Together with the care-mothers and a dedicated staff the children will have a chance to grow up in a large family community with respect for Buddhism and their Sri Lankan culture and roots. At the children’s village Somawathi Home presently aid is provided and facilities are offered to: 127 children in-home under full guardianship 111 children out-home in afterschool care programs 238 saving accounts with Rs. 500 per month 354 students from the region attending extra educational programs 10 students receive a scholarship 35 children attending the Montessori preschool 30 small children attending the Montessori nursery 1.000 patients have free medical care 72 local employees under contract Apart from the cooperation with the National Child Protection Authority no political connections. Sri Lanka Orphanage Foundation and the Somawathi Trust have given a guarantee to the government of Sri Lanka - the National Child Protection Authority – to support the ‘the largest Family of Sri Lanka’ for at least 15 years. This requires the Total sum of at least € 6,300,000 (see Annual report). Depending on the needs in Sri Lanka and the local situation it will be decided after 15 years if continuation of the Home is necessary. ANNUAL REPORT 2009 6
BACKGROUND Sri Lanka Surface: 65,610 km² (1.5x the Netherlands) Capital: Colombo Inhabitants: 20 Million Density of population: 304.8 inhabitants per km² Religion: Buddhist 69.1%, Hindu 7.1%, Christian 6.2%, Muslim 7.6% Language: Sinhala (official language), Tamil and English The cause Sri Lanka was only just recovering from a long civil war when the Tsunami hit the country on Boxing Day 2004 and destroyed a large part of the country. 35,000 People were killed and almost half a million people lost their homes. The Sri Lanka Orphanage Foundation was officially established on the 3rd of January 2005, main goal to set up a children’s home with long term plan. Reason for the establishment was the tsunami on 26 December 2004. FACTS & FIGURES Tsunami victims in Sri Lanka: 35.322 dead 21.441 injured 516.130 displaced people 150,000 families lost their means of income $. 3.5 billion damage 88,544 houses destroyed 200,000 children without a school 3,954 children lost one parent; 979 children lost both parents Source: The World Bank Group & National Child Protection Authority CHILD POLICY IN SRI LANKA The facts The policy of the Sri Lankan government is aimed on helping children that are victims of the Tsunami by letting their own community take care of them as much as possible, giving the community a small compensation in return. The main part of the children lives with so called extended families. In Sri Lanka more than 15,000 children live in homes, state-run institutions and voluntary homes. 8% of these children are an orphan; more than 50% of these children are in a home due to poverty, the rest because of criminal behaviour, abuse or a handicap. Moreover, for at least 50% of these children the government has stated that living in extended families is much better than growing up in a home. In short, no solution within the community has been found for about 7,500 children who were living in a home before the tsunami. Because of the tsunami this number has increased with almost 5,000 more children hit by the disaster. Safety net function On request of and in consultation with the National Child Protection Authority in Galle the Sri Lanka Orphanage Foundation is raising funds in order to offer a safety net function for: Children who cannot be placed within extended families or the stay within an extended family did not work out. A judge decides if the guardianship can be taken over by another party and which institute will become the guardian. Children placed in an extended family programme, receiving financial support, after school care, education or medical care. 7 ANNUAL REPORT 2009
