AWARENESS, ACCEPTABILITY, AND RELEVANCE OF<br />

THE VISION, MISSION, GOALS, AND OBJECTIVES OF<br />

THE BSEMT PROGRAM<br />

Vision, <strong>mission</strong>, <strong>goals</strong>, <strong>and</strong> objectives (VMGOs) are <strong>the</strong> touchstone for everything that an<br />

educational institution, like <strong>the</strong> Don Mariano Marcos Memorial State University (DMMMSU)<br />

undertakes. VMGO statements are concrete guides for <strong>the</strong> future <strong>of</strong> <strong>the</strong> institution.<br />

This study used <strong>the</strong> descriptive design <strong>of</strong> research with a questionnaire to determine <strong>the</strong><br />

extent <strong>of</strong> <strong>awareness</strong>, <strong>the</strong> level <strong>of</strong> <strong>acceptability</strong>, <strong>and</strong> <strong>the</strong> degree <strong>of</strong> <strong>relevance</strong> <strong>of</strong> DMMMSU’s<br />

Bachelor <strong>of</strong> Science in Electromechanical Technology (BSEMT) program’s VMGOs.<br />

The study found out that <strong>the</strong> respondents were very much aware <strong>of</strong> <strong>the</strong> BSEMT<br />

program’s VMGOs, which were also perceived as very much acceptable <strong>and</strong> very much<br />

relevant.<br />

The researchers concluded that <strong>the</strong> constituents, stakeholders, <strong>and</strong> linkages were keen<br />

in knowing <strong>the</strong> core principles contained in <strong>the</strong> BSEMT program’s VMGOs; that <strong>the</strong> importance<br />

<strong>of</strong> <strong>the</strong> VMGOs responded too well to <strong>the</strong> needs <strong>and</strong> interests <strong>of</strong> <strong>the</strong> concerned constituents <strong>and</strong><br />

stakeholders.<br />

INTRODUCTION<br />

VMGOs are <strong>the</strong> touchstone for everything that an educational institution, like <strong>the</strong> Don<br />

Mariano Marcos Memorial State University (DMMMSU), undertakes. VMGO statements are<br />

concrete guides for <strong>the</strong> future <strong>of</strong> <strong>the</strong> institution, including its academic programs. VMGO<br />

statements define collective efforts <strong>and</strong> align <strong>the</strong> whole organization towards <strong>the</strong><br />

accomplishment <strong>of</strong> programs/projects/activities (Coulter,et al., 2003). Vision statement is a<br />

forward-looking statement that defines <strong>the</strong> ideal state <strong>of</strong> an organization in <strong>the</strong> future. (Spalina,<br />

2004; Bart <strong>and</strong> Hupfer, 2004). Vision <strong>and</strong> <strong>mission</strong> are components <strong>of</strong> strategic management<br />

(Biddiscombe <strong>and</strong> Edmonton, 2006). Fur<strong>the</strong>r, a <strong>mission</strong> statement provides <strong>the</strong> necessary<br />

guidance for developing strategy, defining critical success factors, searching out key<br />

opportunities, making resource allocation choices <strong>and</strong> pleasing stakeholders. The <strong>mission</strong><br />

represents <strong>the</strong> syn<strong>the</strong>sis <strong>of</strong> what <strong>the</strong> customers <strong>and</strong> <strong>the</strong> employees see as being <strong>the</strong> core<br />

business, what products <strong>and</strong> services should be realized, who customers are <strong>and</strong> what values<br />

should be delivered to <strong>the</strong>m. (Bratianu, 2005).<br />

The VMGOs serve as anchors/frameworks for <strong>the</strong> University’s strategic <strong>and</strong> operational<br />

planning <strong>and</strong> actions. The VMGOs provide <strong>the</strong> University’s constituents <strong>and</strong> stakeholders <strong>the</strong><br />

necessary direction <strong>and</strong> motivation on how <strong>the</strong>y are expected to perform <strong>the</strong>ir respective<br />

functions <strong>and</strong> to generate, allocate, <strong>and</strong> use resources.<br />

