City Business Plan for Muzaffarpur Municipal Corporation Establishment of a common facility on the basis of PPP for providing appropriate training and design/finished intervention will increase the gross value accruals from this product and generate additional employment. Muzaffarpur is hub for trading in cloth for entire North Bihar. There are over 600 cloth traders, merchants and related transport service providers as well as about 3000 household and micro sized tailoring units and a dozen garment manufacturing units in the region. It is estimated, that livelihood for over 10,000 persons in the city is linked to cloth and fabric trade and tailoring services and garment manufacturing. Here again, the establishment of a common facility on the basis of PPP will encourage transition of Muzaffarpur from a mere fabric trading centre to a quality garment producing hub. A single garment unit with an investment of Rs.5 lakhs on basic equipment could provide direct and indirect employment to over 10 persons. The envisaged common facility will help train over 500 skilled workers every year to undertake embroidery, design and finished garment services. Muzaffarpur has the benefit of both government and private Polytechnics as also Industrial Training Institutes who conduct accredited vocational training courses and over 900 persons are trained every year by these institutions. Smaller NGOs train over 3000 persons on tailoring services and basic garment manufacturing. There is evidently, scope for twinning the EDP (Entrepreneurship Development Programme) and Skill development programmes of MSME-DI, Muzaffarpur and IED, Patna in the City Business Plan. Skill development training programmes to generate employment opportunities can also be undertaken by service providers like:- (i) (ii) (iii) (iv) (v) MSME –DI, Muzaffarpur IED, Patna Industry associations NGOs and Technical (Vocational and industrial training Institutions) Training needs will include: (i) Development of EDP trainers through advanced and practical trainers‟ training programme (ii) Cluster development agents training (iii) Training of potential entrepreneurs including vendors and Self-help groups evolved by the municipality Training needs for existing enterprises will include:- (i) (ii) Operation of technically advanced equipment Linkage potential with different programmes and schemes of Government related capital investment subsidies, access of credit, market development, PPP option for common facility and practical business management Final Report ES-3
City Business Plan for Muzaffarpur Municipal Corporation A large industrial area exists under the control of BIADA existing in Muzaffarpur. However, nearly half of the industries in this zone do not have access to continuous power supply, resulting in about 20% of the units having been wound up after commencement of operations. Over 35 acres of land are still available for setting up new units in BIADA estate. Since no municipal land measuring an acre in stretch in one location is available, establishment of common facilities for developing and strengthening cluster value chains may have to be undertaken in BIADA estate. A transparent single window clearance system has to be mandatorily set up to receive applications from entrepreneurs for new projects both in the manufacturing and service sectors. An empowered Project Clearance Committee should review the application and recommend clearance/approval/rejection of the project within the stipulated timeframe incorporating viewpoints of all concerned viz. municipality, pollution control board, electricity and water department, factory Inspector, Chief Fire Officer, etc. To achieve the above, the entire process - registration, review and clearance - should be done online through adequate capacity building, proper computer training and installation of required resources. LED task force will need to work out a plan to protect the livelihood of legitimate street vendors by demarcating vendor zones, restricted vendor zones and no vendor zones in the city. Prioritization of allotment of stalls/kiosks to SC/STs, physically challenged, economically weaker, poor and vulnerable people, in accordance with Bihar Government Street Vendors Policy will have to be addressed. Fundamental structure for economic, industrial and commercial development exists in Muzaffarpur and if the required interventions are pursued by a mix of stake holders, the results will be distinctly visible. Implementation of CBP over a pre-determined timeframe say three years or so is expected to contribute towards more local employment and livelihood augmenting structural changes. Final Report ES-4
