Dragg<strong>in</strong>g <strong>and</strong> stack<strong>in</strong>g is often not done immediately after cutt<strong>in</strong>g. The cutters start these<br />

works after they cut sufficient quantity of bamboo.<br />

Cutters' wages are paid on the basis of the rates fixed by the Labour Commissioner. The<br />

wages should not be lesser than the prescribed ones, <strong>and</strong> several factors <strong>in</strong>clud<strong>in</strong>g ground<br />

realities may force the employer to pay a higher rate. For <strong>in</strong>stance, <strong>in</strong> naxalite areas the<br />

employers would like to pay the best possible price so that the naxals are not annoyed.<br />

Annexure-3 gives the wage rates prescribed by the Labour Commissioner. As one would<br />

f<strong>in</strong>d there<strong>in</strong>, there is no rate fixed for daba. In fact, there is no mention of the species(salia<br />

or daba). Further, there is no recommendation for long bamboo.<br />

Follow<strong>in</strong>g are some of the latest rates of wages(average) for salia:<br />

1. Industrial bamboo:<br />

For cutt<strong>in</strong>g a bundle(salia IB): Rs.4.50 to 5(this <strong>in</strong>cludes charges for dragg<strong>in</strong>g <strong>and</strong> stack<strong>in</strong>g<br />

at the nearest roadside)<br />

Tak<strong>in</strong>g the bundle to the load<strong>in</strong>g site: Rs.1.50 to 2(or more) depend<strong>in</strong>g on the distance<br />

Tak<strong>in</strong>g the average production <strong>and</strong> transportation capacity of a cutter as 8 bundles per m<strong>and</strong>ay(8<br />

hours), his <strong>in</strong>come per man-day is ±Rs.50.<br />

2. Long bamboo:<br />

For cutt<strong>in</strong>g a piece: Rs.2(average) (discussion with villagers of Pokharigochha)<br />

In 2005, the rates of payment <strong>in</strong> the Dasapalla area reportedly varied from Rs.5 to Rs.7.50<br />

per bundle of salia, <strong>and</strong> Rs.1.50 to Rs.2 per culm of long bamboo. As the months got<br />

hotter, the payment <strong>in</strong>creased(say,Rs.5 <strong>in</strong> January became Rs.6.50 <strong>in</strong> March) s<strong>in</strong>ce the<br />

employer was <strong>in</strong> a hurry to achieve his target with<strong>in</strong> the short period of time.<br />

In addition to the above, the cutters get some additional <strong>in</strong>come for reb<strong>in</strong>d<strong>in</strong>g the bundles<br />

at the depot @Re.0.50 per bundle <strong>and</strong> also for load<strong>in</strong>g the trucks @Rs.1.25/bundle. For<br />

load<strong>in</strong>g long bamboo the payment may be @Rs.1.50 per piece s<strong>in</strong>ce h<strong>and</strong>l<strong>in</strong>g long bamboo<br />

pieces is difficult.<br />

Cutt<strong>in</strong>g charges for long bamboo is often fixed <strong>in</strong> terms of 100 pieces. Piece-meal rates are<br />

also fixed for load<strong>in</strong>g both IB <strong>and</strong> CB <strong>in</strong> the trucks.<br />

Cutt<strong>in</strong>g <strong>in</strong> private l<strong>and</strong>s may fetch higher wages. For <strong>in</strong>stance, cutt<strong>in</strong>g thorny clumps<br />

provides a lot of scope for the cutters to dem<strong>and</strong> a significantly higher price(Rs.7 or more<br />

per piece).<br />