Guided by its VMGO statements, DMMMSU’s BSEMT program was conceptualized <strong>and</strong><br />

was implemented as a result <strong>of</strong> <strong>the</strong> recommendation <strong>of</strong> industries <strong>and</strong> stakeholders to address<br />

<strong>the</strong>ir dem<strong>and</strong> for competitive workers <strong>and</strong> entrepreneurs not only in <strong>the</strong> regional <strong>and</strong> national<br />

levels, but also in <strong>the</strong> global level.<br />

DMMMSU trains its BSEMT students to become productive <strong>and</strong> self-reliant graduates<br />

<strong>and</strong> citizens. BSEMT graduates are provided <strong>the</strong> stimulus for industrialization <strong>and</strong><br />

entrepreneurship. Generally, <strong>the</strong>y shall provide <strong>the</strong> manpower requirement <strong>of</strong> <strong>the</strong> growing<br />

economy not only <strong>of</strong> <strong>the</strong> region, <strong>of</strong> <strong>the</strong> country, but also <strong>of</strong> <strong>the</strong> world.<br />

In <strong>the</strong> light <strong>of</strong> <strong>the</strong> foregoing statements, this study aimed to determine <strong>the</strong> extent <strong>of</strong><br />

<strong>awareness</strong>, <strong>the</strong> level <strong>of</strong> <strong>acceptability</strong>, <strong>and</strong> <strong>the</strong> degree <strong>of</strong> <strong>relevance</strong> <strong>of</strong> <strong>the</strong> BSEMT program’s<br />

VMGOs.<br />

Results <strong>of</strong> <strong>the</strong> study were important to school administrators for policy formulation <strong>and</strong><br />

implementation. Faculty members can also benefit from <strong>the</strong> study by using <strong>the</strong> VMGOs as <strong>the</strong>ir<br />

guide <strong>and</strong> framework in retooling <strong>the</strong>mselves with new <strong>and</strong> more appropriate teaching<br />

strategies <strong>and</strong> methods.<br />

METHODOLOGY<br />

The study used <strong>the</strong> descriptive design, with a questionnaire, to ga<strong>the</strong>r data from <strong>the</strong><br />

primary sources. The study was conducted at <strong>the</strong> College <strong>of</strong> Technology, DMMMSU Mid-La<br />

Union Campus with 181 respondents composed <strong>of</strong> four groups: administrators <strong>and</strong> staff,<br />

BSEMT faculty members, BSEMT students, <strong>and</strong> community representatives.<br />

RESULTS AND DISCUSSION<br />

Table 1 shows that <strong>the</strong> respondents were very much aware (4.30) <strong>of</strong> <strong>the</strong> BSEMT<br />

program’s VMGOs. The administration <strong>and</strong> staff gave <strong>the</strong> highest mean rating (4.71); <strong>the</strong> faculty<br />

members were second (4.54). The findings indicate that <strong>the</strong> respondents knew very well <strong>the</strong><br />

context <strong>of</strong> <strong>the</strong> VMGO statements. They were involved in <strong>the</strong> formulation <strong>and</strong> review/re<strong>vision</strong> <strong>of</strong><br />

<strong>the</strong> VMGOs. They participated in <strong>the</strong> VMGO dissemination through <strong>the</strong>ir curricular <strong>and</strong> cocurricular<br />

projects/activities, consultations, <strong>and</strong> seminars. Also, <strong>the</strong>y were <strong>the</strong> implementers/<br />

collaborators <strong>of</strong> <strong>the</strong> BSEMT program.<br />

to behave <strong>and</strong> interact effectively within <strong>the</strong><br />

social <strong>and</strong> occupational milieus.<br />

The findings indicate that <strong>the</strong> respondents understood that <strong>the</strong> BSEMT program’s <strong>vision</strong><br />

statement is <strong>the</strong> overall direction that tells what <strong>the</strong> institution wants its graduates to become<br />

in <strong>the</strong> future; that <strong>the</strong> <strong>mission</strong> statement tells <strong>the</strong> purpose <strong>of</strong> <strong>the</strong> existence <strong>of</strong> <strong>the</strong> institution<br />

