Pre-award Costs. Recipients may charge to an award resulting from this announcement pre-award<br />
costs that were incurred within the ninety (90) calendar day period immediately preceding the<br />
effective date <strong>of</strong> the award and no earlier than the selection date, if the costs are allowable in<br />
accordance with the applicable Federal cost principles referenced in 10 CFR part 600. Recipients<br />
must obtain the prior approval <strong>of</strong> the Contracting <strong>Office</strong>r for any pre-award costs that are for<br />
periods greater than this 90 day calendar period.<br />
Pre-award costs are incurred at the applicant’s risk. DOE is under no obligation to reimburse such<br />
costs if for any reason the applicant does not receive an award or if the award is made for a lesser<br />
amount than the applicant expected.<br />
If recipients are State or Local Governments, they may not incur pre-award costs prior to award,<br />
without prior approval <strong>of</strong> the DOE Contracting <strong>Office</strong>r.<br />
H. Submission and Registration Requirements<br />
1. Where to Submit<br />
CONCEPT PAPERS AND APPLICATIONS MUST BE SUBMITTED UNDER THIS<br />
ANNOUNCEMENT THROUGH EERE EXCHANGE at<br />
https://eere-exchange.energy.gov/ TO BE CONSIDERED FOR AWARD. You cannot<br />
submit the Concept Paper or an application through EERE Exchange unless you are<br />
registered. Please read the registration requirements below carefully and start the process<br />
immediately. Concept Papers or Applications submitted by any other means will not be<br />
accepted.<br />
If you have problems completing the registration process or submitting your Concept Paper<br />
or Application, send an email to the EERE Exchange helpdesk at EERE-<br />
ExchangeSupport@hq.doe.gov.<br />
It is the responsibility <strong>of</strong> the applicant to verify successful transmission, prior to the Concept<br />
Paper and Application due dates and times.<br />
2. Registration Process Requirements<br />
There are several one-time actions that must be completed before submitting a Concept<br />
Paper or Application in response to this FOA, as follows:<br />

https://eere-exchange.energy.gov/. This account will then allow the user to register for<br />
any open EERE FOAs that are currently in Exchange. It is recommended that each<br />
organization or business unit, whether acting as a team or a single entity, use only one<br />
account as the appropriate contact point for each submission.<br />
