Paul Fleming is the Manager of Climate Change Initiatives for the Seattle Public Utilities (SPU). SPU provides a reliable drinking water
supply to 1.3 million people in Washington State and provides essential sewer, drainage and solid waste services to City of Seattle
customers. Paul is responsible for developing and directing SPU’s climate adaptation and mitigation strategies and research agenda,
overseeing its involvement in green building activities and evaluating alternative stormwater management techniques. Paul is a
participant in several water industry research efforts focused on climate change, and is a member of the International Water
Association’s Specialist Group on Climate Change, the State of Washington’s Water Preparation and Adaptation Work Group and the
Technical Committee on Climate Change for the Regional Water Supply Planning Process. Prior to his current position Paul managed
SPU’s state legislative agenda and worked on state and regional water supply and environmental policy issues. Paul has a BA in
Economics from Duke University and an MBA from the University of Washington and is a board member of Worldchanging.com, which
is a media non-profit that covers tools, models and ideas for creating a better future.

業 局 の 水 道 システムについての 情 報 を 提 供 するとともに、どのように 地 球 規 模 気 候 モデル(GCM)を 水 道 事 業 に 対 する 影 響 予 測 に 利 用 したかを 解
説 する。また、 供 給 を 削 減 できる 可 能 性 と 需 要 増 加 に 対 して 同 局 が 講 じている 準 備 策 と 対 応 策 について 解 説 する。そして、 私 たちが 他 の 事 業 体 や

Title: Preparing for Uncertainty: Climate Change and Water Supply Adaptation
The presentation will highlight Seattle Public Utilities’ work on climate change solutions with an emphasis on water supply adaptation. I
will provide background on SPU’s water supply system, review how we have used downscaled Global Climate Model (GCM) data to
assess potential impacts on water supply, and describe our current adaptation strategy for preparing for and managing the potential
reductions in supply and increases in demand. I will also highlight the collaborative partnerships we have established with other utilities
and industry associations and Seattle’s role in influencing the research agenda for the water sector and the federal government. Finally, I
will provide a brief overview of how local, state and the federal government are addressing climate change.

ヘルトヤン・ツォルスマン 博 士 ( 工 学 博 士 、 地 球 化 学 )は、 表 流 水 の 水 質 問 題 と 統 合 的 水 管 理 について20 年 の 経
験 のある 主 任 研 究 員 で、 特 に 重 金 属 、 微 量 有 機 汚 染 物 質 の 除 去 と 富 栄 養 化 の 防 止 、それらの 影 響 についての 研
究 に 携 わっている。 現 在 、オランダの 水 道 部 門 で、 気 候 変 動 の 影 響 とEU 水 道 指 令 における 対 策 の 評 価 に 関 心 を
持 っており、IWAの「 気 候 変 動 と 適 応 についてのスペシャリストグループ」の 幹 事 とKIWAの 気 候 変 動 研 究 計 画 の 責
任 者 を 務 めている。

Dr. J.J.G. Zwolsman (PhD, geochemistry) is a senior researcher with 20-year experience in surface water quality issues and integrated
water management. He has carried out numerous water quality studies, particularly focusing on transport and effects of heavy metals,
organic microcontaminants, and nutrients. His current fields of interest are to assess the impact of climate change and the
implementation of the European Water Framework Directive on the drinking water sector in the Netherlands. He is the secretary of
IWA’s Specialist Group on Climate Change and Adaptation and coordinator of the climate change research Program of Kiwa Water
Research.

講 演 概 要 : 気 候 変 動 は、 干 ばつ、 河 川 の 氾 濫 、 暴 風 雨 、 水 質 の 低 下 など、 水 に 関 係 する 様 々な 悪 影 響 の 原 因 となる。 水 道 事 業 者 と 水 管 理 者 は 水
道 水 の 供 給 と 水 質 管 理 について、 想 定 される 水 質 ・ 水 量 の 変 化 に 対 応 する 必 要 がある。 従 来 の 経 験 に 基 づいた、リスクと 不 確 実 性 に 対 処 する 現
在 の 水 資 源 管 理 戦 略 では、 気 候 変 動 によってもたらされるとされる 変 化 への 対 応 には 不 十 分 である。ここでは、オランダにおける 飲 料 水 供 給 に 対
する 調 査 の 結 果 を 発 表 する。

Title: Implementation of adaptive strategies for drinking water production
Climate change will result in different types of water stress: droughts, floodings, rainstorms and decline in water quality. Water utilities
and water managers have to cope with the expected changes in water quality and quantity. Current strategies to deal with risk and
uncertainty in water resources management, based on historic time series, will generally be insufficient for dealing with the anticipated
increased variability induced by climate change. This paper describes the results of a feasibility study on adaptive strategies for drinking
water production in The Netherlands. Examples are:
• The production of drinking water from alternative resources such as sea water, precipitation, brackish ground water and domestic
wastewater, using innovative (membrane) treatment techniques;
• Temporary storage of excess run off water, using aquifer storage and recovery (ASR);
• Flexible production strategies for small and large water supplies, using various resources and treatment techniques.
