• FSD Inspection on PAFF (Phase I) was completed on 22 Sept. FSD
Certificate anticipated in early October.
消 防 處 於 9 月 22 日 完 成 對 永 久 航 空 燃 油 儲 存 庫 ( 第 一 階 段 ) 進 行 的 檢
查 , 消 防 証 書 預 計 於 10 月 初 獲 得 簽 發 。
• It was about 30 days behind the schedule due to the additional
requirements during the approval of the Phasing Plan.
由 於 消 防 處 在 階 段 計 劃 書 的 批 核 過 中 有 額 外 的 要 求 , 故 此 消 防 檢 查
的 日 期 比 預 期 推 遲 了 約 30 天 。
• The Phasing Plan primarily deals with fire services arrangement
when PAFF Phase 1a commence operation while Phase 1b still
under construction.
階 段 計 劃 書 主 要 針 對 當 永 久 航 空 燃 油 儲 存 庫 ( 第 一 階 段 ) 投 入 運 作 、
而 第 二 階 段 仍 處 於 建 造 期 時 的 消 防 設 備 安 排 。
• The Phasing Plan was approved by FSD in mid-August.
階 段 計 劃 書 已 於 8 月 中 獲 得 批 核 。

Submarine Pipelines Damage 海 底 輸 油 管 的 損 毀
• Damages were found during normal testing after laying of
the pipelines. 在 進 行 一 般 檢 測 時 發 現 海 底 輸 油 管 在 鋪 設 後
出 現 損 毀 現 象 。
• The locations of the damaged sections are:
損 毀 部 份 的 位 置 在 :
– ~400m offshore from the PAFF seawall (South Line)
“KP375SL” – Aug 09 and
離 永 久 航 空 燃 油 儲 存 庫 海 堤 約 400 米 ( 南 海 底 輸 油 管 )
“KP375SL” – 09 年 8 月 , 以 及
– ~ 1.8km off the Sha Chau jetty (North line)
“KP1838NL” – July 09.
離 沙 洲 碼 頭 約 1.8 公 里 ( 北 海 底 輸 油 管 )

Submarine Pipelines Damage 海 底 輸 油 管 的 損 毀
• It is believed that the damage would have been caused
by anchor when the pipeline were exposed prior to
placement of rock armour protection.
造 成 損 毀 的 原 因 , 相 信 是 當 輸 油 管 還 未 被 巖 石 覆 蓋 保 護 、
仍 然 處 於 外 露 的 情 況 下 , 遭 船 錨 損 毀 。

Preventive Measures 預 防 措 施
• Except for the damaged sections, the whole PAFF
submarine pipelines are now protected with rock
armour. 除 損 毀 部 份 外 , 永 久 航 空 燃 油 儲 存 庫 海 底 輸
油 管 的 其 餘 部 份 均 被 巖 石 覆 蓋 保 護 。
• Supervision is in place day and night with guard
boats to safe guard the damaged area from being
damaged again. 保 安 巡 邏 艇 日 夜 監 察 海 底 輸 油 管 受 損
毀 的 部 份 , 防 止 該 部 份 再 受 到 損 毀
• Marine notices have been issued again to alert the
operators around the area and other mariners
regarding the unprotected pipelines. 已 再 發 出 海 事 通
告 提 醒 附 近 的 營 運 商 和 其 他 船 運 公 司 , 有 關 部 份 海 底
輸 油 管 還 未 被 巖 石 覆 蓋 保 護 的 事 宜 。

Repair Works 維 修 工 作
• The repair works is estimated to take about 4 to 5
months till end-January 2010 including mobilization and
all necessary testing.
維 修 工 作 需 時 約 4 個 月 , 預 計 至 2010 年 1 月 底 完 成 。 工 程 包
括 一 切 器 材 和 人 員 的 動 員 時 間 , 以 及 其 他 必 須 進 行 的 檢
測 。
• Commencement of PAFF will thus be delayed to end-
January / mid-February 2010.
永 久 航 空 燃 油 儲 存 庫 投 入 運 作 的 日 期 因 此 被 推 遲 至 2010 年
1 月 底 至 2 月 初 期 間 。

• Submarine pipelines was laid on a trench 3m to 6.5m
below the seabed.
海 底 輸 油 管 是 沉 放 在 海 床 3 至 6.5 米 以 下 的 一 道 深 坑 內 。
• Backfilled with graded stones and rock armour able
to resist large anchors.
利 用 優 質 的 石 塊 和 巖 石 進 行 回 填 以 抵 禦 大 型 的 船 錨 。
• Once the pipelines are properly protected, similar
incident will not be happened again.
當 海 底 輸 油 管 受 到 正 確 的 保 護 , 同 類 型 的 事 件 將 不 會
再 發 生 。
