ポール・ライター 氏 は、 国 際 水 協 会 (IWA)の 専 務 理 事 として、 水 分 野 の 専 門 家 による 世 界 的 な 団 体 である
IWAを 代 表 する 役 割 を 負 っている。また、 水 道 事 業 ・ 電 力 事 業 に 関 する 調 査 研 究 ・ 計 画 ・ 運 営 の 全 般 にわ

導 入 を 進 めた。 1993 年 に、シアトル 市 公 益 事 業 局 調 整 官 となり、 上 下 水 道 ・ 排 水 ・ 電 力 ・ 廃 棄 物 といった
公 益 事 業 全 般 にわたる 職 責 を 果 たした。この 職 責 での 成 功 に 応 じて、シアトル 市 公 益 事 業 局 政 策 戦 略 次 長
に 就 任 し、 他 種 事 業 の 融 合 と 多 くの 国 際 的 に 有 名 な 施 策 を 担 当 した。IWAには、2001 年 にプログラム 部

Through his position as Executive Director of the International Water Association (IWA) Paul Reiter oversees the representation of the
experience and views of the worldwide community of water professionals. He has over 25 years experience in all aspects of research,
planning, and delivery of water and electricity services, including promotion of best practices, policy development at the local regional,
national and international level and international advocacy. Paul graduated from the University of Oregon with a Masters degree in
Urban and Regional Economics. Prior to joining IWA, Paul worked for two decades with local and regional governments in the provision
of water and other utility services. Initially, Paul worked on the electrical side of community utility services, during a time of utility
restructuring and privatization. Here he was involved in customer research and innovative approaches to the development of demandside
resources and integrated resources planning. In 1993, Paul served as the Mayor’s Utility Coordinator for the City of Seattle, where
he was involved in the full spectrum of utility services include water, wastewater, drainage, electricity and solid waste. Following his
success in this role, he became Deputy Director for Strategic Policy for Seattle Public Utilities, co-leading the organization through a
multi-utility merger and the development of a number of internationally recognized program initiatives. Paul joined IWA as Director of
Programmes in 2001 and was subsequently appointed Executive Director in May 2002. He is well known to many members of IWA
through his extensive involvement in IWA’s strategic initiatives around the world.

Title: Climate Change+ Facing Unprecedented Challenges Around the World
Population growth, urbanization, economic development and climate change are presenting water professionals around the world with
increasing challenges. This presentation focuses on the cumulative effects of these challenges and focuses in particular on climate
change and its impact on water supply.

ロス・ヤング 氏 は、2003 年 12 月 に 豪 州 水 道 協 会 (WSAA)の 専 務 理 事 に 就 任 。 同 協 会 は 都 市 水 道 に 関 する 統 括

Ross Young commenced as the Executive Director of the Water Services Association of Australia (WSAA)
in December, 2003. WSAA is the peak body for the urban water industry and its members provide water
services to 15 million Australians (75% of the population). He has extensive experience in urban water
management at a senior level. Previously he was a Senior Executive with Melbourne Water where he held
the positions of General Manager Waterways and Drainage, General Manager Water and General
Manager Planning spanning over a decade. Ross has a Diploma of Horticultural Science, a Bachelor of
Applied Science, an MBA and a Graduate Diploma in Natural Resources Law from the University of
Melbourne.

Title: Australia – Adapting to a Drying Climate
Australia has been one of the first countries severely impacted by climate change. Changing rainfall patterns, reduced rainfall and
higher temperatures have all contributed to a dramatic reduction in the inflows to water storages. Traditionally, the Australian urban
water industry has almost totally relied on surface water sources such as dams. In a drying climate this is a high risk situation and the
industry is now well advanced in adapting to the new reality of climate change by diversifying the sources of water so that urban
Australia is not totally reliant on surface runoff to fill dams. The new sources of water include desalination, recycled water and ground
water. These new sources of water are much more technically sophisticated and potentially more risky than traditional sources of
water such as dams. They are also more expensive and energy intensive. The great challenge for water utilities around the globe is to
respond to climate change in a sustainable manner that does not exacerbate greenhouse gas emissions or create other
environmental problems. Extensive community involvement in water resource decision making is imperative to ensure that interested
individuals and stakeholders have an input into the decision making given that water is the quintessential social and political
commodity.