<strong>and</strong> <strong>the</strong> said academic program; that <strong>the</strong> objectives are <strong>the</strong> statements <strong>of</strong> specific, measurable,<br />

<strong>and</strong> attainable targets/outcomes that contribute to <strong>the</strong> achievement <strong>of</strong> <strong>the</strong> <strong>goals</strong>; that,<br />

generally, <strong>the</strong> BSEMT program promotes <strong>the</strong> core values that society approves <strong>and</strong> that <strong>the</strong><br />

University upholds.<br />

The BSEMT program’s VMGOs attracted attention because <strong>the</strong>y were printed on<br />

tarpaulin <strong>and</strong> were posted in <strong>the</strong> BSEMT classrooms <strong>and</strong> on strategic locations in <strong>the</strong><br />

quadrangle. Important documents like <strong>the</strong> Faculty Manual, Students Code <strong>of</strong> Discipline,<br />

Technoguides, Bulletins, journals <strong>and</strong> extra-curricular programs/projects/activities also<br />

contained <strong>the</strong> BSEMT program’s VMGOs.<br />

It can be inferred from <strong>the</strong> findings that <strong>the</strong> BSEMT program’s VMGO statements<br />

resonated well with <strong>and</strong> among <strong>the</strong> constituents, stakeholders, <strong>and</strong> clienteles <strong>of</strong> DMMMSU <strong>and</strong><br />

helped <strong>the</strong>m feel proud to be part <strong>of</strong> something bigger than <strong>the</strong>mselves.<br />

The findings are consistent with Biddiscombe <strong>and</strong> Edmonton’s (2006) idea that<br />

members <strong>of</strong> an organization must be aware <strong>of</strong> <strong>the</strong>ir VMGOs because <strong>the</strong>se statements are a<br />

key component to strategic management in order to achieve greater heights.<br />

Likewise, <strong>the</strong> findings were similar to those <strong>of</strong> Bratianu <strong>and</strong> Balanescu (2008), who<br />

found out that <strong>the</strong> 34 percent <strong>of</strong> <strong>the</strong> 50 USA companies <strong>the</strong>y investigated published <strong>the</strong>ir <strong>vision</strong><br />

statement; 54 percent had included <strong>the</strong>ir <strong>mission</strong> statements on <strong>the</strong>ir website. The <strong>vision</strong> <strong>and</strong><br />

<strong>mission</strong> statements <strong>of</strong> those companies were creatred in an attractive <strong>and</strong> intelligent manner.<br />

The findings run parallel to <strong>the</strong> findings <strong>of</strong> Tulchinsky, et al. (2007), who emphasize in<br />

<strong>the</strong>ir paper that from time to time organizations need to revise/review <strong>the</strong>ir <strong>mission</strong><br />

statements <strong>and</strong> <strong>the</strong> ethical context for <strong>the</strong>ir activities as part <strong>of</strong> <strong>the</strong> process <strong>of</strong> adaptation to<br />

change.<br />

Fur<strong>the</strong>r, <strong>the</strong> findings affirm Bratianu’s (2005) statement that <strong>the</strong> <strong>vision</strong>-<strong>mission</strong> <strong>of</strong> an<br />

organization represents <strong>the</strong> reason for existence <strong>and</strong> for creating value for society; it<br />

syn<strong>the</strong>sizes <strong>the</strong> existential law <strong>of</strong> <strong>the</strong> organization.<br />

Table 2 shows that <strong>the</strong> BSEMT program’s VMGO statements were very much acceptable<br />

(4.42). The objectives had <strong>the</strong> highest mean rating (4.59) while <strong>the</strong> <strong>goals</strong> had <strong>the</strong> lowest (4.28).<br />

Among <strong>the</strong> four groups <strong>of</strong> respondents, <strong>the</strong> administration <strong>and</strong> staff had <strong>the</strong> highest mean<br />

rating (4.70); <strong>the</strong> faculty came second (4.58); <strong>the</strong> students <strong>and</strong> <strong>the</strong> community ranked third<br />

