where we have our headquarters. Our office<br />
overlooks the strategic Malacca Straits, through<br />
which 60,000 merchant ships pass every year.<br />

FAQ <strong>Malaysia</strong><br />
9 Can we send spares and make crew changes while<br />
transiting the Malacca Straits<br />
Yes, most certainly. Emergency spares can be sent to a rendezvous<br />
position in consultation with our Port Kelang office. Crew changes<br />
can normally be done off Lumut at 04º10'N, 100º29'E. For medivac<br />
cases, all ports along the Malacca Straits can be used.<br />
9 Can I bunker anywhere in Malacca Straits<br />
Yes. Normal bunker stations are at Penang, Port Kelang and Pasir Gudang anchorages.<br />
9 What is the situation regarding piracy in the Malacca Straits<br />
The <strong>Malaysia</strong>n Government maintains a very strict patrol up to 12 nautical miles out to sea and the Malacca Straits<br />
have been free of piracy within <strong>Malaysia</strong>n waters since 2007. The setting up of the National Maritime Enforcement<br />
Agency (NMEA) to act as coastguard has certainly curtailed these activities. Masters are advised to stay close to<br />
<strong>Malaysia</strong>n waters while operating safely and in accordance with VTS regulations.<br />
9 Can we arrange Cash to Master<br />
Yes, Cash to Master can be arranged. However <strong>Malaysia</strong>n currency regulations requires US dollar notes to be<br />
purchased from licensed money changers and there will be charges of about 2% to cover telegraphic transfer and<br />
foreign exchange losses, on top of normal fees charged.<br />
9 Can we carry out de-slopping in <strong>Malaysia</strong><br />
De-slopped is permitted. Annex 1 (engine room sludge) can be de-slopped at Port Kelang by barge at OPL<br />
or inner harbour by licensed barges. For information and advice regarding Annex 1 de-slopping in other ports<br />
in <strong>Malaysia</strong>, please contact our Port Kelang office. Annex 2 slops can be handled mainly in Port Kelang,<br />
Pasir Gudang and Kuantan. De-slopping can be done concurrently with cargo operations, as long as no<br />
dangerous cargo is being handled at the same time.<br />
9 Can we do underwater hull inspection and cleaning<br />
Underwater hull inspection and cleaning can be carried out. Regular locations are at Penang inner harbour<br />
anchorage, Port Kelang anchorage and Kuantan anchorage (inspection only). Inspections with still photos and<br />
videos are available. We will assist with arrangements.<br />
9 Is Freight Tax applicable<br />
Freight Tax is applicable for beneficiaries of freight exported out of <strong>Malaysia</strong>, at 1.25% of gross freight. Tax<br />
exemptions are applicable for countries that have double tax treaty agreements with <strong>Malaysia</strong>. ISS <strong>Malaysia</strong> will<br />
provide assistance on this.<br />
9 Can we anchor for a long period without paying dues<br />
Yes, outside harbour limits. Normally owners anchor off Port Kelang after passing One Fathom Bank to wait<br />
for orders.<br />
9 Can I do crew changes at Outer Port Limits<br />
Generally a vessel needs to arrive within port limits to carry out crew changes; this rule is to prevent human<br />
trafficking and also an anti-terrorist measure. We can conduct crew changes at Outer Port Limits only at Lumut<br />
and all crew must possess a valid passport and seaman’s book.<br />
9 What about cabotage and DSL rules<br />
<strong>Malaysia</strong> practises cabotage and it is unlawful for a foreign-flagged vessel to carry cargo between two <strong>Malaysia</strong>n ports.<br />
We can assist in obtaining a Domestic <strong>Shipping</strong> Licence (DSL) for this trade. A DSL will normally be granted for a<br />
single voyage within 30 days between the ports specified. A 3 month license can be granted in special circumstances.<br />
