The opertions <strong>in</strong> 2005 reportedly generated about 7.9 lakh m<strong>and</strong>ays(vide annexure-7).<br />

Protected Areas<br />

Suspension of bamboo cutt<strong>in</strong>g operations <strong>in</strong> the Protected Areas like sanctuaries left the<br />

dependent cutters of the area <strong>in</strong> lurch. Exact number of such cutters is difficult to assess,<br />

but sources say that <strong>in</strong> Ushakothi area(Badarama sanctuary) their number was about 800-<br />

1000(per comm.., Prahlad Nayak); <strong>in</strong> Satkoshia about 5000, <strong>in</strong> Barapahad(Hirakud) about<br />

1200-1500, <strong>and</strong> so on. Consider<strong>in</strong>g the potentiality of Badarama- , Sunabeda- <strong>and</strong><br />

Satkoshia sanctuaries at 14740 SUs(as per the estimation of Forest Department), m<strong>and</strong>ays<br />

that could have been generated <strong>in</strong> these areas would be around 210571.4, calculated on the<br />

basis of work<strong>in</strong>g cost @Rs.750/ton <strong>and</strong> current m<strong>in</strong>imum daily wage Rs.52.50, 1 SU be<strong>in</strong>g<br />

considered equivalent to 1 ton.<br />

Suspension of operations <strong>in</strong> sanctuaries could not have had its complete impact on the<br />

livelihood of the dependent cutters had the latter found scope for work<strong>in</strong>g(as cutters) <strong>in</strong><br />

other areas. Unfortunately, the suspension <strong>in</strong> non-PAs ow<strong>in</strong>g to lack of Work<strong>in</strong>g Plans<br />

almost co<strong>in</strong>cided with this; hence the scope was almost lost. And the repercussions were<br />

severe <strong>in</strong> many ways. While some of the cutters worked now as petty timber<br />