(4.35). It can be gleaned from <strong>the</strong> findings that <strong>the</strong> respondents were knowledgeable <strong>of</strong> <strong>and</strong><br />

agreeable to <strong>the</strong> VMGO statements because <strong>the</strong>y were actively involved in <strong>the</strong> formulation,<br />

implementation, dissemination, <strong>and</strong> review <strong>of</strong> <strong>the</strong> VMGO statements. They stood to <strong>the</strong><br />

correctness <strong>of</strong> <strong>the</strong> VMGO statements.<br />

The findings indicate that <strong>the</strong> BSEMT program’s VMGO statements were favorable <strong>and</strong><br />

satisfied <strong>the</strong> interests <strong>and</strong> needs <strong>of</strong> <strong>the</strong> concerned stakeholders for <strong>the</strong> quality <strong>of</strong> education<br />

serviced by <strong>the</strong> BSEMT program <strong>of</strong> DMMMSU. The VMGOs embodied <strong>the</strong> ideals, st<strong>and</strong>ards, <strong>and</strong><br />

expectation <strong>of</strong> <strong>the</strong> constituents, specifically, <strong>the</strong> community for whom <strong>the</strong>se statements would<br />

benefit. Fur<strong>the</strong>r, it can be inferred from <strong>the</strong> findings that <strong>the</strong>re was a strong affiliation <strong>of</strong> <strong>the</strong><br />

constituents <strong>and</strong> <strong>the</strong> community with <strong>the</strong> messaging <strong>and</strong> direction <strong>of</strong> <strong>the</strong> institution.<br />

The findings run parallel to <strong>the</strong> findings <strong>of</strong> Gloria (2005), who also determined <strong>the</strong> level<br />

<strong>of</strong> <strong>acceptability</strong> <strong>of</strong> <strong>the</strong> revised PSU-Bayambang Campus <strong>mission</strong>, <strong>goals</strong>, <strong>and</strong> objectives. The<br />

results showed that <strong>the</strong> Institution’s VMGOs were highly acceptable.<br />

Table 3 shows that <strong>the</strong> BSEMT program’s VMGO were very much relevant (4.91). The<br />

faculty had <strong>the</strong> highest mean (4.89). This indicates that <strong>the</strong>y were directly involved in <strong>the</strong><br />

formulation, implementation, <strong>and</strong> review <strong>of</strong> <strong>the</strong> electromechanical technology academic<br />

program <strong>of</strong> DMMMSU <strong>and</strong> that <strong>the</strong>y had internalized <strong>and</strong> integrated <strong>the</strong> VMGOs in <strong>the</strong>ir<br />

teaching <strong>and</strong> academic-related activities.<br />

The community had <strong>the</strong> lowest mean (4.51). It can be inferred that <strong>the</strong> folks/residents<br />

were aware <strong>of</strong> <strong>the</strong> BSEMT program’s VMGOs but <strong>the</strong>y were not directly involved in <strong>the</strong><br />

curricular activities/events in <strong>the</strong> University. They were more concerned about <strong>the</strong>ir own daily<br />

work routines.<br />

It can be inferred from <strong>the</strong> findings that <strong>the</strong> respondents appreciated <strong>the</strong> VMGOs<br />

because <strong>the</strong>se statements were crafted in response to <strong>the</strong> needs <strong>and</strong> interests <strong>of</strong> <strong>the</strong> clienteles,<br />

<strong>the</strong> business sector, <strong>and</strong> <strong>the</strong> industry. The “very much relevant” description <strong>of</strong> <strong>the</strong> VMGOs<br />

affirms that <strong>the</strong> BSEMT program is attuned to <strong>the</strong> need <strong>of</strong> producing pr<strong>of</strong>essionally <strong>and</strong> globally<br />

competitive BSEMT graduates.<br />

The findings support <strong>the</strong> idea that VMGOs must be relevant to an institution’s <strong>of</strong>ferings.<br />

