Strengths
-Typically, enterprises possess competitive advantage in
terms of ability to cater to local demand and provide
customised services (e.g., civil engineering
contractors/builders, nursing homes and diagnostic clinics,
printing units, etc.)
-Growing regional population reflects sustained growth in
demand.
-Presence of supporting service enterprises such as cold
stores to facilitate evolution of a vibrant horticulture
processing base.
Weaknesses
-Relatively, small populations of the urban and
adjoining regions restricts enterprise growth
potential of service sector firms.
-Resource scarce nature of enterprises affect
scope for providing value-added services.
-Inadequate information base; None of the
service sector enterprises have availed of
assistance under PPP schemes of the
Government nor many even assistance provided
for individual enterprises for example investment
subsidies for super speciality hospitals.
Opportunities
-There are a range of PPP options for service sector
enterprises as to help them offer value-added services and
also upgrade equipment: Diagnostic centres and nursing
homes may establish expensive testing equipment (e.g.,
MRI test equipment and medical waste incinerators) on PPP
basis; construction industry stakeholders may establish flyash
related classifiers, bulkers (transport vehicles), steam
curing and testing facilities under similar schema to produce
value-added high quality but cheap building material
(ranging from paints to tiles) from harmful fly-ash presently
disposed of by thermal power stations in adjacent districts
like Muzaffarpur; printing units may establish upgraded prepress,
press and post-press facilities on PPP basis; etc.
-There are a range of financing instruments such as the
CGTMSE which are available for both manufacturing as
well as service sector enterprises that may be leveraged to
facilitate start-up, upgrading and growth.
-Power intensive service sector enterprises such as cold
stores may be supported through: introduction to
appropriate bio-mass technologies for competitive
generation of power; integrated industrial infrastructure with
dedicated power connectivity through PPP schemes of the
Government of India.
-The PPP option offered to the park hotel in Muzaffarpur
where municipal land has been offered on soft lease basis is
an option that need be retained for potential service sector
and trade and commerce related enterprise initiatives in
terms of truck terminals, commercial complexes to the
extent possible.
Threats
-Inadequate initiatives towards upgrading
equipment/services may lead to regional uncompetitiveness
of enterprises such as diagnostic
clinics to enterprises in other regions.
-Inadequate co-operative actions by enterprises
in different service sectors will make them uneligible
for assistance under cluster based PPP
schemes of the Government.
