The state government failed to furnish data on treatment types, etc. <strong>in</strong> due time, <strong>and</strong><br />

requested for more time; hence the approval was extended upto 30th June'05.<br />

On 20th September 2004, the PCCF issued a letter to the concerned forest officers under<br />

him to prepare for work<strong>in</strong>g of bamboo coupes <strong>in</strong> various forest divisions of the state<br />

exclud<strong>in</strong>g sanctuaries/National Parks. The areas for cutt<strong>in</strong>g operations were identified as<br />

Cont<strong>in</strong>uation of the RMP system was a matter of concern s<strong>in</strong>ce many years. Many govt<br />

officials were not <strong>in</strong> favour of cont<strong>in</strong>u<strong>in</strong>g this system further, <strong>and</strong> the PCCF even officially<br />

recommended <strong>in</strong> July 2002 that this should be discont<strong>in</strong>ued <strong>and</strong> that OFDC should be<br />

entrusted with full responsibility <strong>in</strong> bamboo work<strong>in</strong>g. On the other h<strong>and</strong>, BILT had also<br />

expressed <strong>in</strong>terest to work directly under the Forest Department (like the system <strong>in</strong> AP),<br />

<strong>and</strong> not as an RMP under OFDC. However, consider<strong>in</strong>g the <strong>in</strong>terest all the stakeholders(<strong>in</strong>clud<strong>in</strong>g<br />

cutters), <strong>and</strong> given the fact that OFDC could hardly afford the huge<br />

<strong>in</strong>vestment necessary for bamboo-work<strong>in</strong>g; the Empowered Committee on bamboo<br />

recommended for appo<strong>in</strong>tment of M/S. J.K. Paper <strong>and</strong> M/S. Ballarpur Industries Ltd. as<br />

RMPs under OFDC ‘on firm <strong>and</strong> written agreement basis’. J.K.Paper was allotted 16 forest<br />
