■ケーススタディ 2 Case Study 2 ポール・フレミングシアトル市公益事業局気候変動対策担当マネージャー Paul Fleming Manager of Climate Change Initiatives, Seattle Public Utilities (SPU) ポール・フレミング氏は、シアトル市公益事業局の気候変動対策担当マネージャーの職にある。シアトル市公益事業局は安全な水道水をワシントン州の130 万人の住民に供給するととともに、下水道・排水・廃棄物の事業をシアトルの顧客に対して展開している。彼は、同局の気候変動への適応と軽減方針と調査項目の作成と決定、環境配慮活動の監督、新型雨水管理の評価を担当している。また幾つかの水道事業体による気候変動に関する調査活動に参加するとともに、ワシントン州の水資源確保および適応に関する作業部会や、気候変動が地域水道計画策定に与える影響に関する技術委員会などに参画している。前職では、シアトル市公益事業局の州法議案の取りまとめ、ならびに州・地域の水供給と環境に関する政策問題を担当していた。一方、より良い未来創造をめざすNGO メディア「Worldchanging.com」の役員を務めている。デューク大学経済学学士、ワシントン大学経営学修士。 Paul Fleming is the Manager of Climate Change Initiatives for the Seattle Public Utilities (SPU). SPU provides a reliable drinking water supply to 1.3 million people in Washington State and provides essential sewer, drainage and solid waste services to City of Seattle customers. Paul is responsible for developing and directing SPU’s climate adaptation and mitigation strategies and research agenda, overseeing its involvement in green building activities and evaluating alternative stormwater management techniques. Paul is a participant in several water industry research efforts focused on climate change, and is a member of the International Water Association’s Specialist Group on Climate Change, the State of Washington’s Water Preparation and Adaptation Work Group and the Technical Committee on Climate Change for the Regional Water Supply Planning Process. Prior to his current position Paul managed SPU’s state legislative agenda and worked on state and regional water supply and environmental policy issues. Paul has a BA in Economics from Duke University and an MBA from the University of Washington and is a board member of Worldchanging.com, which is a media non-profit that covers tools, models and ideas for creating a better future. 講演題名 : 不確実性への備え: 気候変動と水道事業の適応講演概要 : 水道事業の適応に重点をおき、シアトル市公益事業局の気候変動に対する解決方策について講演する。このなかで、シアトル市公益事業局の水道システムについての情報を提供するとともに、どのように地球規模気候モデル(GCM)を水道事業に対する影響予測に利用したかを解説する。また、供給を削減できる可能性と需要増加に対して同局が講じている準備策と対応策について解説する。そして、私たちが他の事業体や関係団体と構築した協調関係や、水関係者と連邦政府の調査項目にシアトル市が与える影響について紹介する。最後に、地域レベル、州レベル、連邦政府による気候変動への取り組みについて、包括的状況を紹介する。 Title: Preparing for Uncertainty: Climate Change and Water Supply Adaptation The presentation will highlight Seattle Public Utilities’ work on climate change solutions with an emphasis on water supply adaptation. I will provide background on SPU’s water supply system, review how we have used downscaled Global Climate Model (GCM) data to assess potential impacts on water supply, and describe our current adaptation strategy for preparing for and managing the potential reductions in supply and increases in demand. I will also highlight the collaborative partnerships we have established with other utilities and industry associations and Seattle’s role in influencing the research agenda for the water sector and the federal government. Finally, I will provide a brief overview of how local, state and the federal government are addressing climate change. ■ケーススタディ 3 Case Study 3 ヘルトヤン・ツォルスマンオランダ KIWA 主任研究員 Gertjan Zwolsman Principal Research Scientist, KIWA Water Research, Netherlands ヘルトヤン・ツォルスマン博士 ( 工学博士、地球化学 )は、表流水の水質問題と統合的水管理について20 年の経験のある主任研究員で、特に重金属、微量有機汚染物質の除去と富栄養化の防止、それらの影響についての研究に携わっている。現在、オランダの水道部門で、気候変動の影響とEU 水道指令における対策の評価に関心を持っており、IWAの「気候変動と適応についてのスペシャリストグループ」の幹事とKIWAの気候変動研究計画の責任者を務めている。 2004- 現在 :Kiwa 水道研究所主任研究員。1994-2004: 国立都市排水管理研究所 (RIZA) 主任研究員。1991- 1994:デルフト水理学研究員。1986-1990: 国立海洋管理工科大学 (RIKZ) 博士課程。 