Arlington Heights Park District, Minutes, February 14, 2012 Page 2 The club received the United States Professional Tennis Association Midwest Division – 2011Charity Event of the Year Award – Under $10,000. Superintendent Puchalski recognized the club for their efforts, and Nancy Alfonso, Forest View Manager, was there to accept the award. Japanese Red Cross Earthquake Relief Fundraiser The Forest View Racquet & Fitness club was recognized for donating fifteen hours of court time to accommodate a fundraiser for Japanese Earthquake relief. Superintendent Pacheco announced that the Park District received 1 st Place for Integrated Photography Marketing and Communications Dept. at the 2011 IPRA Agency Showcase. This Showcase is a spirited competition spotlighting bright ideas exhibited by park, recreation, and conservation agencies. Steve Neill, Aquatics Facilities Supervisor, was recognized by Jeff Ellis & Associates, Inc. In a letter from the Sr. VP/COO of Jeff Ellis and Associates, Mr. Neill was identified as making outstanding efforts in taking a faculty position at the International Aquatic Safety School. Superintendent Gwinnup presented him with this letter. President Leno thanked everyone for their work and achievements. There was brief break in the meeting for refreshments. <strong>MINUTES</strong> The Minutes of the Regular Meeting of January 24, 2012, were presented. Commissioner Nesvacil moved to approve the Minutes of the Regular Meeting of January 24, 2012, as presented. Commissioner Whisler seconded the motion and it carried. President Leno abstained. ACCOUNTS PAYABLE The Accounts Payable list for disbursement dated February 14, 2012, was presented. Commissioner Nesvacil moved to approve the Accounts Payable list dated February 14, 2012, in the following amounts: for the Regular Funds in the amount of $370,058.10; for the Pension Fund in the amount of $158,384.96; for the Museum Fund in the amount of $2,079.29; for the Nickol Knoll Golf Club Fund in the amount of $4,228.64; for the Arlington Lakes Golf Club Fund in the amount of $27,435.68; for the Forest View Racquet & Fitness Club Fund in the amount of $23,040.47; for the Heritage Tennis Club Fund in the amount of $22,497.62; for the Bond Capital Projects Fund in the amount of $154,466.54; for a Grand Total of Disbursements in the amount of $762,191.30. Commissioner Naughton seconded the motion and it carried unanimously. Commissioner Nesvacil moved to approve the Payroll distribution for the month of January 2012 in the amount of $687,113.23. Commissioner Whisler seconded the motion and it carried unanimously. APPROVAL <strong>OF</strong> PURCHASES Mowing Service Contract Paul Guza, Superintendent of Maintenance, addressed the Board. He indicated that bid packages were provided to 45 firms for the Mowing Service Contract bid. The scope of the work in this bid includes mowing and trimming for 33 weeks at 34 sites throughout the Arlington Heights Park District. Seventeen bids were opened on Wednesday, January 11, 2012. The lowest responsive, responsible bid was from Zenith Landscape. Zenith completed the same contract in 2009 and performed at a high level of quality. Staff also checked references for Zenith Landscape and these references confirmed their continued acceptable performance record.

Superintendent Guza said yes. Commissioner Whisler moved to award a contract to the lowest responsive, responsible bidder Zenith Landscape of Wadsworth, Illinois, for a total contract value of $24,740.10 to perform 2012 mowing services. Commissioner Nesvacil seconded the motion and it carried. Nuisance Pest Control Contract Superintendent Guza addressed the Board. He stated that since 2007 the District has contracted nuisance pest control services (geese harassment services) due to numerous citizens’ concerns and complaints regarding health and safety. Staff is seeking to continue this program of pest control for the fiscal year 2012/2013. This service is still a very narrow craft but continues to grow particularly in the Midwest, with only a few local firms. Additionally, the District will continue to use licensed staff for nest destruction and egg shaking to control the Canada goose populations. This continues to be not only a district-wide problem, but also a regional and national issue. In December of 2011, bid packets were provided to 17 firms for nuisance pest control of Canada geese at various park locations. The following bids were opened on January 11. Contractor Name Base Bid Amount Northshore Goose Control $25,500 Geese Police $21,000 Commissioner Whisler moved to award a contract to the lowest responsive, responsible bidder, Geese Police of Naperville, Illinois, for a total contract value of $21,000 to perform nuisance pest control of Canada geese within the Arlington Heights Park District. Commissioner Nesvacil seconded the motion and it carried. Golf Course Chemicals Butch Peuvion, Superintendent of Golf Maintenance, addressed the Board. He stated that the District annually establishes specifications and advertises for bids for purchase of fertilizer, chemicals, and grass
