2. <str<strong>on</strong>g>The</str<strong>on</strong>g> modernised <str<strong>on</strong>g>EU</str<strong>on</strong>g> <strong>social</strong> <strong>security</strong><br />
coordinati<strong>on</strong><br />
European Uni<strong>on</strong> <str<strong>on</strong>g>provisi<strong>on</strong>s</str<strong>on</strong>g> <strong>on</strong> <strong>social</strong> <strong>security</strong> coordinati<strong>on</strong> have existed for the past<br />
50 years, the rules c<strong>on</strong>stantly adapting to <strong>social</strong> and juridical developments. New<br />
Regulati<strong>on</strong>s (EC) Nos 883/2004 and 987/2009, or ‘modernised <str<strong>on</strong>g>EU</str<strong>on</strong>g> <strong>social</strong> <strong>security</strong> coordinati<strong>on</strong>’,<br />
are built <strong>on</strong> this valuable experience: they simplify and enhance the <str<strong>on</strong>g>EU</str<strong>on</strong>g> law,<br />
improving the rights of the pers<strong>on</strong>s c<strong>on</strong>cerned.<br />
With the ‘modernised <str<strong>on</strong>g>EU</str<strong>on</strong>g> <strong>social</strong> <strong>security</strong> coordinati<strong>on</strong>’, the focus of these rules has<br />
shifted from facilitating the mobility of workers to enforcing the rights of all citizens,<br />
whether they work or not. <str<strong>on</strong>g>The</str<strong>on</strong>g>se changes in <strong>social</strong> <strong>security</strong> coordinati<strong>on</strong> aim at making<br />
life easier for Europeans <strong>on</strong> the move.<br />
‘Modernised coordinati<strong>on</strong>’ is a major advance in citizens’ protecti<strong>on</strong>, and not <strong>on</strong>ly for<br />
the around 10.5 milli<strong>on</strong> Europeans living in different <str<strong>on</strong>g>EU</str<strong>on</strong>g> member states from the <strong>on</strong>e in<br />
which they were born (about 2.1 % of the <str<strong>on</strong>g>EU</str<strong>on</strong>g>’s total populati<strong>on</strong>). It will make life easier<br />
for the 250 000 people who have worked in more than <strong>on</strong>e member state and need to<br />
export a part of their pensi<strong>on</strong> rights every year. It will also improve protecti<strong>on</strong> for the<br />
over 1 milli<strong>on</strong> people who cross <str<strong>on</strong>g>EU</str<strong>on</strong>g> borders for work every day.<br />
2.1. Better informati<strong>on</strong>, better access to rights<br />
Citizens are at the heart of the ‘modernised coordinati<strong>on</strong>’ and the new regulati<strong>on</strong>s place<br />
a special emphasis <strong>on</strong> the member states’ duties towards them. Accordingly, member<br />
states must provide active assistance and informati<strong>on</strong> and meet c<strong>on</strong>crete objectives of<br />
efficiency, rapid delivery and accessibility. In return, citizens must inform the instituti<strong>on</strong>s<br />
as so<strong>on</strong> as possible of any changes in their pers<strong>on</strong>al or family status affecting their<br />
rights to benefits.<br />
To back-up this ‘good administrati<strong>on</strong>’ objective, the new rules require data to be<br />
exchanged electr<strong>on</strong>ically between instituti<strong>on</strong>s. This will be d<strong>on</strong>e through the so-called<br />
EESSI system (Electr<strong>on</strong>ic Exchange of Social Security Informati<strong>on</strong>) which will network<br />
the over 50 000 nati<strong>on</strong>al instituti<strong>on</strong>s.<br />
Former paper ‘E-forms’ will disappear, although some will be replaced by new portable<br />
documents (see list in Secti<strong>on</strong> 7). Citizens will also have access to the EESSI system<br />
through a directory, listing all the nati<strong>on</strong>al and local instituti<strong>on</strong>s involved with <strong>social</strong><br />
<strong>security</strong> coordinati<strong>on</strong>.<br />