Dr. J.J.G. Zwolsman (PhD, geochemistry) is a senior researcher with 20-year experience in surface water quality issues and integrated water management. He has carried out numerous water quality studies, particularly focusing on transport and effects of heavy metals, organic microcontaminants, and nutrients. His current fields of interest are to assess the impact of climate change and the implementation of the European Water Framework Directive on the drinking water sector in the Netherlands. He is the secretary of IWA’s Specialist Group on Climate Change and Adaptation and coordinator of the climate change research Program of Kiwa Water Research. Employment record 2004-present: Principal research scientist, KIWA Water Research (NL). 1994-2004: Senior research scientist, National Institute for Inland Water Management and Waste Water Treatment (RIZA). 1991-1994: Junior research scientist, WL | DELFT HYDRAULICS. 1986-1990: PhD research, National Institute for Marine and Coastal Management (RIKZ). 講演題名 : 飲料水供給における気候変動への適応可能な戦略の実施講演概要 : 気候変動は、干ばつ、河川の氾濫、暴風雨、水質の低下など、水に関係する様々な悪影響の原因となる。水道事業者と水管理者は水道水の供給と水質管理について、想定される水質・水量の変化に対応する必要がある。従来の経験に基づいた、リスクと不確実性に対処する現在の水資源管理戦略では、気候変動によってもたらされるとされる変化への対応には不十分である。ここでは、オランダにおける飲料水供給に対する調査の結果を発表する。例えば: ・革新的な( 膜 ) 処理技術を用いて海水、雨水、塩分を含んだ地下水と家庭汚水を使用して飲料水を供給する。・帯水層の再生能力と貯水能力を使用して、過剰流出した水を一時的に貯水する(ASR)。・様々な水資源と水処理技術を駆使し、水道事業の大小にかかわらず柔軟な水供給戦略をたてる。 Title: Implementation of adaptive strategies for drinking water production Climate change will result in different types of water stress: droughts, floodings, rainstorms and decline in water quality. Water utilities and water managers have to cope with the expected changes in water quality and quantity. Current strategies to deal with risk and uncertainty in water resources management, based on historic time series, will generally be insufficient for dealing with the anticipated increased variability induced by climate change. This paper describes the results of a feasibility study on adaptive strategies for drinking water production in The Netherlands. Examples are: • The production of drinking water from alternative resources such as sea water, precipitation, brackish ground water and domestic wastewater, using innovative (membrane) treatment techniques; • Temporary storage of excess run off water, using aquifer storage and recovery (ASR); • Flexible production strategies for small and large water supplies, using various resources and treatment techniques.
■ケーススタディ 4 Case Study 4 尾﨑勝東京都水道局技監 Masaru Ozaki Deputy Director General, Tokyo Metropolitan Waterworks Bureau (TMWB) 1975 年武蔵工業大学工学部卒業 1976 年東京都水道局入局 1993 年水道局金町浄水管理事務所技術課長 2006 年水道局浄水部長 2007 年水道局技監現在に至る Educational Background 1975 Bachelor Degree of Engineering, Musashi Institute of Technology Professional Career 1976 Start his career in TMWB 1993 Technical Manager of Kanamachi Purification Plant, TMWB 2006 Director of Purification Division, TMWB 2007 Deputy Director General, TMWB 講演題名 : 東京都水道局における気候変動への取組について講演概要 : 東京の水道は一日最大配水量約 500 万立方メートルという世界屈指の規模を持つ水道事業体であり、人口約 1,200 万人の都市機能を支える最も重要なライフラインのひとつである。しかしながら、水源の多くを遠方のダム群に依存し、約 8 割を河川の下流から取水しており、水量、水質とも決して恵まれてはいない。国が行った将来的な予測によれば、水源地域及び東京都を含む関東地方の平均気温は概ね2 度 ~3 度上昇すると予想されている。これらの気候変動は、降水量の変動幅の増大による洪水と渇水の発生頻度の増大など、水道事業に大きな影響を与えることが懸念される。本発表では、こうした気候変動に適応し、持続可能な水道事業を実現するための東京都水道局の様々な取組の現状とこれからの姿勢について説明する。 Title: Tokyo Waterworks: Countermeasures to Climate Change Tokyo’s water supply system is among the world’s largest, with a daily maximum supply capacity of about 5 million m3, and is one of the most important infrastructure of this city with a population of about 12 million. However, the water supply relies on a set of distant dams for most of the water sources. About 80% of the water is taken from downstream rivers, and both the water quantity and quality are not necessarily good. The government has forecasted that the average temperature in the Kanto area, including the water source areas and Tokyo, will rise by approximately 2 to 3 degrees. Such a change in climate may significantly affect waterworks in terms of increased frequency of flooding and droughts due to larger fluctuations in precipitation.
