B. THREE (3) PHASES OF PROGRAM DEVELOPMENT<br />

<strong>CYDF</strong> <strong>USA</strong>, <strong>Inc</strong>. seeks to respond to the issues identified by strategically<br />

designing programs divided into three (3) Phases of Program Development that<br />

could help effectively in addressing the said issues, namely:<br />

Phase 1: Community Outreach and Fundraising Drive.<br />

This Phase is a short-term goal that will take the task of Community<br />

Outreach and Fundraising; and covers to address objective #1 which is designed<br />

to directly support the mission of <strong>CYDF</strong>I Philippines and is stated as follows:<br />

“To support the mission of <strong>CYDF</strong>I Philippines in empowering indigent but<br />

deserving talented youth of <strong>Calantas</strong> and Nabuclod Aeta Community,<br />

Floridablanca, Pampanga, Philippines through a Scholarship Program Model<br />

with a methodology (SWREM Theory In Action), designed to help them help<br />

themselves so they can help incoming scholars leading to breaking their cycle of<br />

poverty as they learn to become socially responsible.<br />

Phase 2: Development of Community Youth Empowerment Programs.<br />

This Phase is a long-term goal that addresses objective #2 which is<br />

designed to develop Community Youth Empowerment Programs (CYEP) to<br />

benefit the Filipino-American youth and their immediate families in their search<br />

for positive self-images, enhancement of self-esteem, development of life and<br />

leadership skills. It is a pro-active approach of youth development evoking in<br />

them their potential for leadership and become good leaders in their own<br />

respective communities. The said objective is referred to as follows:<br />

“To design Community Youth Empowerment Programs (CYEP) that<br />

promote positive self-image, enhancement of self-esteem, development of<br />

life and leadership skills of the Filipino-American youth and their<br />

immediate families in the San Francisco Bay Area.<br />

Phase 3: Establishment of a Chain of Medical Healthcare Facility Imbedded<br />

with Ethnic-Specific Psycho-socio-emotional, Religious and Culturally-<br />

Sensitve Services to Filipino Elderly in the San Francisco Bay Area.<br />

Phase 3 is a long-term goal that addresses objective #3 in establishing a<br />

medical healthcare facility to respond on the need to provide a culturallysensitive<br />

model for the Filipino-American aging population with a nonprofit<br />

status. Phase 3 may be linked to the manpower development of <strong>CYDF</strong>I<br />

Philippines as some of its Scholars might lean towards to the direction of<br />

becoming healthcare workers and find themselves needed in the Geriatric<br />

Healthcare Center for Filipinos. The Center requires most of its personnel to be<br />

Filipinos with an innate capacity to provide culturally-sensitive services. This<br />

kind of environment provides a definition of what “Quality of Care” may mean<br />

may mean to residents being cared for. The objective mandating this atmosphere<br />
