negative. Any other comments were requested by<br />
the first week in April.<br />

pointed out that this MCR should have stated what work was intended and<br />

scope of the work before the issuing of the CD.<br />
The Secretary was asked to contact the Secretary and Chairman of SC 77B<br />
advising of the above and saying that the UK would be submitting comments<br />

Mr Woodgate advised that he had already drafted a complaint about this<br />
policy. Whilst IEC wanted development times reduced, TCs and SCs were<br />
under increasing pressure to consider additional subjects in relation to<br />
standards, e.g. functional safety, environment etc. Mr Jones advised that the<br />
UK delegation had attempted to gain the support of other national committees<br />
when they had raised this subject informally at CLC/TC 210 but they did not<br />
succeed. Therefore the UK was unlikely to gain support in opposing this<br />
policy.<br />