The purpose <strong>of</strong> <strong>the</strong> <strong>vision</strong> <strong>and</strong> <strong>mission</strong> statements is, among o<strong>the</strong>rs, to give customer/client <strong>and</strong><br />

o<strong>the</strong>r stakeholders an overview <strong>of</strong> <strong>the</strong> identity <strong>of</strong> <strong>the</strong> organization in terms <strong>of</strong> who <strong>the</strong>y are,<br />

what <strong>the</strong>y do, <strong>and</strong> where <strong>the</strong>y are headed (Thompson & Strickl<strong>and</strong>, 1996:22). VMGO<br />

statements imply a formal commitment by <strong>the</strong> institution to its stakeholders, sending out <strong>the</strong><br />

message that its strategies will be formulated with <strong>the</strong> claims <strong>of</strong> its stakeholders in mind (Hill &<br />

Jones, 2001:45).<br />

The very much relevant BSEMT program’s VMGO statements are similar to those <strong>of</strong> <strong>the</strong><br />

Isabela State University as implied in <strong>the</strong> latter’s expressed commitment to be globally<br />

competitive <strong>and</strong> effective. Its <strong>vision</strong> is: A globally recognized institution <strong>of</strong> higher learning for<br />

people empowerment <strong>and</strong> sustainable development embodying excellence, effectiveness,<br />

accountability <strong>and</strong> integrity. Its <strong>mission</strong> is: The Isabela State University is committed to train <strong>and</strong><br />

develop students to become pr<strong>of</strong>essionally competent graduates who are equipped with sound<br />

moral principles; <strong>and</strong> to serve <strong>the</strong> community through research, extension <strong>and</strong> resource<br />

Objectives<br />

The BSEMT Program aims:<br />

1.To provide a diverse scientific<br />

technological knowledgebase <strong>and</strong> training<br />

that will enable <strong>the</strong> graduates to think <strong>and</strong><br />

analyze challenging situations critically, to<br />

make decisions wisely, <strong>and</strong> to solve<br />

problems scientifically<br />

2. To develop industry-competency skills<br />

<strong>and</strong> enhance technical competitiveness <strong>of</strong><br />

<strong>the</strong> graduates to ensure <strong>the</strong>ir direct<br />

employment or to prepare <strong>the</strong>m for<br />

entrepreneurship<br />

3. To inculcate desirable work ethic <strong>and</strong><br />

Based on <strong>the</strong> findings, <strong>the</strong> following conclusions were drawn:<br />

1. The constituents, <strong>the</strong> clienteles, <strong>the</strong> community, <strong>and</strong> <strong>the</strong> industry were keen in<br />

knowing <strong>the</strong> importance <strong>of</strong> <strong>the</strong> core principles contained in <strong>the</strong> BSEMT program’s VMGOs.<br />

2. The importance <strong>of</strong> <strong>the</strong> BSEMT program’s VMGOs responded too well to <strong>the</strong> needs<br />

<strong>and</strong> interests <strong>of</strong> <strong>the</strong> concerned constituents <strong>and</strong> stakeholders.<br />

3. The BSEMT program’s VMGOs expressed <strong>the</strong> interconnectedness <strong>of</strong> <strong>the</strong> extent <strong>of</strong><br />

<strong>awareness</strong>, <strong>the</strong> level <strong>of</strong> <strong>acceptability</strong>, <strong>and</strong> <strong>the</strong> degree <strong>of</strong> <strong>relevance</strong>.<br />

RECOMMENDATIONS<br />

1. The core principles <strong>of</strong> <strong>the</strong> BSEMT program’s VMGOs should be sustained.<br />

2. Programs <strong>and</strong> activities that contributed to <strong>the</strong> high level <strong>of</strong> <strong>acceptability</strong> <strong>of</strong> <strong>the</strong> BSEMT<br />

program’s VMGOs should be streng<strong>the</strong>ned.<br />

3. A study on <strong>the</strong> extent <strong>of</strong> dissemination <strong>of</strong> <strong>the</strong> BSEMT program’s VMGOs should be<br />

conducted to sustain <strong>the</strong>ir effectiveness.<br />

4. Academic programs’ VMGOs, like those <strong>of</strong> DMMMSU, should be reviewed <strong>and</strong><br />

assessed periodically to determine <strong>the</strong> need for re<strong>vision</strong> in order to meet innovations <strong>and</strong><br />

challenges <strong>of</strong> <strong>the</strong> changing needs <strong>of</strong> <strong>the</strong> times.<br />
