20.0 Quality Assurance Plan A quality assurance plan will need to be developed and will be required from the successful contractors, consultants and project managers by Council and the Ministry of Tourism. Many of the contractors undertaking the work “joe farmer contractor” are not expected to be familiar with a high level of documentation, and quality assurance measures may have to be undertaken by the engineer. The quality Control Plan is expected to be a live document updated as the project progresses and issues arise. 21.0 Funding Sources It is recognised that the full route, from coast to coast, needs to be developed to a Trail Grade 1 ‐2 standard (NZ Cycleway Market Research Sep 2009) to achieve the potential economic benefits. Full funding of $13,219,847m is sought from central government to achieve this. In summary, this amount is made up of: Overall project management $60,000 Design and construction of Kawakawa to Horeke $9,671,016 Vintage Railway upgrade $3,298,831 Pou Pou construction $150,000 Community Consultation $20,000 Other consultants $20,000 TOTAL $13,219,847 The Far North, overall, is one of the more economically challenged districts in New Zealand. Many communities have decile ratings. There is higher than average unemployment and limited full time job opportunities. However, it is a resilient district and what it lacks in financial wealth it makes up for in spirit. The Council is currently experiencing severe budget restraints and is not in a position to invest in track development. The Far North has limited funding avenues. There is one large community trust, the ASB Community Trust, which covers Northland (including Auckland). The process for applying for substantial funding (anything over $50k) through this Trust would see the submission of an Expression of Interest by 1 February 2010. Should this be accepted, there is then a one year process to follow before funding is confirmed or denied. One of the requirements would be that ‘our’ portion of funding is already committed. There is also a number of national based organisations that may be able to offer financial assistance, however, this is in smaller amounts and may be more suitable to assist with the overheads/future development of the cycleway rather than the initial development. Assistance from Council in the operating costs is a consideration but would need to go through due process (such as formal agreement from Council). Work and Income New Zealand have three current schemes that the project would look to utilise, firstly during the construction and secondly, providing security. The three schemes are: - Jobs Ops (track construction) - Community Max (track construction) - Taskforce Green (on track security once opened) 49
