This invitation for bids follows the general procurement notice for this project that appeared inDevelopment Business, issue no. Issue No.708 dated 16 August 2007.The Bosnia and Herzegovina received a credit from the International Development Associationtoward the cost of the Agriculture and Rural Development Project, and it intends to apply part of theproceeds of this credit to payments under the contract for procurement of the Information SystemSupporting Animal Identification and Registration, Bid No.: BA-ARDP-4325 BOS-ICB-BL-G-11-134.3. The Ministry of Agriculture, Forestry and Water management of Republika Srpska/AgricultureProject Coordination Unit now invites sealed bids from eligible bidders for procurement of aboveInformation System Supporting Animal Identification and Registration.Project purpose is development of new software for Bosnia and Herzegovina State VeterinaryOffice, i.e. informational support for setting up and maintaining Animal Identification andRegistration System in Bosnia and Herzegovina.The Information System should be a new concept for the information management for an EUcompliant Animal Identification and Movement Control System (AIMCS) in Bosnia andHerzegovina. End user are State Veterinary Office and its Animal Identification and RegistrationAgency in Banja Luka, where Information System should be installed. For needs of the newInformation System shall implement local training and submit for this purpose a detailed trainingplan. A written declaration shall be prepared and to provide the source code of all applications aswell as full technical documentation to State Veterinary Office (SVO). The warranty shall includethe removal all errors and system malfunctioning within a period of 12 months after the finalacceptance of the delivered software. The provision of technical support services (maintenance/remote or on-site/, hotline, upgrades) for the operation of the AIMCS application for a period ofthree years shall be provided and the unlimited license for the operation of the central AIMCSapplication. The bidders shall provide the necessary Relational Database Management System(RDBMS and user manuals in a local language. The manuals shall include a detailed description ofeach functionality of the software and the corresponding workflows. The new Information Systemshall provide all other necessary software required for the solution (web application and PDAapplication).4. Bidding will be conducted through the international competitive bidding procedures specified in theWorld Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits and is open to allbidders from eligible source countries as defined in the Guidelines that meet the followingminimum qualification criteria:I) The bidder (Manufacturer and the Agent if the latter submits the bid under manufacturer’sauthorization) must demonstrate that it has successfully developed and completed at least oneInformation System Supporting substantially similar system (in terms of size and nature),either on national / regional level, in period 2008 - 2010. To prove this, bidder must submitoriginal statement signed by the client, with the following information:a) purpose of the softwareb) final acceptance test successfully finished and approved,

c) required functionality fulfilled,d) software successfully installed on contracted sites and in use,e) RDBMS system implemented.II) If an Agent submits bids on behalf of more than one manufacturer, unless each bid isaccompanied by a separate Bid Form for each bid, and a bid security required for each bidand authorization from respective manufacturer, all such bids will be rejected as nonresponsive.III) The externally audited balance sheets and profit and loss accounts for the period 2008 –2010 will be submitted. Where necessary, the Purchaser will make inquiries with the Bidder’sbankers.The Bidder shall document average annual turnover in terms of Information System ofminimum EUR 800,000 in last three years (2008 - 2010).IV) The bidder shall provide information on any current or past litigation or arbitrationresulting from contracts completed or under execution by him over last 5 years.
