1. This Invitation for Bids (<strong>IFB</strong>) follows the General Procurement Notice (GPN) for<br />

this project that appeared in UNDB online on issue no. 733 of August 31, 2008.<br />

2. The Bosnia and Herzegovina has received a credit from the International<br />

Development Association toward the cost of Avian Influenza Preparedness<br />

Project, and it intends to apply part of the proceeds of this credit to payments<br />

under the Contract for Procurement of Animal Disease Notification and Outbreak<br />

Management Information System, <strong>IFB</strong> no: BA-AIPP-4331BOS- IS1STG-G-10-<br />

2.B.3-Software.<br />

3. The State Veterinary Office of Bosnia and Herzegovina now invites sealed bids<br />

from eligible Bidders for Procurement of Animal Disease Notification and<br />

Outbreak Management Information System. Prices quoted shall correspond to 100<br />

% of the quantities specified.<br />

4. Bidding will be conducted using the International Competitive Bidding (ICB)<br />

procedures specified in the World Bank’s Guidelines: Procurement under IBRD<br />

Loans and IDA Credits, and is open to all bidders from Eligible Source Countries<br />

as defined in the Guidelines.<br />

5. Interested eligible bidders may obtain further information and inspect the Bidding<br />

Documents at the address given below from Monday to Friday between 09:00 to<br />

15:00 local time.<br />

6. Qualifications requirements include:<br />

The minimum required average annual financial turnover for the successful<br />

Bidder shall be EUR 300,000 for previous three years (2007, 2008 and 2009).<br />

The Bidder shall submit financial statements (Balance Sheets) for the last<br />

three years (2007, 2008, 2009). Where necessary, the Purchaser will make<br />

inquiries with the Bidder’s bankers.<br />

Completion of at least one (1) substantially similar contract in the last three<br />

years (2007-2009). The Bidder shall specify type, quantity and total value of<br />

such supply and shall demonstrate that it had more than one delivery sites<br />

with specification of delivery places.

Minimum number of years in supply of similar equipment business: 5 years.<br />

A margin of preference for eligible national contractors shall not be applied.<br />

Additional details are provided in the Bidding Documents.<br />

7. A complete set of Bidding Documents in English may be purchased by interested<br />

bidders on the submission of a written Application to the address below and upon payment<br />

of a non refundable fee of 100 EUR or equivalent amount in Convertible Marks (BAM).<br />

The exchange rate to be applied is the selling exchange rate from the list of the Central<br />

Bank of Bosnia and Herzegovina, prevailing on the day of payment. The Bidding<br />

Documents will be sent by courier at the address indicated by the bidder.<br />

8. Bids must be delivered to the address below at or before 12:00 o’clock local time<br />

on January 6 th , 2011. Electronic bidding will not be permitted. Late bids will be<br />

rejected. Bids will be opened in the presence of the bidders’ representatives who<br />

choose to attend in person at the address below at 12:15 o’clock, January 6 th ,<br />

2011. All bids must be accompanied by a Bid Security in amount of two percent<br />

(2%) of the Bid price, or an equivalent amount in a freely convertible currency.<br />
