14.0 RAW MATERIAL EXTRACTION<br />

BACKGROUND<br />

Gravel, limestone, s<strong>and</strong> <strong>and</strong> rock aggregate are needed for road construction <strong>and</strong> maintenance, <strong>and</strong><br />

recreation site developments. Most supplies <strong>of</strong> these materials have been obtained from within the<br />

<strong>Park</strong> in the past, although existing quarries are close to the end <strong>of</strong> their working lives. Limited<br />

amounts <strong>of</strong> these resources occur in the <strong>Park</strong>, <strong>and</strong> the deposits are probably not feasible to quarry<br />

because <strong>of</strong> the size <strong>of</strong> the deposit, lack <strong>of</strong> accessibility, location <strong>of</strong> deposit within an area with scenic<br />

qualities <strong>and</strong> their proximity to special plants. It is preferred that materials are obtained from outside<br />

the <strong>Park</strong> or from areas that are already disturbed or are <strong>of</strong> lower conservation value. However,<br />

transportation <strong>of</strong> raw materials from outside the <strong>Park</strong> significantly increases the cost <strong>of</strong> the<br />

operations.<br />

ISSUES<br />

• Raw material extraction <strong>and</strong> movement can be a major source <strong>of</strong> dieback disease <strong>and</strong> it is,<br />

therefore, important that hygiene procedures are used.<br />

• All roads in the <strong>Park</strong> require maintenance over the next 10 years. The continuing redevelopment<br />

<strong>and</strong> maintenance <strong>of</strong> roads will become an increasing financial burden for <strong>Park</strong> management.<br />

• Bitumenising some roads will reduce the requirement for resurfacing, but will change the<br />

character <strong>of</strong> areas that now have gravel roads. While initial bitumen construction costs will be<br />

higher than gravel, in the long-term they may be more economical.<br />

OBJECTIVES<br />

• Obtain raw materials for construction works from outside the <strong>Park</strong>.<br />
